In recent decades, many researchers have claimed that entrepreneurship is the most critical factor in sustaining regional economic growth. However, most entrepreneurship research is undertaken without considering the fundamental importance of the regional context. Other research has emphasized the role of social capital but there are substantial problems in empirically relating measures of social capital to regional economic development. The expert contributors to this work highlight the role of governance in regional growth, an area that has so far been relatively under-researched, underpinning their findings with new theoretical and empirical evidence. They conclude that the relationship between entrepreneurship, social capital and governance in factors affecting regional economic development are complex and interdependent, and that to influence these factors and the relationship between them, policymakers must have a long-term perspective and be both patient and persistent in their efforts. This enlightening book will be of great interest to academics, students and researchers across a range of fields including regional science, regional economics, economic geography, regional planning, public policy, entrepreneurship, political science and economic sociology. Book excerpt: Social capital - in the form of general trust and strong civil norms that call for cooperation when large-scale collective action is needed - can improve government performance in three ways: 1) It can broaden government accountability, making government responsive to citizens at large, rather than to narrow interests. 2) It can facilitate agreement where political preferences are polarized. 3) It is associated with greater innovation when policymakers face new challenges. Consistent with these arguments, Putnam (1993) has shown that regional governments in the more trusting, more civic-minded northern, and central parts of Italy provide public services more effectively than do those in the less trusting, less civic-minded southern regions. Using cross-country data, La Porta and others (1997), and Knack and Keefer (1997), obtained findings consistent with Putnam's evidence. For samples of about thirty nations (represented in the World Value Surveys), they found that societies with greater trust tended to have governments that performed significantly better. The authors used survey measures of citizen confidence in government as well as subjective indicators of bureaucratic inefficiency. The author further analyzes links between social capital and government performance, using data for the United States. In states with more social capital (as measured by an index of trust, volunteering, and census response), government performance is rated higher, based on ratings constructed by the Government Performance Project. This result is highly robust to including a variety of control variables, considering the possibility of influential outlying values, treating the performance ratings as ordinal, rather than cardinal, and correcting for possible endogeneity.

The onset of the Anthropocene, an era in which human actions have become major drivers of change on a planetary scale, has increased the complexity of socioecological systems. Complex systems pose novel challenges for governance because of their high levels of connectivity, nonlinear dynamics, directional patterns of change, and emergent properties. Meeting these challenges will require the development of new intellectual capital. In this book, Oran Young argues that to achieve sustainable outcomes in a world of complex systems, we will need governance systems that are simultaneously durable enough to be effective in guiding behavior and agile enough to adapt to rapidly changing circumstances. While some insights from past research on governance remain valid in this setting, Young argues that we need new social capital to supplement mainstream regulatory approaches that feature rule making with an emphasis on compliance and enforcement. He explores the uses of goal setting as a governance strategy, the idea of principled governance, and the role of what is often called good governance in meeting the challenges of the Anthropocene. Drawing on his long experience operating on the science/policy frontier, Young calls for more effective collaboration between analysts and practitioners in creating and implementing governance systems capable of producing sustainable outcomes in a world of complex systems.
