Available in PDF, EPUB and Kindle. Book excerpt: Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

Book excerpt: The Urban Operational Plan (UOP) 2012-2020 of the Asian Development Bank (ADB) supports ADB developing member countries (DMCs) in expanding their urban economies, improving environmental sustainability, and making pro-poor investments through a 3E approach (Economy, Environment, and Equity). This case study on the Philippines is based on thematic areas of the National Urban Sustainability Assessment framework for developing strategic policy options and targeted investments in the urban sector. This publication shows how the framework acts as a tool for conducting rapid urban assessments at both national and urban region levels for DMCs.

Book excerpt: Security and economic imperatives are increasingly intertwining the destinies of Southeast Asia and South Asia, making it necessary for scholars on both sides to deepen their understanding of each other's regions. This collection of papers, first presented at a Dialogue between the Institute of Southeast Asian Studies in Singapore and the Observer Research Foundation of India in March 2006, provides perspectives from India and Singapore on some of the major security and political issues facing the two regions. The subjects covered include regional integration trends as symbolized by the first East Asian Summit, the roles of the major powers, maritime security and naval deployments in the Indian Ocean region, and political and security developments within Southeast Asia.

Available in PDF, EPUB and Kindle. Book excerpt: Geography encompasses everything from the local—where human beings live, work, and travel—to metageographies like nations and regions. James A. Tyner's inventive and multidisciplinary ideas on geography similarly range from the personal—his father's experience in the military during the Vietnam War—to a broad discussion of how the United States has come to exercise power through the production of geographic knowledge, in this case in Southeast Asia. Since the end of the Second World War, Southeast Asia has served as a surrogate space to further American imperial interests, which are economic, political, territorial, and moral in scope. America's Strategy in Southeast Asia contends that the construction of Southeast Asia as a geographic entity has been a crucial component in the creation of the American empire. For example, America's most blatant experience of colonial rule occurred the Philippines, America's longest war was fought in Vietnam, and most recently, some American policymakers have identified Southeast Asia as the "Second Front" in the War on Terror. Yet, America's overriding strategy in Southeast Asia and the region itself remains something of a mystery for the American populace—a "black box" in America's geographical imagination. This clear and innovative book educates readers about Southeast Asia's importance in American foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: In the world of terrorism, knowledge is a critical asset. Recent studies have revealed that, among international terrorists, there is a global sharing of ideas, tactics, strategies, and lessons learned. Teaching Terror examines this sharing of information in the terrorist world, shaping our understanding of, and response to, the global threat of terrorism. Chapters cover various aspects of individual and organizational learning, some using a general level of analysis and others presenting case studies of individual terrorist groups. These groups teach each other through a variety of means, including training camps and the Internet. Terrorist networks are also learning organizations, drawing on situational awareness, adapting their behavior, and, to give one example, improving not just their use of improvised explosive devices, but also rendering technology such as unmanned aerial vehicles and satellite phones ineffective. This book provides a wealth of insights on the transfer of knowledge in the world of terrorism, and offers policy implications for counterterrorism professionals, scholars, and policymakers.

Book excerpt: This proceedings volume represents the culmination of nearly three years of planning, organizing and carrying out of a NATO Ad vanced Study Institute on Biomass Utilization. The effort was initi ated by Dr. Harry Sobel, then Editor of Biosources Digest, and a steering committee representing the many disciplines that this field brings together. . When the fiscal and logistical details of the original plan could not be worked out, the idea was temporarily suspended. In the spring of 1982, the Renewable Materials Institute of the State University of New York at the College of Environmental Science and Forestry in Syracuse, New York revived the plan. A number of modifications had to be made, including the venue which was changed from the U.S.A. to Portugal. Additional funding beyond the basic support provided by the Scientific Affairs Division of NATO had to be obtained. Ul timately there were supplementary grants from the Foundation for Microbiology and the Anne S. Richardson Fund to assist student participants. The New York State College of Forestry Foundation, Inc. provided major support through the Renewable Ma terials Institute. The ASI was held in Alcabideche, Portugal from September 26 to October 9, 1982. Eighty participants including fifteen principal lecturers were assembled at the Hotel Sintra Estoril for the program that was organized as a comprehensive course on biomass utilization. The main lectures were supplemented by relevant short papers offered by the participants.
