Book Synopsis Toward an Ethic of Citizenship by : William K. Dustin
Download or read book Toward an Ethic of Citizenship written by William K. Dustin and published by iUniverse. This book was released on 2000-01-11 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: The idea for this book arose out of a little known political scandal, known as "phonegate", that occurred in Minnesota in the early 1990's in which a number of legislators were found to have been abusing their phone privileges. The hubris of the legislature in response to the discovery of this abuse not only made me rather angry, but, since I had been called for jury duty the year before, gave me the idea that service in the legislature ought to be a duty of citizenship like jury duty. Although the idea of the citizen legislature goes back to Aristotle, serious consideration of it raises the question of what is meant by citizenship and representation. This book addresses that question. It is an attempt to develop a model of citizenship in which representation is simultaneously a fundamental right and the highest obligation. After developing these ideas at a rather high level of abstraction, the book concludes with a proposed constitutional amendment for the State of Minnesota to illustrate how the model will work in practice.

Book Synopsis The Minnesota Response by : George Wilson Morse
Download or read book The Minnesota Response written by George Wilson Morse and published by iUniverse. This book was released on 2009 with total page 431 pages. Available in PDF, EPUB and Kindle. Book excerpt: About the Book The Minnesota Response explains how Minnesota Extension responded to its mission and money crisis in 2004 with a sweeping restructuring. Breaking with 95 years of tradition, Minnesota Extension shifted from a county delivery model to a regional/county model. Regionalization, however, is the tip of the iceberg. Several other policies define Minnesota's new approach, including changes in funding sources, degree of specialization of the regional educators, more statewide program teams, development of business plans and public value statements, supervision of field educators by program specialists rather than geographic supervisors, new scholarship and promotion expectations, and new evaluation efforts. The Minnesota Response describes these policies and reports on their initial impacts on program quality, scholarship, access, and public support. As land-grant universities seek to rebuild programs based on 'best practices,' this book contributes valuable, experience-based insights into the choices available as Extension programs continue to evolve and respond. Michael V. Martin, Chancellor of Louisiana State University.

Book Synopsis Controlling Technocracy by : Gregory E. McAvoy
Download or read book Controlling Technocracy written by Gregory E. McAvoy and published by Georgetown University Press. This book was released on 1999-11-01 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: Disputes over hazardous waste sites usually are resolved by giving greater weight to expert opinion over public "not-in-my-back-yard" reactions. Challenging the assumption that policy experts are better able to discern the general welfare, Gregory E. McAvoy here proposes that citizen opinion and democratic dissent occupy a vital, constructive place in environmental policymaking. McAvoy explores the issues of citizen rationality, the tension between democracy and technocracy, and the link between public opinion and policy in the case of an unsuccessful attempt to site a hazardous waste facility in Minnesota. He shows how the site was defeated by citizens who had reasonable doubts over the need for the facility. Offering a comprehensive look at the policymaking process, McAvoy examines the motivations of public officials, the resources they have for shaping opinion, the influence of interest groups, and the evolution of waste reduction programs in Minnesota and other states. Integrating archival material, interviews, and quantitative survey data, he argues that NIMBY movements can bring miscalculations to light and provide an essential check on policy experts' often partisan views. This book will be of value to those who work or study in the fields of hazardous waste policy, facility siting, environmental policy, public policy, public administration, and political science.
