It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

In Top-Down Democracy in South Korea, Erik Mobrand documents another part – the elite-led design and management of electoral and party institutions. Even as the country left authoritarian rule behind, elites have responded to freer and fairer elections by entrenching rather than abandoning exclusionary practices and forms of party organization. Exploring South Korea’s political development from 1945 through the end of dictatorship in the 1980s and into the twenty-first century, Mobrand challenges the view that the origins of the postauthoritarian political system lie in a series of popular movements that eventually undid repression. He argues that we should think about democratization not as the establishment of an entirely new system, but as the subtle blending of new formal rules with earlier authority structures, political institutions, and legitimizing norms.

Book excerpt: Building Ships, Building a Nation examines the rise and fall, during the rule of Park Chung Hee (1961-79), of the combative labor union at the Korea Shipbuilding and Engineering Corporation (KSEC), which was Korea's largest shipyard until Hyundai appeared on the scene in the early 1970s. Drawing on the union's extraordinary and extensive archive, Hwasook Nam focuses on the perceptions, attitudes, and discourses of the mostly male heavy-industry workers at the shipyard and on the historical and sociopolitical sources of their militancy. Inspired by legacies of labor activism from the colonial and immediate postcolonial periods, KSEC union workers fought for equality, dignity, and a voice for labor as they struggled to secure a living wage that would support families. The standard view of the South Korean labor movement sees little connection between the immediate postwar era and the period since the 1970s and largely denies positive legacies coming from the period of Japanese colonialism in Korea. Contrary to this conventional view, Nam charts the importance of these historical legacies and argues that the massive mobilization of workers in the postwar years, even though it ended in defeat, had a major impact on the labor movement in the following decades.

Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. Created in 1985 by retired generals Richard Stilwell of the United States and Sun Yup Paik of the Republic of Korea, the Council's aim was to initiate a conference that would bring together top scholars and practitioners on the most important issues facing the two countries and their important bilateral alliance. Since then, the Council has successfully hosted an annual conference, alternating every other year between meetings in Seoul and Washington. Because of the unexpected attacks on the World Trade Center in New York just 1 month prior to the conference, the papers did not capture adequately an assessment of the actual and potential impact of the terrorist attack on U.S. foreign policy, its implications for the two Koreas, and its probable effects on China and Russia. There were suggestions that the attack would have major effects, but few details about what those would be, which was understandable with so little time having elapsed since the attack. On the other hand, several authors stressed that in important ways much had not changed: U.S. commitments had not been shifted or weakened; the U.S. ability to militarily uphold its commitments had not been affected; and the solidarity of the ROK-U.S. alliance again had been demonstrated through South Korea's strong support for the war on terrorism.

It highlights several key moments in colonial and postcolonial Korean history when factory women commanded the attention of the wider public, including the early-1930s rubber shoe workers' general strike in Pyongyang, the early-1950s textile workers' struggle in South Korea, the 1970s democratic union movement led by female factory workers, and women workers' activism against neoliberal restructuring in recent decades. Hwasook Nam asks why women workers in South Korea have been relegated to the periphery in activist and mainstream narratives despite a century of persistent militant struggle and indisputable contributions to the labor movement and successful democracy movement. Women in the Sky opens and closes with stories of high-altitude sit-ins—a phenomenon unique to South Korea—beginning with the rubber shoe worker Kang Churyong's sit-in in 1931 and ending with numerous others in today's South Korean labor movement, including that of Kim Jin-Sook. In Women in the Sky, Nam seeks to understand and rectify the vast gap between the crucial roles women industrial workers played in the process of Korea's modernization and their relative invisibility as key players in social and historical narratives. By using gender and class as analytical categories, Nam presents a comprehensive study and rethinking of the twentieth-century nation-building history of Korea through the lens of female industrial worker activism.
