Available in PDF, EPUB and Kindle. Book excerpt: The social security of the European Union (EU) has become of vital significance for persons living or working in a EU Member State. The creation of the European Economic Area and near accession of the candidate Members (East European countries) has further increased the relevance of this law. This book describes EU social security law, beginning with the rules relevant to migrant workers. Coverage includes Regulations 1408/71 and 574/72 and the case law of the Court of Justice of the EC. The book analyses the contributions of these judgments to the developments of coordination law and to the realisation of the objective of free movement of workers. In this respect the relation of the Regulation and the EC Treaty, which is shown in for instance the Kohll and Decker judgments, is analysed. Special attention is paid to the Proposal for Simplification and Modernisation of Regulation 1408/71. A second main part of EU social security law is the law on equal treatment of men and women. The Court of Justice issued several main decisions, of which the Barber judgment is a wellknown example. Since then, the case law has been further developed and this book helps the reader to understand the present state of affairs. A separate chapter analyses the combat against social exclusion of the EU and the instruments developed for this purpose. This is the completely revised and updated fourth edition of an authoritative book.

Through the essays assembled in Social Security Pension Reform in Europe, Martin Feldstein and Horst Siebert, along with a number of distinguished contributors, discuss the challenges facing Social Security reform in the aging societies of Europe. A remarkable range of European nations—Germany, France, Finland, the Netherlands, Poland, Romania, Italy, Sweden, the United Kingdom, and Hungary—have implemented or are about to implement mixed Social Security systems that combine a traditional defined benefit of the pay-as-you-go system with an individual retirement account defined contribution of a capital-funded system. The essays here highlight the problems that the European pension reform process faces and how it differs from that of the United States. This timely volume will significantly enrich the debate on pension reform worldwide.

Book excerpt: The twelve remarkable essays in this book explore this vital issue from a number of enlightening perspectives. European Social Security and Global Politics represents a partial gleaning of the September 2001 conference-held in Bergen, Norway-of the European Institute of Social Security, a leading multidisciplinary research group and the vanguard of the debate on social security in Europe. Fifteen highly committed researchers and administrators from all over Europe offer in-depth analysis and conclusions in such crucial areas as: how globalisation increases inequality and hinders redistribution of wealth how certain social security policies hamper the free movement of workers the elusive promise of regional social security in Europe essential elements of any proposed global social security policy various reform initiatives for the fair administration of pension schemes In addition to the invaluable individual insights advanced in each paper, two notable trends seem to pervade the entire conference. One is the growing divergence of social security policy within European countries, coexisting uneasily with EU measures against social exclusion; the other is the sudden clarity of principle and design in the European welfare state when seen against the virtual anarchy of the globalisation model. Where these trends may lead us is only beginning to come into focus, and this book is among the first to sharpen the images of the possible futures in European social security that are likely to emerge in the next decade. All professionals in any aspect of social security policy or study will benefit enormously from this provocative book, not only in Europe but throughout the world.

This book was released on 2003 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The European Union is on the threshold of an important institutional transformation, as thirteen states are applying for membership: ten of them, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia, will become a member by May 1st, 2004; two countries, Bulgaria and Romania, will follow some time later and Turkey is also given the perspective of accession in a later stage. Fears are often expressed as to the social impact the adhesion of these states may have upon both the European Union's social security policy and the social security systems of these states. We give a presentation of the social security systems of the applicant states in the same format as the one we used for our earlier descriptions of the national social security systems of the present fifteen member states (Nr. 1 of this Social Europe Series). This publication gives the reader an introduction into the social security systems of the thirteen applicant states. It offers the social security expert with some comparative experience the opportunity to position his/her knowledge of (aspects of) foreign social security systems within the broad national context of these systems; for others, this introduction will simplify first ventures into the field of comparative social security law. The publication also facilitates the broad comparison of the national systems, by describing them according to a uniform structure. For each country, the following aspects are examined: the concept and sources of social security law; the administrative organisation; the personal scope of application; the social risks and benefits (subdivided into old age, survivorship, incapacity for work, unemployment, health care and care, family and need); the way in which social security is financed and the judicial protection. By giving a systematised and short overview of all systems in the European Union, the book finally meets a need of many in and outside Europe."--cover.

Available in PDF, EPUB and Kindle. Book excerpt: This edited collection contributes to studies of intra-EU migration and mobility, welfare, and European social citizenship by focusing on transnational labour movements from new to the old EU member states (Hungary–Austria, Bulgaria–Germany, Poland–UK and Estonia–Sweden). The volume provides a comparative analysis of formal organization and mobile individuals’ use of European social security coordination, which involves mobile Europeans' access to and portability of social security rights from the sending to the receiving country (and back). The book discloses the selectivity criteria of welfare provision in four areas (unemployment, family benefits, health insurance, and pensions) that lay at heart of European cross-border social security governance. It also identifies specific discourses of belonging (gendered, ethnicized/racialized and class-related images of ‘Us’ and ‘Them’) that frame the institutional selectivity by constructing images of mobile EUcitizens' ‘deserving’ or ‘non-deserving’ social membership. The collection offers a detailed examination of inequality experiences mobile EU citizens from the new EU countries encounter while accessing and porting social security rights across borders. It will be of interest to a wide range of social science and interdisciplinary researchers, students, and practitioners as well as those interested in intra-EU migration and mobility, social security, European social citizenship, and transnational studies.
