Book excerpt: This paper contributes to explain the cross-country heterogeneity of the poverty response to changes in economic growth. It does so by focusing on the structure of output growth. The paper presents a two-sector theoretical model that clarifies the mechanism through which the sectoral composition of growth and associated labor intensity can affect workers' wages and, thus, poverty alleviation. Then in presents cross-country empirical evidence that analyzes first, the differential poverty-reducing impact of sectoral growth at various levels of disaggregation, and the role of unskilled labor intensity in such differential impact. The paper finds evidence that not only the size of economic growth but also its composition matters for poverty alleviation, with the largest contributuons from labor-intensive sectors (such as agriculture, construction, and manufacturing). The results are robust to the influence of outliers, alternative explanations, and various poverty measures.

Book excerpt: The relative contribution of a sector to poverty reduction is shown to depend on its direct and indirect growth effects as well as its participation effect. The paper assesses how these effects compare between agriculture and non-agriculture by reviewing the literature and by analyzing cross-country national accounts and poverty data from household surveys. Special attention is given to Sub-Saharan Africa. While the direct growth effect of agriculture on poverty reduction is likely to be smaller than that of non-agriculture (though not because of inherently inferior productivity growth), the indirect growth effect of agriculture (through its linkages with nonagriculture) appears substantial and at least as large as the reverse feedback effect. The poor participate much more in growth in the agricultural sector, especially in low-income countries, resulting in much larger poverty reduction impact. Together, these findings support the overall premise that enhancing agricultural productivity is the critical entry-point in designing effective poverty reduction strategies, including in Sub-Saharan Africa. Yet, to maximize the poverty reducing effects, the right agricultural technology and investments must be pursued, underscoring the need for much more country specific analysis of the structure and institutional organization of the rural economy in designing poverty reduction strategies.

Book excerpt: "In the context of urbanization and expanding markets for agricultural products, the prospects for smallholder farming systems to contribute to development across sub-Saharan Africa is particularly relevant today. Despite scepticism among some, arguments in the literature point to potential productivity, inclusion and multiplier non-farm growth benefits arising from the development of small-farming systems. This research investigates such viewpoints by categorizing countries according to whether national agriculture is small-farm dominated or large-farm dominated and looking at variables dependent on relevant socio-economic phenomena. Findings indicate small-farming countries have performed better in improving levels of productivity, reducing poverty and advancing structural transformation in the period in question. Findings are robust to the effects of differing levels of rural investment. However, sample sizes and the nature of data collection in a context of scarcity limits the capacity to generalize findings. Although the research finds small-farming countries outperform large-farming countries in progress across these variables, bivariate analysis does not establish that linkages from agricultural development to first, poverty reduction and, second, structural transformation are stronger in small-farming contexts. Overall, findings show that possessing an agricultural sector dominated by smallholdings is no impediment to making progress across key indicators of social and economic development. Consequently, reflection on the merits of public expenditure to support smallholder models and opportunities to leverage private finance in smallholder farming are emphasized. Further, the scope for integration of small- and large-farming models in mutually beneficial arrangements can be a useful complement to mechanisms that support exclusively smallholder farming models"--Page 3.

Latin American and Caribbean countries have also benefited from agricultural growth, but nonagricultural production has had marginal welfare effects that are greater in magnitude than those provided by agricultural activities. In contrast, the industrialized, high-income countries experienced marginal welfare gains from nonagricultural activities that are much greater than those derived from agriculture, whose impact is actually negative. These calculations of marginal welfare effects across regions depend on econometric estimates of elasticities linking agricultural and nonagricultural economic activities to four elements in a national welfare function: national GDP per capita, average income of the poorest households within countries, environmental outcomes concerning air and water pollution and deforestation, and macroeconomic volatility. The econometric analyses are motivated by theoretical treatments of key issues. The empirical models are estimated with various econometric techniques that deal with issues of causality and international heterogeneity. This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.
