Book excerpt: "In the context of urbanization and expanding markets for agricultural products, the prospects for smallholder farming systems to contribute to development across sub-Saharan Africa is particularly relevant today. Despite scepticism among some, arguments in the literature point to potential productivity, inclusion and multiplier non-farm growth benefits arising from the development of small-farming systems. This research investigates such viewpoints by categorizing countries according to whether national agriculture is small-farm dominated or large-farm dominated and looking at variables dependent on relevant socio-economic phenomena. Findings indicate small-farming countries have performed better in improving levels of productivity, reducing poverty and advancing structural transformation in the period in question. Findings are robust to the effects of differing levels of rural investment. However, sample sizes and the nature of data collection in a context of scarcity limits the capacity to generalize findings. Although the research finds small-farming countries outperform large-farming countries in progress across these variables, bivariate analysis does not establish that linkages from agricultural development to first, poverty reduction and, second, structural transformation are stronger in small-farming contexts. Overall, findings show that possessing an agricultural sector dominated by smallholdings is no impediment to making progress across key indicators of social and economic development. Consequently, reflection on the merits of public expenditure to support smallholder models and opportunities to leverage private finance in smallholder farming are emphasized. Further, the scope for integration of small- and large-farming models in mutually beneficial arrangements can be a useful complement to mechanisms that support exclusively smallholder farming models"--Page 3.

Book excerpt: The relative contribution of a sector to poverty reduction is shown to depend on its direct and indirect growth effects as well as its participation effect. The paper assesses how these effects compare between agriculture and non-agriculture by reviewing the literature and by analyzing cross-country national accounts and poverty data from household surveys. Special attention is given to Sub-Saharan Africa. While the direct growth effect of agriculture on poverty reduction is likely to be smaller than that of non-agriculture (though not because of inherently inferior productivity growth), the indirect growth effect of agriculture (through its linkages with nonagriculture) appears substantial and at least as large as the reverse feedback effect. The poor participate much more in growth in the agricultural sector, especially in low-income countries, resulting in much larger poverty reduction impact. Together, these findings support the overall premise that enhancing agricultural productivity is the critical entry-point in designing effective poverty reduction strategies, including in Sub-Saharan Africa. Yet, to maximize the poverty reducing effects, the right agricultural technology and investments must be pursued, underscoring the need for much more country specific analysis of the structure and institutional organization of the rural economy in designing poverty reduction strategies.

Do we know how to make this happen? Researchers and practitioners still debate how best to do so. The prevailing methodology, which claims causality from measures of statistical significance, is inductive and yields contradictory results. In this book, instead of correlations, Isabelle Tsakok looks for patterns common to cases of successful agricultural transformation and then tests them against other cases. She proposes a hypothesis that five sets of conditions are necessary to achieve success. She concludes that government investment in and delivery of public goods and services sustained over decades is essential to maintaining these conditions and thus successfully transform poverty-ridden agricultures. No amount of foreign aid can substitute for such sustained government commitment. The single most important threat to such government commitment is subservience to the rich and powerful minority.

Latin American and Caribbean countries have also benefited from agricultural growth, but nonagricultural production has had marginal welfare effects that are greater in magnitude than those provided by agricultural activities. In contrast, the industrialized, high-income countries experienced marginal welfare gains from nonagricultural activities that are much greater than those derived from agriculture, whose impact is actually negative. These calculations of marginal welfare effects across regions depend on econometric estimates of elasticities linking agricultural and nonagricultural economic activities to four elements in a national welfare function: national GDP per capita, average income of the poorest households within countries, environmental outcomes concerning air and water pollution and deforestation, and macroeconomic volatility. The econometric analyses are motivated by theoretical treatments of key issues. The empirical models are estimated with various econometric techniques that deal with issues of causality and international heterogeneity. This book examines the growing divergence between subsistence and business oriented small farms, and discusses how this divergence has been impacted by population growth, trends in farm size distribution, urbanization, off-farm income diversification, and the globalization of agricultural value chains. It finds that policy makers need to differentiate more sharply between different types of small farms than they did in the past, both in terms of their potential contributions towards achieving national economic growth, poverty alleviation, and food security goals, and the types of assistance they need. The book distinguishes between smallholders that are business oriented, subsistence oriented, and at various stages of transition to the non-farm economy, and discusses strategies appropriate for assisting each type.
