This text looks at what does work, and outlines how to implement these effective policies. The question of credibility and strategic behaviors in institutions of poverty reduction is an area that needs to be addressed adequately and the author attempts to deal with it in a pragmatic way.In the academic literature on designating effective institutions of poverty alleviation programs and policies in sub-Saharan Africa, it is rare to find direct assessments of the success of particular social policies and programs. In country after country, one is much more likely to see research on the failure of poverty reduction programs. Very often, contributors to the literature gravitate towards the presentation of raw numbers and figurers indicating that these policies and programs have failed and thus call for the discontinuation of such policies. Curiously, the most straightforward questions that many people outside of the development circle seem to want answered OCo such as, on what criteria are these conclusions reached, or what particular policies and programs have made a dent in poverty, are less popular in the discipline. This study focuses on the preconditions for success in poverty reduction programs. It proposes a framework which incorporates a mixture of social and political, as well as economic relationships, which these programs embody. Using evidence from original surveys of two micro-finance programs in Southern Nigeria, this policy evaluation study attempts from the standpoint of institutional and social capital theories to accomplish two goals: first, to fill the gaps in the literature by developing an evaluation framework emphasizing institutional design features and a strong network of relationships which lower costs for beneficiaries and providers; and second, to provide critical input for the policy task of designing effective institutions of poverty reduction programs."

The product of a global research study by the Systemwide Program on Collective Action and Property Rights (CAPRi) of the Consultative Group on International Agricultural Research, this book draws on case studies from East Africa and South and Southeast Asia to investigate how collective action and property rights have contributed to poverty reduction. The book extends the analysis of these institutions beyond their frequently studied role in natural resource management by also examining how they can reduce vulnerability to different types of shocks. Essays in the volume identify opportunities and risks present in the institutions of collective action and property rights. For example, property rights to natural resources can offer a variety of advantages, providing individuals and groups not only with benefits and incomes but also with assets that can counter the negative effects of shocks such as drought, and can make collective action easier. The authors also demonstrate that collective action has the potential to reduce poverty if it includes more vulnerable groups such as women, ethnic minorities, and the very poor. Preventing exclusion of these often-marginalized groups and guaranteeing genuinely inclusive collective action might require special rules and policies. Another danger to the poor is the capture of property rights by elites, which can be the result of privatization and decentralization policies; case studies and analysis identify actions to prevent such elite capture.

It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. Looking at the historical landscape of the poverty debate in Sub-Saharan Africa, one cannot help but notice the silence or scarce mention of entrepreneurship as the engine for growth in the alleviation of extreme poverty. Therefore the Africa Redemption International Conference (ARIC) was conceived from the premise of a long and hard look at the serial and regrettable failures of the three salient beaten-trek interventions of Structural Adjustment Programs (SAPS), Poverty Reduction Strategies (PRS) and the Millennium Development Goals (MDGs). Earlier interventions focused more on economic growth and paid little attention to social development. With the advent of MDGs, attention somewhat shifted towards resulting in poverty being reduced by more than half between 1990 and 2015. Critical success factors including infrastructure development, domestic resource mobilization, and institutional capacity building, among others, have largely been overlooked by most of these instruments. The architecture of poverty reduction strategies has, for far too long, been the work of foreign agents with little, if any, of Africans themselves. It is generally on this very basis that the ARIC Conference was convened with the objectives to: a. Bring academics, practitioners and policy-makers into one unique place to deliberate on issues that keep Africa behind any other parts of the world in emerging out of poverty. b. Allow policymakers to chart a way forward and share that with the broader body of light-minded Africans who want to seriously take the country of scourges of poverty c. Allow academics to analyze, articulate and recommend what they perceive Africa needs to do in order to overcome its stagnation that has earned its Mantra of a Dark Continent. d. Invite development activist in the world and Africa, in particular, to share their isolated experiences with a broader community of stakeholders willing to amplify their good practice efforts to other parts of Africa where they are needed most. e.
