Book excerpt: This Selected Issues Paper discusses some observations on Singapore’s monetary policy framework. Singapore’s monetary policy uses the nominal effective exchange rate (NEER) as the instrument in a basket-band-crawl framework. The paper finds that under some conditions an exchange rate-based monetary policy may not be detrimental to external competitiveness. A key parameter is the weight of imports in the consumer basket or production function. Tightening monetary policy through a nominal appreciation helps to dampen imported cost pressures. In addition, nominal appreciation can reduce domestic sources of inflation by lowering demand for local factors of production.

Book excerpt: External trade plays an important role in Singapore’s economy, providing an important share of total value added. Singapore’s exports have a relatively large import share; however, they also have a high level of complexity. As emphasized in previous studies, value-added in exports plays an important role in trade elasticities. The paper finds evidence that this is indeed the case for Singapore’s export products. Products that have higher domestic value-added share also tend to have higher export price elasticity. Economic complexity is also related to export price elasticities: higher economic complexity is associated with lower price elasticity of exports. This relationship is stronger within certain product segments such as the machinery, mechanical appliances and computers as well as the pharmaceuticals segments. Trade elasticities are important to understand Singapore’s exchange rate based monetary policy transmission. Exchange rate changes can affect profits and trade volumes differently, depending upon the price pass-through to import and export prices and the price elasticity of exports and imports. The import and export price pass-through can in return depend on trade elasticities. The paper also shows that there is important product heterogeneity with respect to trade elasticities; both across different product groups but also within individual product groups. This implies that structural changes in the product composition of trade can lead to sizeable changes in Singapore’s trade elasticities.

Book excerpt: This book is a collection of invited and selected papers from the Singapore Economic Policy Forum 2009 around a central theme, Challenges Facing Singapore in the Post-Crisis Era and Policy Responses. There are very few books on the Singapore economy. This one is largely non-technical in nature and brings the reader up to speed on the key issues facing policymakers in Singapore in the wake of the worst financial crisis since the Great Depression. The contributors are all experts in their field and have extensive experience of the Singapore economy. The book also offers an international dimension to look at the role of China in the Asian economy and the impact on Asia of reforms to the international financial architecture.

But improved momentum has yet to extend beyond the export-oriented sectors, and structural headwinds to growth from aging, tighter foreign worker policies, and slow productivity growth remain. Inflation has turned positive after two years of subzero readings and the financial cycle is firming. Singapore’s external position continues to be substantially stronger than warranted by medium-term fundamentals and desired policies. Risks to the outlook are broadly balanced. Being highly open to trade and financial flows, Singapore stands to benefit from improving global sentiment. But more inward-looking policies in major economies and slowdowns in emerging economies would have an adverse impact. Domestic risks mainly relate to elevated household and corporate sector leverage, and the disruptive potential of economic restructuring through new technologies and automation for employment and inequality.

The economy of Thailand is largely dependent on China. A 1 percent decline in China’s GDP lowers Thailand’s output by about 0.2 percent. Population aging is another major issue in Thailand. This Association of Southeast Asian Nations country will face the dual challenge of increasing the coverage of the social security system and ensuring its long-term sustainability. Thailand’s financial sector has expanded rapidly over the last decade, and important changes in its structure have taken place. While corporate debt has remained broadly stable, household debt has increased to one of the highest levels among emerging markets, raising concerns about household debt overhang.

Available in PDF, EPUB and Kindle. Book excerpt: The cases of Singapore and Switzerland present a fascinating puzzle: how have two small states achieved similar levels of success through divergent pathways? Are both approaches equally sustainable, and what lessons do they hold for each other? While Singapore is the archetypal developmental state, whose success can be attributed to strong political leadership and long-term planning, Switzerland's success is a more organic process, due to the propitious convergence of strong industries and a resilient citizenry. Yet throughout the course of their development, both countries have had to deal with the dual challenges of culturally heterogeneous populations and challenging regional contexts. Edited by Yvonne Guo and Jun Jie Woo, with forewords from Ambassadors Thomas Kupfer and Tommy Koh, Singapore and Switzerland: Secrets to Small State Success features contributions from distinguished scholars and policymakers who explore the dynamics of two small states which have topped international rankings in a dazzling array of policy areas, from economic competitiveness to education to governance, but whose pathways to success could not be more different.
