The existence of these social safeguards is examined in Mexico's watershed management program in La Sierra Madre and La Costa of Chiapas. The watershed management program is another Payment for Ecosystem Services (PES) scheme similar to REDD+. Questionnaires and interviews were used to conduct primary research with participants of the watershed management program. Upon the examination of the collected data the safeguards were analyzed on their sufficiency for REDD+. It could be observed that some social safeguards are in place, however, none of them sufficiently for REDD+. In regards to implementation of REDD+ the most challenging social safeguard will be the concept of "free, prior and informed consent." This holds true as long as REDD+ will be implemented nationally. If that will be the case the government would have to convince locals across the country to participate in REDD+, including those that already announced their opposition in the Declaration of Patihuitz. Without legitimization there will be little participation and commitment on the side of local people, which is crucial to make REDD+ work.

Book excerpt: The core idea of the United Nations' Reducing Emissions from Deforestation and Forest Degradation (REDD) initiative consists in the remittance of payments to developing countries and landholders for their successful maintenance of forest cover. While REDD activities may support livelihoods and contribute to sustainable development, the program also risks neglecting the rights and interests of forest dwellers, as well as diverting potential benefits away from these stakeholders. Any future REDD regime thus needs to feature social safeguards. This article outlines possible policy options for rendering such safeguards operational. They essentially consist of a variety of control mechanisms to ensure that governments, in meeting their eventual international REDD commitments, also comply with accepted principles and criteria protecting the rights and interests of indigenous peoples and local communities. In demonstrating the different operational models, the article distinguishes between reporting and compliance procedures, the creation and expansion of new institutions, the establishment of complaint and redress mechanisms, certification schemes, and the incorporation of performance criteria in financing arrangements. It illustrates and reviews their operation in practice via short cases studies, then offers some conclusions on their potential capacity to shape effective procedural social safeguards in REDD. While an accumulation of elements of different approaches is more likely to result in a robust mechanism, on the ground, the participation of affected rights-holders at different stages remains crucial to develop locally and culturally adequate models.

This book provides a systemic approach to energy in Mexico and its relations to the USA arising from the energy reform of the former. It covers the transition from fossil fuels to a low-carbon economy, relying heavily on renewable sources and mitigating climate change risks. Several human knowledge disciplines and topics are covered in the book, including public policy, economics, transboundary issues, electricity and thermal energy, residual biomass use, distributed energy systems and its management, and decision-making tools. An analysis is considered regarding energy issues interaction in the Mexican-USA border, which differ in both countries from pricing and policy, and the work and research that has been developed for transboundary energy trade.

Book excerpt: "Programmes to reduce emissions from deforestation and ecosystem degradation, such as REDD+ and other forestry incentive programmes, including Payment for Environmental Services (PES), could represent an opportunity to strengthen processes of conservation, sustainable usage and poverty reduction in the Mesoamerican region, particularly in indigenous territories and communities. Analysing the context of such initiatives and how they are interlinked is relevant to understanding how these multipurpose programmes can achieve their objectives in the light of recent developments in the recognition of indigenous peoples' rights over land tenure and natural resources in the region. Examining these contexts and their linkages in countries such as Costa Rica, Guatemala, Honduras, Mexico, Nicaragua and Panama, where there are considerable forest areas with significant indigenous populations, is the aim of this study."--Publisher's description.

Book excerpt: Large-scale development projects oftentimes end up creating negative impacts that affect vulnerable populations with particular intensity. Projects likely to displace families from their homes, degrade the living conditions of indigenous peoples or intensify social conflicts at local levels are not uncommon. Social safeguards are intended to prevent these and other unintended impacts, and when the impacts cannot be averted, to develop appropriate measures to mitigate them. However, the practical implementation of social safeguards is plagued with a series of structural problems. The collection of stories from the field presented in this book illustrates the principles and application of social safeguards in the context of projects funded by multilateral banks, identifying key challenges in their implementation and exploring paths to overcome those limitations.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

Book excerpt: Given the growing urgency to develop global responses to a changing climate, The Carbon Fix examines the social and equity dimensions of putting the world’s forests—and, necessarily, the rural people who manage and depend on them—at the center of climate policy efforts such as REDD+, intended to slow global warming. The book assesses the implications of international policy approaches that focus on forests as carbon and especially, forest carbon offsets, for rights, justice, and climate governance. Contributions from leading anthropologists and geographers analyze a growing trend towards market principles and financialization of nature in environmental governance, placing it into conceptual, critical, and historical context. The book then challenges perceptions of forest carbon initiatives through in-depth, field-based case studies assessing projects, policies, and procedures at various scales, from informed consent to international carbon auditing. While providing a mixed assessment of the potential for forest carbon initiatives to balance carbon with social goals, the authors present compelling evidence for the complexities of the carbon offset enterprise, fraught with competing interests and interpretations at multiple scales, and having unanticipated and often deleterious effects on the resources and rights of the world’s poorest peoples—especially indigenous and rural peoples. The Carbon Fix provides nuanced insights into political, economic, and ethical issues associated with climate change policy. Its case approach and fresh perspective are critical to environmental professionals, development planners, and project managers; and to students in upper level undergraduate and graduate courses in environmental anthropology and geography, environmental and policy studies, international development, and indigenous studies.
