In some countries issues focusing on the environment, immigration, economic decline, and regional concerns have been brought to the forefront by new political parties. In other countries these issues have been addressed by established parties, and new issue-driven parties have failed to form. Most current research is unable to explain why under certain circumstances new issues or neglected old ones lead to the formation of new parties. Based on a novel theoretical framework, this study demonstrates the crucial interplay between established parties and possible newcomers to explain the emergence of new political parties. Deriving stable hypotheses from a simple theoretical model, the book proceeds to a study of party formation in twenty-two developed democracies. New or neglected issues still appear as a driving force in explaining the emergence of new parties, but their effect is partially mediated by institutional factors, such as access to the ballot, public support for parties, and the electoral system. The hypotheses in part support existing theoretical work, but in part present new insights. The theoretical model also pinpoints problems of research design that are hardly addressed in the comparative literature on new political parties. These insights from the theoretical model lead to empirical tests that improve on those employed in the literature and allow for a much-enhanced understanding of the formation and the success of new parties. Moreover, the elections were expected to raise public interest, engagement and support for the European project. Did these elections help to increase legitimacy and accountability? Did they increase interest in and support for the 'European project'? Or, did these elections have unintended (and perhaps undesirable) consequences? This volume focuses on the consequences of European elections for public debate and involvement, for party systems, and for public opinion. EP elections have caused a number of intended consequences: the salience of the elections in the media has gone up and over time electoral competition becomes more important, engaging in the campaign can help improve EU evaluations, and Europe as a topic has become more important for voting at EP elections, boosting the prevalence of so-called EU voting. A number of intended consequences have not materialized during the life of the EP so far: knowledge or turnout levels have not gone up and citizens have not become better at judging what political parties are offering. The EP elections have, however, also yielded a number of unintended consequences: EP elections dampen turnout for first time voters in subsequent elections, EP elections cause temporary decline in EU support, and the elections have become a strategic arena for political parties to position themselves on EU issues and for new movements and parties to boost or sustain their success.

As the world enters the fourth decade since the start of the third wave of democratization, the question of whether election losers will comply or reject election outcomes is more and more pressing. The Dilemma of Compliance analyzes this phenomenon at the level of political parties, raising three important questions: Why do some political parties refuse to comply with election results? What determines the strategies they use to contest the outcomes? What consequences do post-election disputes have for the political parties that initiate them? He uses the Functional Theory of Political Campaign Discourse, analyzing themes in spots as acclaims (self-praise), attacks (criticism), and defenses (responses to attacks). Themes are classified according to topic. Each of these topics is broken down further (policy: past deeds, future plans, general goals; character: personal qualities, leadership ability, ideals). Contrasts are made between spots from Republicans and Democrats as well as third parties, incumbents and challengers, and winners and losers. The spots from candidates who led, trailed, or were in close races also are contrasted. Spots are becoming more negative over time, Benoit concludes, in both primary and general campaigns. General campaigns are more negative than primary campaigns, Democrats are more negative than Republicans, and challengers are more negative than incumbents. There are no differences between winners and losers. However, candidates who trailed throughout the campaign were most negative, while candidates in close races were most positive.
