But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform. This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia's policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder's land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.

Book excerpt: We use qualitative and quantitative information from a number of datasets to study the adoption patterns and labor productivity impacts of herbicide use in Ethiopia. We find a four-fold increase in the value of herbicides imported into Ethiopia over the last decade, primarily by the private-sector. Adoption of herbicides by smallholders has grown rapidly over this period, with the application of herbicides on cereals doubling to more than a quarter of the area under cereals between 2004 and 2014. Relying on unique data from a large-scale survey of producers of teff, the most widely grown cereal in Ethiopia, we find significant positive labor productivity effects of herbicide use of between 9 and 18 percent. We show that the adoption of herbicides is strongly related to proximity to urban centers, levels of local rural wages, and access to markets. All these factors have changed significantly over the last decade in Ethiopia, explaining the rapid take-off in herbicide adoption. The significant increase in herbicide use in Ethiopia has important implications for rural labor markets, potential environmental and health considerations, and capacity development for the design and effective implementation of regulatory policies on herbicides .

Book excerpt: Despite a rapidly growing enthusiasm around applications of information and communications technologies (ICTs) to smallholder agriculture in developing countries, there are still many questions on the effectiveness of ICT-based approaches. This study assesses the effects of videomediated agricultural extension service provision on farmers’ knowledge and adoption of improved agricultural technologies and practices in Ethiopia. The study focuses on a program piloted by the Government of Ethiopia and Digital Green and poses three questions. First, to what extent does video-mediated extension lead to increased uptake of improved agricultural technologies and practices by smallholder farmers? Second, is video-mediated extension targeted at both spouses of the household more effective than when only targeted at the (typically male) household head? Third, how cost-effective is a video-mediated approach to extension provision? The study explores these questions with a randomized controlled trial designed to evaluate the video-mediated approach as applied to three priority crops (teff, wheat, maize) and three technologies (row planting, precise seeding rates, and urea dressing). The trial was implemented in 347 kebeles (village clusters) during the 2017 meher (rainy) season in Ethiopia’s four most agriculturally important regional states. Analysis of data from our surveys of 2,422 households and 896 extension agents indicates that the video-mediated approach is more effective than the conventional approach in achieving several key outcomes. Specifically, we find that videomediated extension reaches a wider audience than the conventional approach and leads to higher levels of agricultural knowledge and uptake of technologies in those kebeles randomly assigned to the program. While our results do point to greater participation and greater knowledge of female spouses in kebeles where both male and female spouses were targeted by the program, we do not find clear evidence that the more inclusive approach translated into higher uptake of the subject technologies and practices. Finally, we find that the video-mediated approach becomes less costly as the scale of operation increases.

Book excerpt: Rural producer organizations (RPOs), such as farmers' organizations or rural cooperatives, offer a means for smallholder farmers in developing countries to sell their crops commercially. RPOs hold particular promise for Sub-Saharan Africa, where small-scale farming is the primary livelihood but commercialization of food crops is very limited. Using the experience of smallholders in Ethiopia as a case study, this research monograph identifies the benefits of RPOs for small farmers, as well as the conditions under which such organizations most successfully promote smallholder commercialization. The evidence from Ethiopia indicates that RPOs do increase farmers' profits from crop sales, but that the beneficiaries do not tend to be the poorest smallholders. Moreover, an RPO's marketing effectiveness is precarious: it can easily diminish if the number or diversity of its members increases or if it provides more non-marketing services. The authors conclude that RPOs have a role to play in the agricultural development of Sub-Saharan Africa, but that role should be complemented by other programs that directly target the poorest farmers. Further, the effectiveness of RPOs should be preserved by allowing them to follow their own agendas rather than being encouraged to take on non-marketing activities. The assessment of RPOs presented in this monograph should be a valuable resource for policymakers and researchers concerned with economic development and poverty reduction in Sub-Saharan Africa.

The Majority of the world’s poor live in rural areas of developing countries are depending on agriculture and its related activities as a source of livelihood. But agriculture alone cannot provide sufficient livelihood opportunities to sustain life. There are other methods to supplement agriculture like, rural off-farm activities. The result of the two-stage Heckman model and estimate of average treatment effect (ATE) revealed variables that affect off-farm participation and intensity of off-farm participation. Also, the estimate of average treatment effect indicated that off-farm participation have a significant and positive impact on income of smallholder farmers of the study area. In the policy implications, it was recommended that implementation of Strategies that direct on the improvement of educational status of rural farmers, Policies that focus on increasing the farm incomes of the smallholders through intensive farming systems and raising their market bargaining power, the creation of conductive environment for the development of off-farm activities and implementation of Policies that encourage more participation of youth age than the old ages on off-farm activities.

Getahun examines the feudalistic system under Emperor Haile Selassie, the command economic system of the military junta led by Mengistu Haile Mariam, and the current capitalist system of the Federal Republic of Ethiopia led by Meles Zenawi. Getahun discusses the lessons drawn from Ethiopian experience during these three regimes, as well as from other African and Asian countries. These provide the basis for recommending a small farmer-led agricultural and rural development strategy that, if implemented, would alleviate rural poverty in Ethiopia.
