Yet donors are also more demanding than they once were and the landscape is considerably more competitive. A window of widespread and high-level demand is now opening wide for agricultural and environmental researchers, presenting a favorable but highly competitive environment for CGIAR social science research. In order to take full advantage of this opportunity, the CGIAR must carefully assess its own comparative advantage in the social sciences within this space, assess its performance in those areas of comparative advantage, and organize itself to enhance its performance going forward. This review, commissioned by the CGIAR Science Council, aims to inform the CGIAR community on these matters, assessing the present state of CGIAR social science research, culminating in recommendations on how best to advance the CGIAR Mission through cutting edge social science.

The proposed new vision is “to reduce poverty and hunger, improve human health and nutrition, and enhance ecosystem resilience through high-quality international agricultural research, partnership and leadership.” The CGIAR's key objectives are to create and accelerate sustainable increases in the productivity and production of healthy food by and for the poor; conserve, enhance and sustainably use natural resources and biodiversity to improve the livelihoods of the poor in response to climate change and other factors; and promote policy and institutional change that will stimulate agricultural growth and equity to benefit the poor, especially rural women and other disadvantaged groups.The CGIAR has a distinguished history of success in these endeavors, successes in which the social sciences have historically played a prominent role. But there is a widespread sense of discontent with the present state of the social sciences within the CGIAR, some of which may reflect broader concerns about the CGIAR in general, and some of which may be specific to the social sciences within the System. As a direct result, the Science Council of the CGIAR has commissioned a stripe review of the social sciences in the CGIAR. The current global food and fuel price crisis accentuates the need for a reinvigorated CGIAR to help reverse the structural problems in global agriculture that have emerged over the past several years.Per the terms of reference for phase 1 of the stripe review, the panel Chair was tasked to develop, in consultation with the SC Task Force, a normative framework for a high quality and effective social science research agenda, which, if operationalized, would advance research on the CGIAR System Priorities and effectively contribute to achieving the CGIAR goals. The framework represents an “ideal” of what the CGIAR should expect from its social scientists against which the Panel can assess the actual situation.” This paper is the product of that effort. It builds on a descriptive assessment desk study undertaken by a consultant, and feeds into the draft terms of references for phase 2 of the stripe review. Together, these three documents comprise the outputs of phase 1 of the review.

Book excerpt: How do social protection programs influence agricultural growth and nutrition, and what are the implications of this for program design? PIM research on the impact of social protection programs and complementary interventions for agricultural growth and nutrition made significant contributions to research and policy, including through impact evaluations of national food and cash transfer programs (e.g., the Takaful and Karama Program in Egypt, the Productive Safety Net Program in Ethiopia, and the Programme de Filets Sociaux “Jigisemejiri” in Mali), pilot studies (in Bangladesh, Ethiopia, Ghana, India, Indonesia, Malawi, Mali, Nigeria, Pakistan, Senegal, Tanzania, and Yemen), and policy papers and review studies covering many low- and middle-income countries. Social protection programs that provide cash or in-kind transfers alone often show limited short-term effects on agriculture or nutrition outcomes, although there is evidence of impacts of cash transfers alone on child nutrition in cases of extreme deprivation or when transfers are very large. The flagship’s research shows that social protection programs that bundle cash or in-kind transfers with high-quality complementary programming can generate large, significant improvements in agriculture and nutrition outcomes. Such complementary programming includes agricultural extension and nutrition behavior change communication (BCC).

However, inequalities persist in roles, rights and responsibilities of women and men, and shape the ways they participate in decision making, benefit from forest and tree resources, and experience changes in forest and tree-based landscapes. Gender biases in the wider policy environment and exclusionary social norms result in a gender gap in access to and control of assets and key resources, including land, labor, credit, information and extension services, with women facing disadvantages in several domains. These inequalities, embedded in formal and informal institutions and structures, hinder the change needed to support the sustainable and equitable development solutions that FTA seeks to deliver.As FTA's research agenda has evolved since the program's inception, so too has the program's portfolio of gender and social inclusion research. This revised research agenda and action plan draws on a tradition of quality gender work within FTA centers and complements FTA's original Gender Strategy (2013). It reflects the evolution of the program, including thematic and methodological developments in gender research and praxis, and increases the focus on the nexus of gender and generation (including youth issues), and efforts to make FTA’s research increasingly transformative.

Book excerpt: It is estimated that nearly one in seven people — more than 1 billion in total — are classified as migrants in national statistics. Of these, about 763 million are estimated to be internal migrants; the remaining 281 million are international migrants (International Organization for Migration 2021). Migration is an intrinsic part of the development process, representing one of the greatest opportunities to facilitate economic and social advancement in developing countries. Understanding how different types of individuals and households perceive these opportunities and overcome related constraints, and how these change over time, is of key interest. At the same time, migration presents one of the world’s biggest challenges, requiring adjustments by both sending and hosting communities, and understanding those adjustments is a priority. The CGIAR Research Program on Policies, Institutions, and Markets (PIM) has undertaken more than 40 studies designed to explore the causes and consequences of internal and international migration. In aggregate, the studies help us understand what motivates people to migrate and what factors impinge on their ability to do so. These studies focused on the relationship of migration with rural transformation, gender, youth, climate change, and social protection and cut across the whole PIM research portfolio. This brief synthesizes findings from this research in an attempt to present a more complete picture. While there is a vast literature on migration external to PIM and CGIAR, the results of the PIM investigations constitute valuable inputs into national policies and programs designed to foster economic and social development while maximizing the benefits and reducing the risks of migration.

Book excerpt: PIM had a productive final year centered on synthesizing findings while continuing to respond to demand on the impacts of COVID-19 and preparing the transition to the new CGIAR portfolio. PIM findings and engagement contributed to Myanmar’s response to COVID-19, South Africa’s policies on resilience to climate change, Tunisia's policies for pastoral development, a reform of Nigeria’s national agricultural research system, Ghana’s fish seed and farm certification system, gender strategies for three agricultural value chains in Honduras, and genome editing guidelines for the agricultural sector in four African countries. PIM research informed policy documents of FAO, IFAD, One CGIAR, the UK Government, the World Bank and the World Food Programme. PIM tools enabled more equitable co-management of 76 protected areas in Peru and informed World Bank social protection projects. Books on food security in Bangladesh and Malawi, trade in Latin America, African agricultural value chains and gender were published. 42 PIM synthesis briefs and notes were issued, summarizing research results in key thematic areas. PIM contributed 181 journal articles, 8 journal issues (on demand driven seed systems, China’s response to COVID-19, agriculture and food security in China under COVID-19, food loss and waste, landscape restoration, multistakeholder fora in forestry and two issues on gender), 15 book chapters and about 500 non-peer-reviewed outputs. 16 PIM webinars were organized. PIM’s contributions to the United Nations Food Systems Summit covered agricultural extension, food system innovations and digital technologies, the future of small farms, the science-policy interface, the cost of ending hunger by 2030, food waste and loss, management of the commons and gender. Building on past PIM investments in economywide modeling tools and social accounting matrices, PIM teams continued to assess the impacts of COVID-19 and policy responses at country level. Lessons learned from PIM country-level analyses on COVID-19’s impacts on food systems, poverty and diets are summarized in a chapter of the IFPRI 2022 book “COVID19 and global food security: Two years later”. A paper in partnership with the CGIAR COVID19 Hub reviewed the literature on agri-food value chains for evidence of fractures and resilience in response to the pandemic. The results of coordinated studies on the impacts of COVID-19 on value chains in different countries were published. Several cross-CGIAR outputs initiated by PIM speak to the fulfillment of PIM’s convening role as an integrating program: the CGIAR Foresight Report and CGIAR foresight website; several outputs produced through the CGIAR Community of Excellence on Seed Systems Development, and the CGIAR book “Advancing gender equality through agricultural and environmental research: Past, present, and future” are examples. Other examples of PIM global public goods produced in 2021 are 27 innovations at various stages of uptake, a cross-cutting effort to distill PIM lessons on migration; new or updated social accounting matrices for 25 countries; and lessons and tools on stakeholder platforms for natural resource governance. Independent reviews assessed the effectiveness of PIM’s partnerships and the use by partners of PIM’s work on economywide modelling, agricultural insurance, tenure and governance, and the Ag-Incentives database.
