Book excerpt: The NRC has proposed revisions to 10 CFR 100 which include the codification of nuclear reactor site population density limits to 500 people per square mile, at the siting stage, averaged over any radial distance out to 30 miles, and 1,000 people per square mile within the 40-year lifetime of a nuclear plant. This study examined whether there are less restrictive alternative population density and/or distribution criteria which would provide equivalent or better protection to human health in the unlikely event of a nuclear accident. This study did not attempt to directly address the issue of actual population density limits because there are no US risk standards established for the evaluation of population density limits. Calculations were performed using source terms for both a current generation light water reactor (LWR) and an advanced light water reactor (ALWR) design. The results of this study suggest that measures which address the distribution of the population density, including emergency response conditions, could result in lower average individual risks to the public than the proposed guidelines that require controlling average population density. Studies also indicate that an exclusion zone size, determined by emergency response conditions and reactor design (power level and safety features), would better serve to protect public health than a rigid standard applied to all sites.

Book excerpt: Originally published in 1986. Nuclear power is now regarded as essential to survival in the twenty-first century. But the safety of nuclear power stations is a highly controversial topic, and where they will be sited is a most vital question. In this independent critique, based on four years of research, Stan Openshaw argues that reactor siting provides a simple means of offering additional, design-independent margins of safety. Reactor siting policies in the UK and USA are examined and it is suggested that UK siting practices need to be updated. The large number of potential alternative sites should be used to devise new planning strategies – strategies which will minimise both the residual health risks from accidents and the danger that a future change in public opinion might lead to calls for the closure of many existing sites on safety grounds.

Book excerpt: Originally published in 1991, this comprehensive volume provides not only technical information regarding the global nuclear power industry, but also discusses the economic, social and political issues which have an impact on the industry. There are specific chapters on the nuclear industry in the USA and Canada, Western Europe, the former USSR and Eastern Europe and East Asia which examine in detail the particular set of geographical and economic conditions which affect each area. Including an extensive glossary, figures and tabulated information, this book remains one of the most accessible, impartial and thorough studies of the global nuclear industry.

Book excerpt: Plant life management (PLiM) is a methodology focussed on the safety-first management of nuclear power plants over their entire lifetime. It incorporates and builds upon the usual periodic safety reviews and licence renewals as part of an overall framework designed to assist plant operators and regulators in assessing the operating conditions of a nuclear power plant, and establishing the technical and economic requirements for safe, long-term operation. Understanding and mitigating ageing in nuclear power plants critically reviews the fundamental ageing-degradation mechanisms of materials used in nuclear power plant structures, systems and components (SSC), along with their relevant analysis and mitigation paths, as well as reactor-type specific PLiM practices. Obsolescence and other less obvious ageing-related aspects in nuclear power plant operation are also examined in depth. Part one introduces the reader to the role of nuclear power in the global energy mix, and the importance and relevance of plant life management for the safety regulation and economics of nuclear power plants. Key ageing degradation mechanisms and their effects in nuclear power plant systems, structures and components are reviewed in part two, along with routes taken to characterise and analyse the ageing of materials and to mitigate or eliminate ageing degradation effects. Part three reviews analysis, monitoring and modelling techniques applicable to the study of nuclear power plant materials, as well as the application of advanced systems, structures and components in nuclear power plants. Finally, Part IV reviews the particular ageing degradation issues, plant designs, and application of plant life management (PLiM) practices in a range of commercial nuclear reactor types. With its distinguished international team of contributors, Understanding and mitigating ageing in nuclear power plants is a standard reference for all nuclear plant designers, operators, and nuclear safety and materials professionals and researchers. Introduces the reader to the role of nuclear power in the global energy mix Reviews the fundamental ageing-degradation mechanisms of materials used in nuclear power plant structures, systems and components (SSC) Examines topics including elimination of ageing effects, plant design, and the application of plant life management (PLiM) practices in a range of commercial nuclear reactor types

Book excerpt: In response to an increase in global activities related to non-water-cooled reactors and small modular reactors, this new Safety Report documenting areas of novelty of these technologies when compared to the current fleet of reactors has been developed. The impact of these areas of novelty on the applicability and completeness of the IAEA safety standards is assessed in the publication. Gaps and areas for additional consideration are identified. The review undertaken to develop this report encompassed the safety standards related to the lifetime of these reactor technologies. The publication also considers the interface between safety, security, and safeguards in the design of these technologies.
