Book excerpt: The Report of the Commonwealth Observer Group for the Sierra Leone National and Local Council Elections, held 17 November 2012. The Group was led by Olara Otunnu, former Foreign Prime Minister of Uganda, and comprised nine eminent persons in total. The Group found that overall the elections were conducted in a free, peaceful and transparent manner and met international standards and benchmarks for the conduct of multi-party elections. They recommended a number of measures to strengthen further the electoral process in Sierra Leone, such as development and implementation of a comprehensive and wide-reaching voter education programme well in advance of polling day, and settling on a reasonable candidate nomination fee before the next electoral cycle.

Book excerpt: The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

Available in PDF, EPUB and Kindle. Book excerpt: Elections have emerged as one of the most important, and most contentious, features of political life on the African continent. In the first half of this decade, there were more than 20 national elections, serving largely as capstones of peace processes or transitions to democracies. The outcomes of these and more recent elections have been remarkably varied, and the relationship between elections and conflict management is widely debated throughout Africa and among international observers. Elections can either help reduce tensions by reconstituting legitimate government, or they can exacerbate them by further polarizing highly conflictual societies. This timely volume examines the relationship between elections, especially electoral systems, and conflict management in Africa, while also serving as an important reference for other regions. The book brings together for the first time the latest thinking on the many different roles elections can play in democratization and conflict management.

These are inspiring and at times heartbreaking stories of how people living in such difficult and dangerous circumstances find ways to survive, love and take care of each other. This will be a valuable contribution as well as a welcome counter to the more popular images of warzones as places of total immorality.”—Catherine Besteman, author of Transforming Cape Town

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates gender equality and women’s empowerment in Sierra Leone, focusing especially on women’s interactions with the state and its development partners. In particular, it highlights women’s increasing agency in acquiring knowledge, diffusing power, engaging in grassroots politics, and compelling the government to adopt more gender-responsive policies. Exploiting extensive fieldwork and original multidisciplinary research methods (including econometric and statistical models), the book first sets out the history and impact of inequality in Sierra Leone, and then goes on to shed light on the constructive and collaborative engagement of women and the state on a variety of local and external strategies for promoting gender equality. Drawing throughout on insights from across gender studies, sociology, anthropology, economics, and political science, the book highlights how women are succeeding in transforming marginality into agency in order to build a platform for influencing change. By qualifying and quantifying the challenges of gender inequality in Sierra Leone, and the progress that is being made, this book provides important insights that will be relevant to other fragile, post-conflict states within Africa. The book will be of interest to students and researchers studying women and gender studies, African studies, economics, international development, sociology, and political science and international relations. It will also deepen policymakers’ and practitioners’ understanding of women’s diverse trajectories and experiences, and how the typology of government affects the patterns of inequality and equality.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates corruption and anti-corruption efforts in Africa, emphasising the regional and thematic differences across the continent, whilst also exploring key patterns and trends. Combatting the ethnocentrism of Western corruption research, this book highlights the importance of a home-generated and contextualised approach to understanding corruption in Africa. Bringing together a rich array of qualitative, quantitative, and mixed methods research, the book considers how corruption manifests in a range of selected countries across the political, economic, and social spheres. The book adopts a strong comparative approach, exploring patterns, dynamics, and mechanisms in African societies. It assesses the historical underpinnings of corruption, emerging trends, and socio-economic realities before suggesting realistic contemporary solutions to the challenges of corruption in Africa. Bringing together academics and practitioners, readers will encounter intellectual discussion face-to-face with realities on the ground. As such, the book will be useful for scholars, politicians, public officials, and civil society organizations, as well as for students and researchers across the fields of political science, public administration, economy and corruption studies.

Available in PDF, EPUB and Kindle. Book excerpt: Building and operating successful public institutions is a perennial and long-term challenge for governments, which is compounded by the volatile conditions found in fragile settings. Yet some government agencies do manage to take root and achieve success in delivering results earning legitimacy and forging resilience in otherwise challenging contexts. Drawing on mixed-method empirical research carried out on nine public agencies in Lao PDR, Sierra Leone, The Gambia, and Timor Leste, this volume identifies the shared causal mechanisms underpinning institutional success in fragile states by examining the inner workings of these institutions, along with the external operational environment and sociopolitical context in which they exist. Successful institutions share and deploy a common repertoire of internal and external operational strategies. In addition they connect this micro-institutional repertoire to the macro-sociopolitical context along three discernible pathways to institutional success. Institutional development is a heavily contextual, dynamic, and non-linear process but certain actionable lessons emerge for policy-makiers and development partners.
