Today, we begin this subcommittee's responsibility to scrutinize the proposals put forth by the Department of Defense Advisory Panel on Streamlining and Codifying Acquisition Law, commonly known as the Section 800 Report. This is an effort that has taken on the resources of not only this committee but also the Committee on Armed Services and the Committee on Government Operations. I am well aware of Chair man Conyers current proposal hr. 2238 and it is my understand ing that Chairman Dellums hopes to sometime this summer begin his own set of hearings on the Section 800 report. Book excerpt: This document contains the final report of the DSB study on Defense Acquisition Reform (Phase II). The Phase I report firmly acknowledged the need to adopt commercial practices as a way of doing business, and developed a set of reform initiatives designed to accelerate the required changes. The thrust of the Phase II effort was to further define these areas by examining specific industry segments, identifying specific combatant commands for increase responsibility in the requirements process, and further identification of the barriers to the adoption of commercial practices. The Task Force concludes that: mature jet engines, microelectronics, software, and space systems can and should be procured and supported in a fully commercial environment; USACOM and CENTCOM should be given increased technical cadres to further their capability to participate in the requirements process; and it is feasible to eliminate may of the barriers to adoption of commercial practices without sacrificing the public trust in spending public funds.

The Clinton administration believes the system at the Department of Defense must be fundamentally changed to meet the challenges of the 1990s. The 1990s pose a new set of security challenges for the United States. The Cold War is over, but the United States faces new threats: regional conflicts; proliferation of nuclear weapons and other weapons of mass destruction; risk to out economic well-being; and the possible failure of democratic reform in the former Soviet Bloc and elsewhere. The President and the Secretary of Defense are committed to maintaining a lean, high-tech, ready-to-flight military force in a time when the threats are changing and defense spending is slowing down. It is imperative that the system of defense acquisition achieve greater efficiencies and take full advantage of technological advances to support our fighting forces and preserve the defense industrial base. In the Bottom-Up Review, concluded last September, Secretary of Defense Les Aspin unveiled his vision for the nation's future defense needs. While the risk of global war is gone, the United States still faces many risks around the world. The Bottom-Up Review was a blueprint for dealing with these dangers no matter where they might emerge.
