Book excerpt: The United States Army is adapting to a changing mission environment defined by a new National Security Strategy, the perceived threats to national security, significant technological developments, and an updated National Military Strategy derived from this new environment. These dynamic charges have had dramatic effects on the Army's doctrine, training, leader development, organization, materiel, and soldier systems (DTLOMS). However, there is a lag in doctrinal progress, specifically related to the commander's tool for arranging forces and activities on the battlefield: the battlefield organization. As defined by the 1993 version of FM 100-5, Operations, the Army's current battlefield organization uses the terms deep, close and rear (DCR) operations to relate forces to one another and to the enemy in time, space, resources, and purpose. Unfortunately, this organization is based upon the conditions that defined the previous, Cold War mission environment. A more comprehensive method suitable for today's mission environment uses decisive, shaping, and sustaining (DSS) operations to organize forces and activities across the breadth and depth of the area of operations.

Because shaping relies more on soft power than on hard power, this approach contradicts the conventional wisdom of the purpose militaries serve. Kyle J. Wolfley explores the emergence of shaping in classical strategy and its increased frequency following the end of the Cold War when threats and allies became more ambiguous. He illustrates the four logics of shaping—attraction, socialization, delegation, and assurance—through five case studies of recent major military exercise programs led by the United States, China, India, the United Kingdom, and Russia. Moreover, the author reveals through sentiment analysis and statistics of over one thousand multinational exercises from 1980 to 2016 how major powers reacted to a complex international environment by expanding the number and scope of shaping exercises. Focused on winning high-end, small-scale contingencies (such as the Panama operation), 'fully networked and coherent joint forces' will employ superior knowledge, precision and mobility against an enemy's critical functions to 'create maximum shock and disruption, defeating his will and ability to fight'. In all, Operation JUST CAUSE, conducted over a decade ago, accomplished these same results. This study will examine how Southern Command and its warfighting Joint Task Force-South (JTFSO) organized, planned, prepared, and executed joint operations that resulted in the total, cataclysmic collapse of Manuel Noriega's Panamanian Defense Force (PDF). Using the factors that provided success, the final section of this study will suggest elements that should provide a guide to developing of future concepts and structure for RDO.
