Se parte de la premisa de que en nuestro modelo electoral pesa decisivamente la escasa magnitud de la mayoría de las circunscripciones electorales, cercenándose así el cumplimiento de derechos fundamentales y valores superiores relacionados con el voto: la proporcionalidad, la igualdad y el pluralismo político. En cambio, el Derecho internacional y el Derecho comparado disponen unos límites mucho más estrictos frente a la desigualdad del valor del voto. En consecuencia, cabría poner incluso en tela de juicio la conformidad del sistema vigente con el Derecho Internacional, a la vez que contradice los parámetros exigidos en los países más avanzados. Se pretende un análisis constructivo, así al tratar las deficiencias, a su vez se apuntan diversas alternativas, entre las que se encuentran las relativas, de un lado, al incremento de la circunscripción con el fin de alcanzar una mayor proporcionalidad y una igualdad efectiva del valor del voto y, de otro lado, a la opción por un voto personalizado con respecto a un fuerte poder político demasiado preestablecido. Junto a ello, se propugna específicamente la adopción de los principales elementos del modelo alemán, al permitir este una mayor incidencia y, por ende, satisfacción del electorado. Esta monografía, en suma, no se dirige solo al experto en Derecho público; puesto que en realidad, su enfoque es multidisciplinar, y pretende ofrecer un análisis de las causas históricas y políticas que explican nuestro sistema electoral, así como confrontarlo con una panorámica de los sistemas políticos de los países más relevantes a estos efectos.
