Book excerpt: This training guide introduces development practitioners, policy analysts, and students to social accounting matrices (SAMs) and their use in policy analysis. There are already a number of books that explain the System of National Accounts and SAM multipliers-some of these are recommended at the end of this training guide. However, most books tend to be quite technical and move quickly from an introduction to more complex applications. By contrast, this guidebook uses a series of hands-on exercises to gradually introduce SAMs and multiplier analysis. It therefore complements more theoretical SAM and multiplier literature and provides a first step for development practitioners and students wishing to understand the strengths and limitations of these economic tools. It is also useful for policy analysts and researchers embarking on more complex SAM-based methodologies. One such methodology is computable general equilibrium (CGE) modeling, for which IFPRI has also developed a series of introductory exercises and a standard modeling framework. To download the exercises, go to www.ifpri.org/publication/social-accounting-matrices-and-multiplier-analysis

Providing the first comprehensive systematic assessment of the social accounting matrix (SAM) in twenty developing countries, Solomon Cohen introduces key research in the area and looks at its practical applications. Divided into two parts, the first part of each chapter: -Deals with the construction and structural analysis of the SAM -Examines refinements of the SAM as a self-contained model of the economy; study of SAM multipliers of growth and distribution -Explores decompositions of multiplier effects and cross-country and inter-temporal comparative analysis of changing economic structures. The second part looks at the SAM as a modular framework and a database, which can be flexibly used in economic policy modelling. This valuable reference, and the accompanying volume Social Accounting or Industrial and Transition Economies will be an essential addition to the bookshelves of researchers, instructors, policy makers, scholars and libraries.

Book excerpt: This collection of work reviews the results of using CGE models since the early 1970s, with an emphasis on models that encompass broad structural factors such as distribution of income and wealth, land tenancy relationships, foreign trade, production, markets, and control of the means of production that are fundamental to the behavior of developing economies. Economist Lance Taylor is an advocate of aggressive government management of developing economies. The models described in this book are are easy to set up and manipulate on microcomputers and should dominate the development debate. Taylor's detailed discussion of structuralist COE models is followed by contributions that take up their application in specific countries. This collection of work reviews the results of using CGE models since the early 1970s, with an emphasis on models that encompass broad structural factors such as distribution of income and wealth, land tenancy relationships, foreign trade, production, markets, and control of the means of production that are fundamental to the behavior of developing economies.Chapters explain the macro constraints on India's economic growth and describe Plan Austral and other heterodox shocks, describe the application of a structuralist model to Nicaragua, to Mexican food consumption policies, and to the food market in Colombia. They discuss a model with portfolio choice for Thailand, resource mobilization through administered prices, and conflicting claims and dynamic inflationary mechanisms in India, short-run energyeconomy interactions in Egypt, policy options for growth and the alleviation of poverty in Sri Lanka, currency devaluation in Mexico, and medium-term growth projections for Kuwait. The book concludes with a manual for a structuralist macro model program.

These insights are generalize-able and applicable worldwide. The authors overcome existing limitations in general equilibrium modeling. By concentrating on tensions between green growth and dualism, they consider the global efforts against climate change and opposition by specific countries based on economic development needs. Using Turkey as their primary example, they address these two most discussed and difficult issues related to policy setting, blazing a path for those seeking an applied economic research framework to study such economic considerations. Couples a CGE climate change mitigation policy analysis with a dual economy approach Presents methods to model and assess policy instruments for mitigating climate change Provides data sets and models on a freely-accessible companion website Offers a path for those seeking an applied economic research framework to study economic considerations

The Nexus SAMs available on IFPRI's website separates domestic production into 42 activities. Factors are disaggregated into labor, agricultural land, and capital, with labor further disaggregated across three education-based categories. The household account is divided into 10 representative household groups: Rural and urban households across per capita consumption quintiles. Nexus SAMs support the improvement of model-based research and policy analysis in developing countries and allow for more robust cross-country comparisons of national economic structures, especially agriculture-food systems.

Book excerpt: The Central Agency for Public Mobilization and Statistics (CAPMAS) is pleased to present a disaggregated version of the Egypt SAM for 2010/11. This new SAM builds on the previous SAM 2010/11 built and published by CAPMAS with the support of the International Food Policy Research Institute (IFPRI). The value added of this new disaggregated version of the SAM is its focus on the agricultural sector and different types of households. By disaggregating the single agricultural sector into 22 agricultural sub-sectors and the single household of the previous SAM into 20 household groups, defined by expenditure decile and rural or urban residence, the disaggregated SAM now allows for analyzing agricultural issues at the detailed crop level and to better understand the potential im-pacts of policy changes for both better off and more vulnerable households.
