Large-scale extraction of shale gas in North America over the last years has led to a growing attention on the potential opportunities and risks of unconventional gas extraction, including in Europe, where available sources are known to exist. The US experience shows that industry-wide extraction of shale gas may positively change the game, leading notably to increased security of supply. But the US experience also demonstrates that intensive extraction of shale gas entails environmental risks, in particular due to the use of horizontal drilling and hydraulic fracturing. Shale gas in Europe assesses the specificities of large-scale shale gas extraction in Europe from a multidisciplinary viewpoint, that is from the point of view of engineers, economists, policy-makers, lawyers and sociologists. Each topic is discussed in the light of the US experience, with a particular focus on highlighting how Europe is different. Shale gas in Europe evaluates the potential of shale gas in the EU, including potential risks. The institutional framework in place in the EU is explained as it defines the legal and regulatory conditions under which industry-wide shale gas extraction will develop. Taking this background into consideration, the authors of Shale Gas in Europe seek to anticipate the challenges ahead of shale gas extraction on the continent. The so called shale gas isn’t a new discovery, but its production has been too complex and expensive for a long time. Since rough quantities of shale gas have been exploited in North America, the global gas markets are changing. The European gas market is also affected by these changes which are characterized by an increasing gas supply and declining prices. Since Europe also has shale gas resources, the production of this unconventional gas might be attractive now. The present report investigates and evaluates the shale gas potentials in Europe. Against the background of energy policy targets like supply security and carbon emissions reduction, the option of shale gas as solution approach for these targets has to be evaluated. Although the production is meanwhile mostly profitable, active exploitation in Europe is not yet carried out because environmental concerns and the “green” lobby are countering. Nonetheless, shale gas is most likely to take a significant share of the future energy mix.

Based on a large set of primary data gathered in Poland, Bulgaria and Romania, it explores shale gas policies in Central Eastern Europe (a region strongly dependent on Russian gas imports) to unveil the importance of policy regimes for creating a 'social license' for fracking. Its findings suggest that technology transfer does not happen in a vacuum but is subject to close mutual interaction with political, economic and social forces; and that national energy policy is not a matter of 'objective' policy imperatives, such as Russian import dependence, but a function of complex domestic dynamics pertaining to institutional procedures and processes, and winners and losers.

Book excerpt: Moving beyond most conventional thinking about energy security in Europe which revolves around stability of supplies and the reliability of suppliers, this book presents the history of European policy-making regarding energy resources, including recent controversies about shale gas and fracking. Using the United States as a benchmark, the author tests the hypothesis that EU energy security is at risk primarily because of a lack of market integration and cooperation between member states. This lack of integration still prohibits natural gas to flow freely throughout the continent, which makes parts of Europe vulnerable in case of supply disruptions. The book demonstrates that the EU gas market has been developing at different speeds, leaving the Northwest of the continent reasonably well integrated, with sufficient trade and liquidity and different supplies, whereas other parts are less developed. In these parts of Europe there is a structural lack of investments in infrastructure, interconnectors, reverse flow options and storage facilities. Thus, even though substantial progress has been made in parts of the EU, single source dependency often prevails, leaving the relevant member states vulnerable to market power abuse. Detailed comparisons are made of the situations in the Netherlands and Poland, and of energy policy in the USA. The book dismantles some of the existing assumptions about the concept of energy security, and touches upon the level of rhetoric that features in most energy security and policy debates in Europe.

Book excerpt: In the space of six years, the united States have reduced their dependence on oil by a third and have become almost self-sufficient in terms of gas supply. This “shale oil and gas revolution”, a sudden and unexpected earthquake in the energy world, enabled the US to become one of the most competitive countries in the world. Exporting this revolution could double the world gas reserves and boost those of oil by 20%. Outside North America, the main reservoirs are thought to be in China, Russia and Argentina. In the medium term, this new state of affairs will have major geopolitical consequences, fundamentally altering oil, gas and coal imports. While US imports from the Persian Gulf rapidly dwindle, those of China and India will significantly increase and as the United States becomes a gas exporter, Russia will have to find alternative markets. Although it is not ranked in the “top 10”, Europe is thought to have vast resources. Yet for the realization of a major European project, a number of geological (are European source rocks as high quality as their US counterparts?), economic (will Europe be able to develop its resources at an acceptable cost?) and societal barriers will have to be overcome. On a densely-populated, urban continent, hydraulic fracturing, water supply, microseisms and surface impact represent a battery of “threats” for the stakeholders. Changing this perception will require both pedagogy and transparency regarding the local communities. This has to be a win/win situation and not a case of give and take. In this work, written in the form of 20 questions for non-specialists, Philippe Charlez and Pascal Baylocq give you the answers to “everything you always wanted to know about shale oil and gas but never dared to ask".
