Available in PDF, EPUB and Kindle. Book excerpt: In 1952, India launched a massive and enthusiastic effort to reach the 360 million people in its 550,000 villages with a national program of economic and social reconstruction. Known as Community Development, the program provided an innovative model of rural development for both Third World nations and the aid-giving countries of the West. Although the program achieved its goal of providing service coverage to the nation, its many implementation problems and the lack of quantifiable cost-effectiveness led critics to label it a failure and resulted in its submergence into the Ministry of Food and Agriculture in 1966. More recently, however, partly as a result of the social dislocations following the "Green Revolution," there has been renewed interest in Community Development as the Indian government searches for ways of effectively implementing a strategy of integrated rural development. It is recognized that a repeat of the CD program is not the answer; but an analysis of the program allows the identification of the elements critical to good administration—and political survival. Drawing on extensive interviews with Indian and American participants, this book critically appraises the Community Development program. Dr. Sussman examines the successful pilot project at Etawah, then documents the many problems—organizational, political, and logistical—that were encountered in the attempt to replicate it on a nationwide scale, and that eventually led to its demise. From his analysis emerges the question of what kind of government strategies can best equip rural populations to participate in development. Admitting the difficulties still to be faced, he concludes on a note of guarded optimism based on recent efforts in both India and the U.S. that combine a systems approach with the use of a range of development strategies.

Available in PDF, EPUB and Kindle. Book excerpt: 'Gender and Governance in Rural Services' provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. It provides empirical microlevel evidence on how different accountability mechanisms for agricultural advisory services and drinking water provision work in practice, and analyzes factors that influence the suitability of different governance reform strategies that aim at making service provision more gender responsive. It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. The book is intended for use by a wide audience interested in agricultural and rural service provision, including researchers, members of the public administration, policy makers, and staff from nongovernmental organizations (NGOs) and international development agencies who are involved in the design and management of reform efforts, projects, and programs dealing with rural service provision.

According to the 2011 Census, the rural population formed 68.8% of the country's total population. The country's Ministry of Rural Development co-ordinates, implements, and funds schemes which aim to ensure that the fruits of economic development reach the villages and the common man. Rural development implies both the economic betterment of people, as well as greater social transformation. The increased participation of people in the rural development process - along with the decentralization of planning, better enforcement of land reforms, and greater access to credit and inputs - go a long way in providing the rural population with better prospects for improved quality of life. Improvements in health, education, drinking water, energy supply, sanitation, and housing also facilitate their social development. This book provides a comprehensive account of the policies and programs for transformation in rural India. It explains the key reform measures undertaken for raising the standard of living of the rural population.

How will this change be guided by local, national and global policies in order to enhance the livelihoods of rural inhabitants and to overcome the growing division of rural and urban areas? The contributions in this publication, ranging from scientific papers to short reports from practitioners, are grouped around 4 major themes: political and institutional frameworks to foster rural development; natural resources management; broadening the technological base of rural economies; and improved linkages between urban and rural areas. The overall message is unanimous: there is a promising future for the rural areas worldwide if adequate policies can be enforced and more efficient and fair institutions can be created.

Book excerpt: This double-volume work focuses on socio-demographics and the use of such data to support strategic resource management and planning initiatives. Papers go beyond explanations of methods, technique and traditional applications to explore new intersections in the dynamic relationship between the utilization and management of resources, and urban development. International authors explore numerous experiences, characteristics of development and decision-making influences from across Asia and Southeast Asia, as well as recounting examples from America and Africa. Papers propound techniques and methods used in geographical research such as support vector machines, socio-economic correlates and travel behaviour analysis. In this volume the contributors examine cutting-edge theories explaining diversity and dynamics in urban development. Topics covered include human vulnerability to hazards, space and urban problematic, assessment and evaluation of regional urban systems and structures and urban transformations as a result of structural change, economic development and underdevelopment. The significance of these topics lie in the pace and volume of change as is happening in geography reflecting continued development within established fields of inquiry and the introduction of significantly new approaches during the last decade. Readers are invited to consider the dynamics of spatial expansion of urban areas and economic development, and to explore conceptual discussion of the innovations in and challenges on urbanization processes, urban spaces themselves and both resource management and environmental management. Together, the two volumes contribute to the interdisciplinary literature on regional resources and urban development by collating recent research with geography at its core. Scholars of urban geography, human geography, urbanism and sustainable development will be particularly interested in this book.
