In the year 2014 alone, 20,300 service people were sexually assaulted within ranks, and these weren't just female victims; over half were males. This volume explores the issue of sexual assault in the military, touching on topics such as if sexual assault in the military is a longstanding problem. It examines if the epidemic was spurred by the inclusion of women in more areas of the military. Readers will get a balanced view of this pervasive and sensitive topic.

Book excerpt: Incidents of sexual harassment and assault contradict the academies' core values to treat all with dignity and respect. Yet, since 2003, each of the Department of Defense (DOD) academies and the Coast Guard Academy has experienced at least one incident. In 2003, Congress directed DOD to establish programs and to submit annual reports, and although not required, the Coast Guard Academy, within the Department of Homeland Security, has taken similar action. GAO was asked to review sexual harassment and assault programs at the academies. This report evaluates (1) the academies' programs to prevent, respond to, and resolve sexual harassment and assault cases; (2) the academies' visibility over sexual harassment and assault incidents; and (3) DOD and Coast Guard oversight of their academies' efforts. GAO analyzed data for program years 2003 through 2006, reviewed requirements, met with service and academy officials, and interviewed randomly selected students at each academy. GAO suggests that Congress consider requiring the Coast Guard Academy to submit data for DOD's annual report and to participate in assessments methodologically comparable to those administered by DOD. GAO is also making recommendations to DOD and the Coast Guard to improve oversight of sexual assault and harassment at their academies. Both agencies concurred or partially concurred with GAO's recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an in-depth analysis of sexual assault in the military from historical and contemporary perspectives, offering suggestions that could change the existing culture and approaches that will reduce or eliminate sexual assault in the armed forces. Sexual assault has been an aspect of the U.S. military historically and is today widely recognized as a significant problem with far-reaching repercussions. How does sexual assault negatively impact not only the victims themselves but also the U.S. military's strength, readiness, and morale? This book answers these questions and documents the problems with reporting and prosecuting sexual assault complaints within our armed forces, examines the current policy and laws to identify what changes are needed, and analyzes recent efforts to prevent sexual assault. Author Rosemarie Skaine introduces the subject with a historical perspective that covers women, men, gays and lesbians, and non-military personnel as the subjects of sexual assault and provides readers with clear definitions of sexual harassment and sexual assault. The chapters explain how sexual assault negatively affects the military's performance as a whole, thereby serving to undermine national security; and covers preventative approaches and legislation intended to change the current military culture. The book also includes a bibliography, tables of key figures, and footnotes and endnotes that fully document the data presented.

Available in PDF, EPUB and Kindle. Book excerpt: In the past thirty years, it has become evident that the U.S. military faces widespread and ongoing challenges related to harassment and sexual assault. Despite prevention efforts, estimated sexual assaults are increasing, reporting is decreasing, and the problem persists across all branches of the military. Servicewomen who have experienced and survived these abuses drive the analysis in this book, and their voices are central to these pages. In Hardship Duty: Women's Experiences with Sexual Harassment, Sexual Assault, and Discrimination in the U.S. Military, Stephanie Bonnes focuses on the puzzle of how sexual abuse remains highly prevalent in an organization that has dynamic policies, prevention strategies, and evolving education programs designed to combat sexual violence. Drawing primarily on in-depth interviews with fifty servicewomen, Hardship Duty uncovers how masculinity and misogyny are entangled in the organization's structure, policies, values, physical spaces, and culture in ways that create sexual abuse vulnerability. Bonnes demonstrates how privileging masculinity and denigrating femininity at the organizational level encourages harassment at the interpersonal level, how servicewomen are often forced to cope with harassment and sexual abuse on their own--despite policies designed to assist victims--and how women who do report are often treated like institutional enemies, harassed more, and face resistance from the institution. With multiple stories of sexual harassment and sexual assault from U.S. servicewomen, this book not only opens the doors to a normally closed institution, but it also gives voice to those who are marginalized and often silenced within it.

Available in PDF, EPUB and Kindle. Book excerpt: Chapter II represents a stand-alone manuscript (including references) that will be submitted for publication to appropriate military journal venues. The manuscript is fully dedicated to sexual harassment and assault against servicewomen in the United States military because a focused discussion on military issues has the potential of providing a greater impact upon target readers. The purpose of the manuscript is to make a contribution to the literature based upon an analysis of the problem of sexualized violence against servicewomen, issues that contribute to and sustain such violence, and areas in need of improvement. The manuscript, entitled "Leadership Response to Military Sexual Trauma," will highlight the problem, provide recommendations for the numerous areas in need of improvement, and ultimately hold persons in leadership positions responsible for the deplorable conditions to which the majority of servicewomen are exposed.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Commission on Civil Rights chose to focus on sexual assault in the U.S. military for its annual 2013 Statutory Enforcement Report. This report examines how the Department of Defense and its Armed Services-the Army, Navy, Marine Corps, and Air Force (the Services)-respond to Service members who report having been sexually assaulted ("victims") and how it investigates and disciplines Service members accused of perpetrating sexual assault ("perpetrators"). This report also reviews how the military educates Service members and trains military criminal investigators and military lawyers about sexual assault offenses. The topic is both relevant and timely, as Congress is currently considering ways to address this issue. The Commission has authority to examine questions related to sexual assault in the military because the issues involve both sex discrimination and the denial of equal protection in the administration of justice.
