Book excerpt: How professionalization and scholarly “rigor” made social scientists increasingly irrelevant to US national security policy To mobilize America’s intellectual resources to meet the security challenges of the post–9/11 world, US Secretary of Defense Robert M. Gates observed that “we must again embrace eggheads and ideas.” But the gap between national security policymakers and international relations scholars has become a chasm. In Cult of the Irrelevant, Michael Desch traces the history of the relationship between the Beltway and the Ivory Tower from World War I to the present day. Recounting key Golden Age academic strategists such as Thomas Schelling and Walt Rostow, Desch’s narrative shows that social science research became most oriented toward practical problem-solving during times of war and that scholars returned to less relevant work during peacetime. Social science disciplines like political science rewarded work that was methodologically sophisticated over scholarship that engaged with the messy realities of national security policy, and academic culture increasingly turned away from the job of solving real-world problems. In the name of scientific objectivity, academics today frequently engage only in basic research that they hope will somehow trickle down to policymakers. Drawing on the lessons of this history as well as a unique survey of current and former national security policymakers, Desch offers concrete recommendations for scholars who want to shape government work. Book excerpt: The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.

This text sets to explain the process of security policy making in the United States by looking at all the elements that shape it, from institutions and legislation to policymakers themselves and historical precedents. To understand national security policy, the book first needs to address the way national security policy makers see the world. It shows that they generally see it in realist terms where the state is a single rational actor pursuing its national interest. It then focuses on how legislative authorities enable and constrain these policy makers before looking at the organizational context in which policies are made and implemented. This means examining the legal authorities that govern how the system functions, such as the Constitution and the National Security Act of 1947, as well as the various governmental institutions whose capabilities either limit or allow execution, such as the CIA, NSA, etc. Next, the text analyzes the processes and products of national security policy making, such as reports, showing how they differ from administration to administration. Lastly, a series of case studies illustrate the challenges of implementing and developing policy. These span the post-Cold war period to the present, and include the Panama crisis, Somalia, the Balkans Haiti, the Iraq wars, and Afghanistan. Book excerpt: Nonviolent state behavior in Japan, this book argues, results from the distinctive breadth with which the Japanese define security policy, making it inseparable from the quest for social stability through economic growth. While much of the literature on contemporary Japan has resisted emphasis on cultural uniqueness, Peter J. Katzenstein seeks to explain particular aspects of Japan's security policy in terms of legal and social norms that are collective, institutionalized, and sometimes the source of intense political conflict and change. Culture, thus specified, is amenable to empirical analysis, suggesting comparisons across policy domains and with other countries. Katzenstein focuses on the traditional core agencies of law enforcement and national defense. The police and the military in postwar Japan are, he finds, reluctant to deploy physical violence to enforce state security. Police agents rarely use repression against domestic opponents of the state, and the Japanese public continues to support, by large majorities, constitutional limits on overseas deployment of the military. Katzenstein traces the relationship between the United States and Japan since 1945 and then compares Japan with postwar Germany. He concludes by suggesting that while we may think of Japan's security policy as highly unusual, it is the definition of security used in the United States that is, in international terms, exceptional.

In order to understand how knowledge from science can be directed and applied to help the intelligence community fulfill its critical responsibilities, the National Academies of Sciences, Engineering, and Medicine will undertake a 2-year survey of the social and behavioral sciences. To launch this discussion, a summit designed to highlight cutting-edge research and identify future directions for research in a few areas of the social and behavioral sciences was held in October 2016. This publication summarizes the presentations and discussions from the summit.
