Book excerpt: Given the importance that entrepreneurship and start-up businesses in technology-intensive sectors like life sciences, renewable energy, artificial intelligence, financial technologies, software and others have come to assume in economic development, the access of entrepreneurs to appropriate levels of finance has become a major focus of policymakers in recent decades. Yet, this prominence has led to a variety of policy models across countries and even within countries, as different levels of government have adapted to new challenges by refining or transforming pre-existing institutions and crafting new policy tools. Small Nations, High Ambitions investigates the roots of such policy diversity at the “subnational” level, offering in-depth accounts of the evolution of Quebec’s and Scotland’s policy strategies in the entrepreneurial finance sector and venture capital more specifically. As compared to other regions and provinces in the United Kingdom and Canada, Quebec and Scottish venture capital ecosystems rely on a high degree of state intervention, either direct (through public investment funds) or indirect (through government-backed, hybrid, or tax-advantaged funds). These two regions can thus be described as “sponsor states,” heavily involved in the strategic backing of innovative businesses. Whereas most of the literature on venture capital has focused on economic variables to explain variations in policy models, this book seeks to explain policy divergence in Quebec and Scotland through political and ideological lenses. Its main argument is that the development of venture capital ecosystems in these regions was underpinned by Québécois and Scottish nationalisms, which induced preferences for policy asymmetry and state intervention.

Book excerpt: With emphasis on East Asian and North American examples – notably Japan and Quebec – Date, Laniel and their contributors take a new approach to the understanding of small nations and their role in the international system. Small nations, by their very nature, raise significant questions about what a nation is. Some small nations are sovereign states with relatively small populations and limited territory, others are nations within larger sovereign states, with distinctive cultures, governance structures or other features that differentiate them from their “parent” state. By focussing on non-European nations in particular, the contributors to this volume challenge our conceptions of what a small nation is and how it operates within the international system. They focus in particular on the nation-within-a-nation-state of Quebec and on Japan, supplemented by further examples from East Asia. By interrogating what these examples have to show us about the typology and character of small nations, they offer a critique of superpower and draw out the potential of small nation studies. A valuable resource for students and scholars of international relations and theories of the nation and nation state.

Available in PDF, EPUB and Kindle. Book excerpt: In the popular imagination, space is the final frontier. Will that frontier be a wild west, or will it instead be treated as the oceans are: as a global commons, where commerce is allowed to flourish and no one country dominates? At this moment, nations are free to send missions to Mars or launch space stations. Space satellites are vital to many of the activities that have become part of our daily lives—from weather forecasting to GPS and satellite radio. The militaries of the United States and a host of other nations have also made space a critical arena—spy and communication satellites are essential to their operations. Beginning with the Reagan administration and its attempt to create a missile defense system to protect against attack by the Soviet Union, the U.S. military has decided that the United States should be the dominant power in space in order to protect civilian and defense assets. In Heavenly Ambitions, Joan Johnson-Freese draws from a myriad of sources to argue that the United States is on the wrong path: first, by politicizing the question of space threats and, second, by continuing to believe that military domination in space is the only way to protect U.S. interests in space. Johnson-Freese, who has written and lectured extensively on space policy, lays out her vision of the future of space as a frontier where nations cooperate and military activity is circumscribed by arms control treaties that would allow no one nation to dominate—just as no one nation's military dominates the world's oceans. This is in the world's interest and, most important, in the U.S. national interest.

Book excerpt: Updated with an insightful and controversial assessment of Jean Chrétien Since first published in 1994, Right Honourable Men has remained the definitive source for Canadians wanting to know more about the quality of our leaders and the personalities behind the policies. Now, in this timely new edition, Bliss evaluates Jean Chrétien's record and asserts that he was actually a conservative prime minister -- as conservative as Mulroney himself. And Chrétien's legacy? A decade of squandered opportunities, national decline, and dashed hopes of real reform. From the visionary Macdonald, the reckless Laurier, and the misunderstood King, to the flamboyant Trudeau, the vainglorious Mulroney and the wily Chrétien, Right Honourable Men defines the essence of political leadership in Canada, sets the standard for rating prime ministers, and provides a fascinating roadmap for our past -- and our future.
