Social mobility may make some of today's poor into tomorrow's rich and since redistributive policies do not change often, individual preferences for redistribution should depend on the extent and the nature of social mobility. We estimate the determinants of preferences for redistribution using individual level data from the US, and we find that individual support for redistribution is negatively affected by social mobility. Furthermore, the impact of mobility on attitudes towards redistribution is affected by individual perceptions of fairness in the mobility process. People who believe that the American society offers equal opportunities to all are more averse to redistribution in the face of increased mobility. On the other hand, those who see the social rat race as a biased process do not see social mobility as an alternative to redistributive policies.

Book excerpt: Meltzer and Richard (1981) state that democracy will boost redistribution of income from the rich to the poor. Given that the median voter is poorer than the average-income voter, a majority of voters will vote for redistribution. However, the positive relationship between democracy and equalization of income has been highly criticized on both theoretical and empirical grounds. From a rational point of view, why do not the poor vote for a higher level of redistribution? Some scholars have argued that expectations of social mobility may induce the poor to believe they will have a higher income in the future and thus to vote against redistribution. However, the sociological literature has shown that people are not well aware of their relative position on the income ladder, because they evaluate their relative income through comparison to others. In this paper, I analyze to what extent preferences for redistribution at the individual level depend on expectations of future income and meritocracy. Departing from previous studies, I analyze whether expectations of social mobility are related to true probability of mobility or whether they are based on subjective expectations of mobility, which depend on perceived position on the income ladder. Empirical results show that preferences for redistribution depend on both expectations of social mobility and meritocracy, although subjective expectations of social mobility have a stronger impact on preferences for redistribution than objective expectations.

This suggests a potential demand-side explanation for the Great Gatsby Curve: As overall absolute mobility decreases (increases), ceteris paribus, demand for redistribution also decreases (increases).

Evidence from national survey data (1993-2012) suggests that a strong relationship exists between social mobility and support for the Republican party, but not with redistributive policy preferences. This effect is then confirmed in a randomized survey experiment fielded in 2014 which shows that shifting perceptions of social mobility does not impact policy preferences, but does increase support for the Republican party. This relationship is then confirmed in election outcomes from 1980-2016, which suggests that individuals translate their preferences into political behavior. Surprisingly, all three data sources suggest that this effect does not depend on one's position in the income distribution: individuals are more Republican wherever low-income children do well. Furthermore, while recent evidence shows that Americans are overly optimistic when estimating national social mobility, survey evidence here suggests that they possess relatively accurate perceptions of local rates of economic mobility. Together, these results complicate conventional models of individual preferences, such as the prospect of upward mobility (POUM) hypothesis, which argue that preferences for redistribution depend on beliefs about future gains or losses from taxation or the effects of government redistribution. Instead, this evidence suggests that individual attitudes toward redistribution and social mobility are separable and ideological, which implies that opposition to greater redistribution may not be driven by false belief in the 'American dream.'

Book excerpt: A growing body of literature studies the effect of providing information about inequality to respondents of surveys on their preferences for redistribution. We provide a meta-analysis combining the results from 84 information treatments coming from 36 studies in Economics, Political Science, Psychology and Sociology. This meta-analysis complements and informs a broader project on perceptions of inequality and preferences for redistribution ( Does Inequality Matter? How People Perceive Economic Disparities and Social Mobility , OECD publishing, Paris, 2021). In the meta-analysis, we focus on in-survey experiments where a randomly selected group of respondents receive either information about the overall extent of inequalities, or about their position in the income distribution. The results show that providing information on inequality has a sizeable impact on people's perceptions and concerns about inequality, but a rather small effect on their demand for redistribution. Inspecting the heterogeneity across treatments and outcomes helps explaining the small average effect on demand for redistribution, but the evidence is not yet conclusive about the potential explanations. We further show that correcting respondents' misperceptions about their own position in the income distribution increases the preferences for redistribution for those who previously overestimated their position and decreases it for those who underestimated, although the effects are, on average, small.
