Book excerpt: Recognizing that services affect the ability of countries and their firms to compete on international markets, the World Bank’s Trade and Regional Integration Unit has developed an extensive work program to promote the performance of countries’ domestic services sectors, including services trade. Services for Trade Competitiveness presents selected applications of new methodologies that were developed to assess the competitiveness of countries’ services sectors, discern the types of barriers to services that exist in the regulatory environment, and identify the resulting policy implications. Its assessments are designed for a wide audience, including policy makers in developing countries and development practitioners in international organizations, policy-making institutions, and academia. The purpose of this book is to help policy makers in developing countries make informed policy choices to increase their chances of benefiting from the increasing prominence of services in international trade.

Book excerpt: Over the past decade, four major developments in global economic integration have shaped trade policy and the economic performance of countries within the Middle East and North Africa region: the emergence of global supply chains, the growth of trade in services, the rise of China and India as major international trading powers, and regional integration. These developments, along with the labor and natural resource endowments of particular countries (some are resource-poor but labor-abundant, some resource-rich and labor-abundant, and some resource-rich and labor-importing), have influenced export diversification outcomes across the region. Yet these countries may not be taking full advantage of all of the opportunities the four new trends offer to them. 'Trade Competitiveness of the Middle East and North Africa: Policies for Export Diversification' examines the region's trade policy agendas and their results by focusing on the countries' response to these four key developments in international trade. As the region recovers from the global financial and economic crises, the book identifies reforms that could allow countries to further strengthen global production networks, benefit more from trade in services, better compete in external markets to face the rise of China and India, and reach the full potential of regional integration. If thoroughly implemented, especially by oil exporters, all of these reforms could help boost growth and job creation in the region.

Available in PDF, EPUB and Kindle. Book excerpt: "In 2012, U.S. and European firms accounted for the highest share of revenue generated by the top international architecture and engineering firms in Africa, at 27 and 31 percent, respectively," according to a U.S. International Trade Commission trade brief. These findings show that the growth of company revenues in an overseas market does not just have to depend on the sale of manufactured products or agricultural commodities. Opportunities also exist for service providers. International Trade in Services: Effective Practice and Policy addresses a reality that receives minimal attention in the current debate about international trade—how the export and import of services drive a significant portion of international trade. The United States has a US$269 billion surplus in trade in services with the world. On other hand, U.S. trade in goods with the world continues to experience a wide trade deficit of US$946 billion. Nevertheless, U.S. policy response focuses mainly on the manufacturing and agricultural sectors. In addition, as an international trade educator in business schools at different universities, many of the textbooks emphasize the various aspects of importing and exporting goods. Workshops aimed to educate and inform the business community also focus on the trade in goods. Consequently, business students and practitioners miss another important component of international trade that presents opportunities—trade in services. The book provides a simple, yet thorough, introduction on how to export a service to an overseas market. The book will guide its audience with a step-by-step process on exporting a service from research to strategy to implementation. Furthermore, the book will highlight the opportunities presented by the international-level General Agreement on Trade in Services (GATS) and bilateral and regional-level reciprocal trade agreements. Service providers will be able to use the book as a guide to start the export process successfully with the first step. Essentially, the book will provide results in the following areas: Time saving—The step-by-step process, which highlights various programs, and the list of key resources will save future exporters of a service the time that they would spend trying to just understand another market. Frustration reduction—The book’s outline of the formal mechanisms available to service exporters will save them from the frustration that may arise from encountering trade practices, some of which can also be very costly, in different markets that make it difficult to compete against local service providers. Money saving—Having substantive knowledge of formal mechanisms and key resources that help to reduce the risks associated with exporting to another market, such as not receiving payment, will help the services-based exporter to use its financial resources more efficiently while reducing its risk of nonpayment.

Book excerpt: Globalization is creating many new trade and growth opportunities, with services trade increasingly becoming an issue for export-oriented economies. Services are important to country trade strategies, because they represent activities in which countries may have a comparative advantage, and they are drivers of competitiveness for the whole economy. This paper uses data from the World Development Indicators, two new databases (the Export in Value-Added database from the Global Trade Analysis Project, and Trade in Services data), and firm-level data. The paper employs a wide range of indicators to analyze the trade competitiveness of the services sector in the Russian Federation. Since service exports are less than would be expected considering Russia's level of development, the study finds that the contribution of services to export diversification could be heightened significantly. The scale of Russian business services exports is relatively low, although exports of traditional services, like transport and travel, are performing well. Despite the relatively minor importance of exports of modern services, the category of other business services has in recent years been growing fast, and business services have strengthened their revealed comparative advantages. Yet Russia still has much potential for expanding trade in modern services. There is also potential to diversify services exports to other markets, such as France, Germany, Japan, and elsewhere in Asia, which today seems underexploited. Finally, although exports of direct services are low, services such as transport, distribution, finance, and other business services are making major contributions to other exports, in particular energy.

Book excerpt: "For the past three decades, economic growth, with strong contributions from the private sector, has been the main driver of poverty reduction around the world. The experience of China, Vietnam, and other high-growth countries dramatically demonstrates how integration with global markets and enhanced competitiveness can develop dynamic and resilient economies. These economies improve the earnings of the less well-off by creating more, better-paying jobs. They also converge with advanced economies by achieving productivity gains. Achieving the World Bank Group’s Twin Goals of ending extreme poverty and boosting shared prosperity requires unprecedented efforts by developing countries to unleash private sector-led growth and job creation. Governments and the private sector around the world are actively seeking more effective ways of boosting the volume and value of trade, enhancing the investment climate, improving competitiveness in sectors, and fostering innovation and entrepreneurship—all elements of successful growth strategies. The establishment of the Trade and Competitiveness Global Practice signals the World Bank Group’s commitment to systematically strengthen its engagement on these issues. "

Available in PDF, EPUB and Kindle. Book excerpt: America's international economic decisions rest to a large degree on the information available to policymakers. Yet the quality of international trade and financial data is in serious doubt. This book reveals how our systems for collecting and analyzing trade data have fallen behind the times-and presents recommendations for new approaches to accuracy and usefulness of these economic data. The volume traces the burgeoning use of international economic data by public and private analysts at a time when the United States is becoming increasingly integrated into the world economy. It also points out problems of capturing new transactions, comparing data from different sources, limited access to the data, and more. This is the first volume to review all three types of U.S. international data-merchandise trade, international services transactions, and capital flows. Highlights include: Specific steps for U.S. agencies to take. Special analyses on improving the accuracy of merchandise trade data, filling data gaps on the fast-growing international services transactions, and understanding structural changes in world capital markets. Comments, complaints, and suggestions from an original survey of more than 100 key users of trade data. This practical volume will be invaluable to policymakers, government officials, business executives, economists, statisticians, and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: Competitiveness and Death examines the increase and reduction of regulatory barriers to trade across three industries: environmental, labor, and safety rules on automobiles, consumer protection regulations on meat, and intellectual property regulations on medicines. The fundamental negotiation in trade and regulatory policymaking occurs between businesses, activists, and government officials. Gary Winslett builds on new trade theories to explain when and why businesses are most likely to lobby governments to reduce these regulatory trade barriers. He argues that businesses prevail when they can connect with broader concerns about national economic competitiveness. He examines how activist organizations overcome collective action problems and defend regulatory differences, arguing that they succeed when they can link their desire for barriers with preventing needless death. Competitiveness and Death provides a political companion to new trade theories in economics, questioning cleavage-based explanations of trade politics, demonstrating the underappreciated importance of activists, suggesting the limits of globalization, providing in-depth examination of previously ignored trade negotiations, qualifying the California Effect (the shift toward stricter regulatory standards), and showing the relative rarity of regulations used as disguised protectionism.
