Book excerpt: This report examines the feasibility of undertaking a series of experiments and exercises, using a decommissioned Destroyer Escort, aimed at generating information that will enhance ship survivability. Consideration is given to the sites for these experiments, timing, cost and manpower implications to Navy and DSTO, and to the range of experiments to be undertaken. It is recommended that some experiments be undertaken immediately before decommissioning and some immediately after, and that the sites at which these are to be done should be in Western Australia. The recommended experiments fall into four groups (1) Electromagnetic Transient Propagation, (2) Underwater Explosive Shock Response, (3) Weapons Effects, Fire, Smoke, Damage Control and Personnel Protection, and (4) Weapons Demonstration Firings. A program is proposed whereby each set of experiments can be accepted or rejected as a whole without influencing the others.

Book excerpt: In a political environment of austerity, the importance of understanding the design tradeoffs for new naval ship concept designs cannot be understated. A combination of a tightened shipbuilding budget, large high-priority procurement programs, and an emphasis on affordability will require high level tradeoffs to be made in future ship programs. Understanding tradeoffs in naval ship capability and survivability for the sake of affordability early in concept ship design gives Navy leadership real options for affordable ships and reduces the likelihood of detailed design changes late in the acquisition process. In the naval ship design process capability and affordability are typical "ility" tradeoffs made in traditional tradespace exploration. Ship designers must consider survivability as a third dimension independent of capability and cost. A specific ship system can be costly and improve survivability in a design but not deliver a level of desired capability. This thesis proposes a framework based on existing methodologies to perform tradespace exploration by iteratively determining a concept naval ship design's capability, survivability, and cost across large tradespaces of thousands of concepts. The process determines an optimal set of designs using multi-dimensional Pareto-optimization methods. This thesis also demonstrates methods to navigate the space bound by the optimized set of designs so tradeoffs can be made while preserving the optimal balance of capability, survivability, and cost. Survivability-cost relationships are developed with specific design requirements to provide insight into the amount of investment required to improve naval ship survivability. Understanding capability-survivability-cost tradeoffs ultimately informs a ship designer the premium that must be paid for increased survivability for a desired level of capability.

Book excerpt: Ongoing developments in improving ship safety indicate the gradual transition from a compliance-based culture to a sustainable safety-oriented culture. Sophisticated methods, tools and techniques are demanded to address the dynamic behaviour of a ship in a physical environment. This is particularly true for investigating the flooding phenomenon of a damaged ship, a principal hazard endangering modern ships. In this respect, first-principles tools represent a rational and cost-effective approach to address it at both design and operational stages. Acknowledging the criticality of ship survivability and the various maturity levels of state-of-the-art tools, analyses of the underlying uncertainties in relation to relevant predictions become an inevitable component to be addressed. The research presented in this thesis proposes a formalised Bayesian approach for quantifying uncertainties associated with the assessment of ship survivability. It elaborates a formalised procedure for synthesizing first-principles tools with existing knowledge from various sources. The outcome is a mathematical model for predicting time-domain survivability and quantifying the associated uncertainties. In view of emerging ship life-cycle safety management issues and the recent initiative of "Safe Return to Port", emergency management is recognised as the last remedy to address an evolving flooding crisis. For this reason, an emergency decision support framework is proposed to demonstrate the applicability of the presented Bayesian approach. A case study is enclosed to elucidate the devised shipboard decision support framework for flooding-related emergency control. Various aspects of the presented methodology demonstrate considerable potential for further research, development and application. In an environment where more emphasis is placed on performance and probabilistic-based solutions, it is believed that this research has contributed positively and substantially towards ship safety, with particular reference to uncertainty analysis and ensuing applications.

House and Senate reports for the National Defense Authorization Act for Fiscal Year 2014 included a provision for GAO to analyze LCS survivability. Based on congressional interest, GAO also examined lethality. This report examines (1) the extent to which LCS survivability and lethality requirements are aligned with the ship's threat environments and if they have changed, (2 and 3) and if LCS meets its current requirements. GAO also (4) assessed recent decisions pertaining to the Navy's plans to address the Secretary of Defense's concerns. GAO analyzed relevant documents and interviewed Navy officials.
