Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.

The main focus is a descriptive analysis of three distinctive schools of literacy: the Freirean-based participatory literacy movement grounded in oppositional politics and grass-roots community activism; the British-based New Literacy Studies that focuses on the ways in which diverse students utilize various literacy practices in their daily lives; and the U.S. federal government's focus on functional literacy linked to a 45-year policy emphasis on workforce readiness. These three schools of thought lead to substantially different implications over such critical areas as curriculum, assessment and accountability, and the socio-cultural role of literacy, policy, and political culture, which are discussed throughout the chapters of the book. This discussion includes a chapter on research traditions that closely parallels these perspectives on literacy education. Demetrion argues that unless values grounded ultimately in political culture emerge, it is exceedingly unlikely that the adult literacy field will be able to move from its current marginalized status toward that of achieving the level of public and policy legitimacy many believe it needs for its long-term institutional flourishing. It is argued that any settlement of this issue must be accomplished in the field of practice rather than the ground of theory, even as theoretical insight can help to frame the issues. Book excerpt: The book title comes from Aubrey Bells Portugal of the Portuguese (1916): Since the murder of King Carlos and of the Crown Prince Luis Felipe on the 1st of February 1908. A swarm of writers have descended like locusts on the land The methodology is to connect a specific group of critics in the years before the First World War to a constellation of general attitudes about Portugal and the Portuguese-speaking world. Intersecting personal narratives are used, not as an argument for individual agency as dominant cause of historical change, but as contrasting discourses upon revisited events. The primary focus is to explain how the critical context of Portugals history that incubated The Locusts crystalised into the pressure group to free political prisoners. A key part of that context was the extant campaign against Portuguese slavery in West Africa. E. M. Tenison, the Secretary of the British Protest Committee, left a unique 200-page unpublished personal memoir, previously unconsulted by any published historian. The historiography of the First Republic in English is slight. There are no comparative studies in book form, just a few scholarly articles on diplomacy alone (for example. by Glyn Stone, Richard Langhorne). And likewise, there is no study of Anglo-Portuguese relations from below, i.e. popular pressure to influence government policy. British Critics of Portugal before the First World War problematises Anglo-Portuguese relations around the concept forwarded by Amilcar Cabral, and others, that Portuguese colonialism was the colonialism of the semi-colonised. It makes a broader contribution to the study of empires, and to the causes of the First World War in AngloPortugueseGerman relations.
