Book excerpt: In the real world of combat, different types of assets (e.g., infantry, armor, or artillery) perform better or worse in different types of terrain or engagements, and each asset type is more or less effective depending upon the mix of weapons in both sides' forces. The situational force scoring (SFS) methodology has been developed to better account for situation-dependent combined arms effects in aggregate combat. This Note describes the SFS methodology and its current and planned applications in the RAND Strategy Assessment System. It presents an overview of the four-stage process of the SFS methodology: varying asset strength as a function of the combat situation, varying the force strength as a function of asset mix, performing combat assessment, and calculating casualty distribution. It also discusses some optional calculations that can be performed, including conserving scarce assets at the cost of reduced combat effectiveness, accounting for extreme differences between lethality and vulnerability, and accounting for different generations of armor and anti-armor assets.

While rapid growth ofOR led to its becoming an important aid to decision making in all sectors including defense, its contribution in defense remained largely confined to classified reports. Very few books dealing with applications of quantitative decision making techniques in military have been published presumably due to limited availability ofrelevant information. The situation changed rapidly during the last few years. The recognition of the subject of Military Operations Research (MOR) gave tremendous boost to its development. Books and journals on MOR started appearing. The number of sessions on MOR at national and international conferences also registered an increase. The volume of teaching, training and research activities in the field of MOR at military schools and non-military schools enhanced considerably. Military executives and commanders started taking increasing interest in getting scientific answers to questions pertaining to weapon acquisition, threat perception and quantification, assessment of damage or casualties, evaluation of chance of winning a battle, force mix, deployment and targeting of weapons against enemy targets, war games and scenario evaluation. Most of these problems were being tackled on the basis of intuition, judgment and experience or analysis under very simple assumptions. In an increasingly sophisticated and complex defense scenario resulting in advances in equipment and communications, the need for supplementing these practices by scientific research in MOR became imperative.

Book excerpt: Military conflicts, particularly land combat, possess the characteristics of complex adaptive systems: combat forces are composed of a large number of nonlinearly interacting parts and are organized in a dynamic command-and-control network; local action, which often appears disordered, self-organizes into long-range order; military conflicts, by their nature, proceed far from equilibrium; military forces adapt to a changing combat environment; and there is no master ?voice? that dictates the actions of every soldier (i.e., battlefield action is decentralized). Nonetheless, most modern ?state of the art? military simulations ignore the self-organizing properties of combat.This book summarizes the results of a multiyear research effort aimed at exploring the applicability of complex adaptive systems theory to the study of warfare, and introduces a sophisticated multiagent-based simulation of combat called EINSTein. EINSTein, whose bottom-up, generative approach to modeling combat stands in stark contrast to the top-down or reductionist philosophy that still underlies most conventional military models, is designed to illustrate how many aspects of land combat may be understood as self-organized, emergent phenomena. Used worldwide by the military operations research community, EINSTein has pioneered the simulation of combat on a small to medium scale by using autonomous agents to model individual behaviors and personalities rather than hardware.

Book excerpt: Most models of air and land combat use schemes of aggregation and disaggregation in representing combat systems, in spatial configuration, and in depicting the progress of a battle. For example, the use of firepower scores is an extreme case of aggregation of weapons into a single measure. Combining like systems into weapons categories-partial aggregation-is a common approach to representing a large number of aircraft or ground weapon types. This report explores different approaches to aggregation and what is known theoretically about aggregation and disaggregation in Lanchester combat models that in two dimensions are commonly called square-law models. It defines requirements for consistency between aggregate and higher-dimensioned models of this type. Some important conclusions are that aggregation should take into account the specific capabilities of the opponent (raising concern about many 'scored' approaches that attempt to evaluate force components in isolation), and that partial aggregation (grouping 'like' systems) and disaggregation of previously aggregated results can be done consistently only when certain restrictions on the relative attrition capabilities of weapon systems hold. When this is the case, specific nonarbitrary weightings can be determined for the partial aggregations.

The study examines four different exercise training modes (both live and simulated) employed in CG 89 and CS 90 exercises: field training exercise, command field exercise, command post exercise; and computer-assisted exercise. The analysis leads to three recommendations for future large-scale multi-echelon exercises. First, exercises should consist of a single training mode and that should be simulation. Second, if simulations become the primary mode, a number of limitations affecting the current family of simulations must be overcome. Broad areas needing improvement include the representation of the effect of combined arms, the types of battles, aspects of how the operational level of war is depicted, the "fog and friction of war," and intelligence functions and products. Third, whenever possible, exercises should include both Active and Reserve component units and forces and other services and nations.
