GAO found that: (1) the chances of SSA recording a wage report to the wrong account, or in a different amount than reported, were very small; (2) a 1987 study of a nationwide sample of 1,744 persons who received their first retirement benefit check in June 1985 found that about 6.5 percent had one or more errors in their earnings records, and a 1989 payment accuracy study found a similar error rate; (3) an unpublished internal study of the SSA 1978 suspense file of uncredited earnings provided information about the types of workers who may be most prone to have an earnings record problem; (4) SSA did not credit almost 20 percent of the wage reports filed by businesses involved in agricultural production in 1978 to valid workers' social security accounts; and (5) the studies GAO reviewed had certain limitations in their ability to identify errors in the earnings records.

Both programs require that claimants have a disability and meet specific medical criteria in order to qualify for benefits. SSA establishes the presence of a medically-determined impairment in individuals with mental disorders other than intellectual disability through the use of standard diagnostic criteria, which include symptoms and signs. These impairments are established largely on reports of signs and symptoms of impairment and functional limitation. Psychological Testing in the Service of Disability Determination considers the use of psychological tests in evaluating disability claims submitted to the SSA. This report critically reviews selected psychological tests, including symptom validity tests, that could contribute to SSA disability determinations. The report discusses the possible uses of such tests and their contribution to disability determinations. Book excerpt: More than 7 million recipients of Social Security benefits have a representative payee-a person or an organization-to receive or manage their benefits. These payees manage Old Age, Survivors and Disability Insurance funds for retirees, surviving spouses, children, and the disabled, and they manage Supplemental Security Income payments to disabled, blind, or elderly people with limited income and resources. More than half of the beneficiaries with a representative payee are minor children; the rest are adults, often elderly, whose mental or physical incapacity prevents them from acting on their own behalf, and people who have been deemed incapable under state guardianship laws. The funds are managed through the Representative Payee Program of the Social Security Administration (SSA). The funds total almost $4 billion a month, and there are more than 5.3 million representative payees. In 2004 Congress required the commissioner of the SSA to conduct a one-time survey to determine how payments to individual and organizational representative payees are being managed and used on behalf of the beneficiaries.1 To carry out this work, the SSA requested a study by the National Academies, which appointed the Committee on Social Security Representative Payees. This report is the result of that study. Improving the Social Security Representative Payee Program: Serving Beneficiaries and Minimizing Misuse (1) assesses the extent to which representative payees are not performing their duties in accordance with SSA standards for representative payee conduct, (2) explains whether the representative payment policies are practical and appropriate, (3) identifies the types of representative payees that have the highest risk of misuse of benefits, and (4) finds ways to reduce the risk of misuse of benefits and ways to better protect beneficiaries.

SSDI provides disability benefits to people (under the full retirement age) who are no longer able to work because of a disabling medical condition. SSI provides income assistance for disabled, blind, and aged people who have limited income and resources regardless of their prior participation in the labor force. Both programs share a common disability determination process administered by SSA and state agencies as well as a common definition of disability for adults: "the inability to engage in any substantial gainful activity by reason of any medically determinable physical or mental impairment which can be expected to result in death or which has lasted or can be expected to last for a continuous period of not less than 12 months." Disabled workers might receive either SSDI benefits or SSI payments, or both, depending on their recent work history and current income and assets. Disabled workers might also receive benefits from other public programs such as workers' compensation, which insures against work-related illness or injuries occurring on the job, but those other programs have their own definitions and eligibility criteria. Selected Health Conditions and Likelihood of Improvement with Treatment identifies and defines the professionally accepted, standard measurements of outcomes improvement for medical conditions. This report also identifies specific, long-lasting medical conditions for adults in the categories of mental health disorders, cancers, and musculoskeletal disorders. Specifically, these conditions are disabling for a length of time, but typically don't result in permanently disabling limitations; are responsive to treatment; and after a specific length of time of treatment, improve to the point at which the conditions are no longer disabling.

Book excerpt: Pursuant to a congressional request, GAO reviewed the efforts of the Social Security Administration (SSA) and the Internal Revenue Service (IRS) to correct accuracy problems in SSA earnings records, focusing on: (1) SSA and IRS actions under their memorandum of understanding (MOU) and their adequacy; (2) whether SSA and IRS have met their MOU commitments; (3) the outcome of the reconciliation efforts; and (4) possible improvements to the wage-crediting process. GAO found that: (1) after the implementation of a formal reconciliation process, SSA and IRS have made substantial progress in reducing the discrepancies between the wages reported to each agency by employers; (2) SSA cannot determine the actual amount of new wage data because it only broadly monitors the nature of employer responses; (3) IRS did not meet all of its MOU commitments, which reduced the potential success of the reconciliation process; (4) employers file inaccurate SSA wage reports because they often do not understand regulations on wages, reporting requirements, and the relationships among the various wage reports they must file; (5) further improvements in the reconciliation process and the prevention of employer wage-reporting errors could further reduce reported discrepancies; (6) the Treasury Department has credited and continues to credit billions of dollars to the social security trust funds that are not supported by SSA wage reports; and (7) a collection-based funding system for the social security trust funds would be consistent with the historic funding of the programs and would more accurately capture monies due the trust funds.

SSA uses a five-step sequential process to determine whether an adult applicant meets this definition. Functional Assessment for Adults with Disabilities examines ways to collect information about an individual's physical and mental (cognitive and noncognitive) functional abilities relevant to work requirements. This report discusses the types of information that support findings of limitations in functional abilities relevant to work requirements, and provides findings and conclusions regarding the collection of information and assessment of functional abilities relevant to work requirements.
