Book excerpt: Artisanal mining is a vital economic activity in the town of Kalima in the DRC, dominating the town as industrial mining did for decades under colonial rule. This paper describes the complex relationship between mining and the town itself, as well as with the central government and neighbouring countries. The key finding of the study on which the paper is based is that artisanal mining not only generates higher output than industrial mining ever did, but is also better for the mass of people in Kalima in terms of employment, income, working conditions and gender equity. It further suggests that the environmental impacts of artisanal mining, except for the craziness of mineral ores being flown out by plane, are gentler than those of industrial mining. Further, while tax revenues may be lower than if the deposits were mined industrially, this is shown to be largely because of inadequacies in the Congolese tax regime, which require urgent reform. Finally, while a prevalent view of mining in the DRC links it with violent armed conflict, mining in the Maniema province in which Kalima is located has not resulted in fighting, nor does it seem to be used by militias or warlords to fund their military activities. The case of Kalima illustrates that if there is such a link it is not straightforward to understand or predict.

The process has been sustained by an African Mining Consensus uniting international financial institutions, African governments, development agencies, and various strands of the academic literature. The Consensus position is that mining industrialization can drive transformative processes of social and economic development in low-income African settings. For this, state-owned enterprises and local forms of labour-intensive mining are deemed unsuitable. The former is characterized as corrupt and mismanaged, and the latter as an inefficient, subsistence activity with links to conflict financing. The Consensus holds, instead, that mining industrialization should be led by the superior expertise and efficiency of transnational corporations. Disrupted Development in the Congo reveals the fragile foundations on which this Consensus rests. Through an in-depth case study of mining in the Democratic Republic of the Congo, Ben Radley details how foreign corporations have been prone to mismanagement, inefficiencies, and rent-seeking, and implicated in fuelling conflict and violence. He also documents how structural impediments to the transformative effects of mining industrialization in low-income African countries occur irrespective of ownership and management structures. Based on the findings presented, Radley urges a move away from the market-led logics underpinning the Consensus. In the mining sector itself, he argues that efforts to mechanize labour-intensive forms of local mining better meet the needs of low-income African economies for rising productivity, labour absorption, and the domestic retention of the value generated by productive activity than the currently dominant but disruptive foreign corporate-led model. As the country prepared to celebrate its 50th anniversary of independence on 30 June 2010 from erstwhile colonial power, Belgium, there is a real danger that the 'politics of forgetting' could once again set in- forgetting that this vast country is nowhere near being 'at peace' with itself and the rest of the Great Lakes Region. The country had accumulated a history of protracted violence, with little or no shared experience of genuine peace to offset these negative interactions. Throughout its various incarnations, as the Congo Free State (1885-1908), the Belgian Congo (1908-1960), the Congo Republic (1960-1971), Zaire (1971-1997) and finally the Democratic Republic of the Congo (since 1997), an enduring feature and image that has held sway in all narratives has been that of an entity immersed in an unrelenting sense of statelessness, further embedded in a perpetual state of chaos. At the turn of the twenty-first century, Congo had become the veritable epicentre of conflict in Africa and the dearth of peaceful coexistence in the country has vividly revealed the numerous flaws that peace can possess if it is devoid of structural stability, integrity and most importantly the ability to address the underlying causes and factors that continue to foment and facilitate conflict to take place in this war-torn nation. The aim of this volume is to serve as an 'audit' and appraisal of the DRC's post-conflict peace dividend - in particular to undertake a post-peace accord appraisal of the various gains achieved and also the numerous setbacks that continue to challenge the behemoth that is the Democratic Republic of the Congo, in its long and arduous journey to peace, prosperity and national unity.
