Inclusive growth thus seeks to broaden the flow of benefits of globalization towards the currently excluded sections. Economic growth in Karnataka primarily driven by services (55.17%). The Contribution of the industrial sector is smaller which contributes only 16.22 percent to overall growth compared to 30.20 percent at the All-India level. Economic growth particularly pro-poor growth in terms of concentrating on agriculture and employment are important in order to reduce poverty. However, economic growth alone will not be sufficient to lift some people above poverty. Despite achieving the MDG on poverty, a large number of SC, STs will remain poor even if the growth rate is hiked. Karnataka economic growth may be improving but Karnataka is lagging behind southern states like Andhra Pradesh, Tamil Nadu and Kerala. Karnataka is need to operationalize a plan to accelerate growth in agriculture, employment, and social sector development and in reducing regional disparities for achieving inclusive growth during the 12th Five Year Plan period and beyond in Karnataka. The action plan should cover the priority areas like agriculture, employment and social sectors. It should have a plan for removing economic and social deprivation across all regions.

The liberalisation of the Indian economy had a major impact on the growth rate of its Gross Domestic Product (GDP), with the economic growth of the country jumping from the so-called Hindu growth rate of 3.5% to 8–9% per annum. The literacy rate increased to 74.04% in 2011 from 12% in 1947, while the universalization of elementary education has been achieved to a great extent, and dropout rates have decreased. However, despite considerable progress, exclusions and wide disparities still exist. Combining access with affordability and ensuring quality with good governance and adequate finance are still of great concern. On the health front, significant achievements have also been made, with a number of diseases eradicated or on the verge of elimination. There has been a substantial drop in the Total Fertility Rate (TFR) and Infant Mortality Rate (IMR), and life expectancy has increased from 36.7 years in 1951 to 67.14 in 2011. The crude birth rate has been reduced from 40.8 in 1951 to 20.6 in 2012, and the crude death rate from 25.1 to 7.43 in the same period. These achievements are impressive, but at the same time our failures appear even more glaring. As such, this volume brings together contributions from eminent Indian scholars on a range of social issues, including linkages between growth, poverty and the social sector; the efficiency of social sector spending in India; disparity in health statuses; IPR protection in health innovations; pollution and health; the universalisation of elementary education; problems faced at the higher levels of education; and issues of child labour.

It begins by examining the sectoral composition of growth, revisiting the issues related to industry-services balance, and also brings out the spatial dimension of growth. On the one hand the industry does not seem to have played a major role in the context of employment generation as imported technology is by and large capital intensive in nature. On the other hand, the services-led growth is seen to have reduced the pace of poverty reduction. Given the services-led growth the possible impact of trade in services on employment both in the formal and informal sectors have been worked out, indicating limited positive spill-over effects. The labour market outcomes are brought out with great details suggesting that rapid economic growth in India could not result in productive employment generation on a large scale. The gender dimensions of employment are brought out to verify if reduction in labour market inequality can result in improving the position of women in other spheres encompassing the decision making process both within the household and outside the household. Issues relating to urbanisation and rural-urban migration are also covered to understand the dynamics of urban poverty and to bring out the challenges of population transfer given the spatial concentration of growth. The job search practices pursued by the low income households are often pursued in terms of informal networks. What problems are associated with such mechanisms in experiencing improvements in wellbeing levels are covered in the present volume. On the whole, the volume offers an explanation of limited poverty reduction in a situation of rapid economic growth on the basis of an inter-disciplinary framework though efforts are being made to keep the methodology quantitatively rigorous.
