The Europeans maintain that workfare is the best method of bringing the socially excluded back into mainstream society. Although there are differences in terms of ideology and practice, Joel F. Handler argues that there are also significant similarities, especially field-level practices that serve to exclude those who are the least employable or lack other qualifications that agencies favor. The author also examines strategies for reform, including protective labor legislation, the Open Method of Coordination, the reform of social and employment services, and concludes with an argument for a basic income guarantee, which would not only alleviate poverty but also provide clients with an exit option.

The authors rephrase Gunnar Myrdal's questions in An American Dilemma with reference to Europe's current dual crisis - that of the established welfare statefacing a declining capacity to maintain equity, and that of the nation state unable to accommodate incremental ethnic diversity. They compare developments across the European Union with the contemporary US experience of poverty, race, and class. They highlight the major moral-political dilemma emerging acrossthe EU out of the discord between declared ideals of citizenship and actual exclusion from civil, political, and social rights. Pursuing this overall European predicament, the authors provide a critical scrutiny of the EU's growing policy involvement in the fields of international migration, integration, discrimination, and racism. They relate current policy issues to overall processes of economic integration and efforts to develop a European 'social dimension'. Drawing on case-study analysisof migration, the changing welfare state, and labour markets in the UK, Germany, Italy, and Sweden, the book charts the immense variety of Europe's social and political landscape. Trends of divergence and convergence between single countries are related to the European Union's emerging policies fordiversity and social inclusion. It is, among other things, the plurality of national histories and contemporary trajectories that makes the European Union's predicament of migration, welfare, and citizenship different from the American experience. These reasons also account in part for why it is exceedingly difficult to advance concerted and consistent approaches to one of the most pressing policy issues of our time.Very few of the existing sociological texts which compare different European societies on specific topics are accessible to a broad range of scholars and students. The European Societies series will help to fill this gap in the literature, and attempt to answer questions such as: Is there really such a thing as a 'European model' of society? Do the economic and political integration processes of the European Union also implyconvergence in more general aspects of social life, such a family or religious behaviour? Book excerpt: Welfare to work programmes aim to assist the long-term unemployed in finding work; increasing labour market flexibility, eliminating dependency, and tackling social exclusion. They have been implemented in many Western countries. This book focuses on an important and novel feature of these programmes: they replace the rights-based entitlements that have characterized the welfare state for decades with conditional rights dependent on the fulfilment of obligations: conditions are attached to the benefits received. This new type of social contract between the claimant and the State carries with it a new construction of the relationship between rights and responsibilities, and a new interpretation of citizenship. Paz-Fuchs examines the theoretical underpinnings of welfare-to-work programmes, incorporating a comparative analysis of the UK and USA, where the ideal of social citizenship is being curtailed through welfare reforms. He argues that when the rhetoric of the social contract is used to imply a continuous contract between citizens and the state, a vast array of conditions on welfare can be legitimated, including workfare; the obligation to accept any job offer; and moral and social preconditions that are based on a vague notion of reciprocity. Paz-Fuchs argues, by contrast, that conditional welfare undermines civil rights such as the right to privacy and family life by requiring welfare claimants to change their behaviour. He contends that strengthening welfare rights and relaxing preconditions on entitlement would better serve the objectives that welfare to work programmes are supposed to advance.

An often neglected dimension is that of the reforms’ implications for local governance. The contributions to this edited volume examine how state power is being re-articulated but also challenged at sub-national levels in Morocco, Egypt, Jordan, Israel, Lebanon and Turkey. They explore the effects of neoliberal economic and local governance reforms such as decentralization, public-private partnerships, and outsourcing in the area of public service delivery, poverty alleviation, and labor market reforms on local patronage networks, public accountability, and state-society relations. The findings show that such reforms are often subordinated to established patterns of political contestation among actors who seize on the opportunities that reforms offer to advance their political agendas, thereby illustrating the local specificity of ‘actually existing neoliberalisms’. The book thus fills an important knowledge gap by combining public policy and management theories with those on patron-client networks and public accountability at the local level, and situating them within the critical literature on neoliberalism.
