This study surveys the issues of economics, race, and realpolitik embedded in the political economy of U.S. interactions with Haiti that resulted in occupation. It then interrogates what constitutes the “state” as it pertains to foreign policy, along with an inspection of who benefits from empire. This approach eschews tired dichotomies of whether or not the United States as a whole materially benefited from empire to instead simply look at who individually gained and what were the capacities of these beneficiaries to craft policy. Next it delivers insights derived from a forensic analysis of Woodrow Wilson’s perception of race and his decision to intervene in Haiti. Attitudes enabling United States military leaders to implement a policy of occupation are provided through a study of Admiral William Caperton’s role in the intervention. The focus then telescopes out to inspect the role played by the press, especially as booster for commercial opportunities. In short, the project answers the questions of why, who, and how American empire was undertaken through the case study of Haiti and its occupation in 1915.

From Americans interpreting advertisements for Brazilian coffee or dancing the Brazilian maxixe, to Rio musicians embracing the “foreign” qualities of jazz, Seigel traces a lively, cultural back and forth. Along the way, she shows how race and nation for both elites and non-elites are constructed together, and driven by global cultural and intellectual currents as well as local, regional, and national ones. Seigel explores the circulation of images of Brazilian coffee and of maxixe in the United States during the period just after the imperial expansions of the early twentieth century. Exoticist interpretations structured North Americans’ paradoxical sense of themselves as productive “consumer citizens.” Some people, however, could not simply assume the privileges of citizenship. In their struggles against racism, Afro-descended citizens living in Rio de Janeiro, São Paulo, New York, and Chicago encountered images and notions of each other, and found them useful. Seigel introduces readers to cosmopolitan Afro-Brazilians and African Americans who rarely traveled far from home but who nonetheless absorbed ideas from abroad. She suggests that studies comparing U.S. and Brazilian racial identities as two distinct constructions are misconceived. Racial formation transcends national borders; attempts to understand it must do the same.

Restructuring Patriarchy demonstrates that the consolidation and legitimization of power by President Getulio Vargas's Estado Novo depended to a large extent on the reorganization of social relations in the private sphere. New expectations and patterns of behavior for women emerged in postwar Brazil from heated debates between men and women, housewives and career women, feminists and antifeminists, reformist professionals and conservative clerics, and industrialists and bureaucrats. But as urban middle- and upper-class women challenged patriarchal authority at home and assumed new roles in public, prominent intellectuals, professionals, and politicians defined and imposed new 'hygienic,' rational, and scientific gender norms. Thus, modernization of the gender system within Brazil's rising urban-industrial society accommodated new necessities and opportunities for women without fundamentally changing the gender inequality that underlay the larger structure of social inequality in Brazil.
