Book excerpt: In addition to revising our view of the interwar period and the building of European democracies, this book cuts against the grain of most current theorizing in political science by explicitly discussing when and how ideas influence political behavior. Even though German and Swedish Social Democrats belonged to the same transnational political movement and faced similar political and social conditions in their respective countries before and after World War I, they responded very differently to the challenges of democratization and the Great Depression--with crucial consequences for the fates of their countries and the world at large. Explaining why these two social democratic parties acted so differently is the primary task of this book. Berman's answer is that they had very different ideas about politics and economics--what she calls their programmatic beliefs. The Swedish Social Democrats placed themselves at the forefront of the drive for democratization; a decade later they responded to the Depression with a bold new economic program and used it to build a long period of political hegemony. The German Social Democrats, on the other hand, had democracy thrust upon them and then dithered when faced with economic crisis; their haplessness cleared the way for a bolder and more skillful political actor--Adolf Hitler. This provocative book will be of interest to anyone concerned with twentieth-century European history, the transition to democracy problem, or the role of ideas in politics.

Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Contrary to most expectations and predictions in the wake ofthe 1989 upheavals - affirmations that the "dilemmas", "problems" or "challenges" of the transitions in Central and Eastern Europe ought to have been dealt with and resolved one after the other in sequence, in the manner of the more or less idealized trajectories of Great Britain or Spain (trajectories significantly enough promoted, far beyond the circles of scholars, as a "model" of transition), and above all, contrary to the assumption that superposing a radical economic transformation upon a transition to democracy would make the whole edifice thoroughly unworkable, unstable or dangerous - it must be stated clearly out that the two processes, in their "simultaneity", are not necessarily incompatible. This is one of the main findings stressed upon in several chapters of this book.
