Included in the evaluation are up to 6 metric tons (MT) of plutonium in the form of impure oxides and metals for which a disposition plan has not been decided, among options that include preparation as feed for the Mixed Oxide Fuel Fabrication Facility; disposing to high-level waste through the Savannah River Site (SRS) HB Line and H Canyon; can-in-canister disposal using the SRS Defense Waste Processing Facility; and preparation for disposal at the Waste Isolation Pilot Plant (WIPP). DOE and SRS have identified at least 0.5 MT of plutonium that, because of high levels of chemical and isotopic impurities, is impractical for disposition by methods other than the WIPP pathway. Characteristics of these items and the disposition strategy are discussed.

This final report addresses the remaining issues and echoes the recommendations from the interim study.

The current U.S. approach relies on disposing of the plutonium by irradiating it as MOX fuel—a mixture of plutonium and uranium oxides—in modified commercial nuclear reactors. Due to a significant rise in cost, DOE recently proposed terminating the MOX approach in favor of the dilute and dispose approach, which DOE stated may be less expensive. Under this approach, plutonium would be diluted with inert material and then disposed of in a geologic repository. This report examines: (1) the extent to which DOE’s revised cost estimates for completing the construction of the MOX facility and for completing the overall Plutonium Disposition Program met best practices, (2) the status of NNSA’s development of a life-cycle cost estimate for the dilute and dispose approach, and (3) the extent to which DOE has sufficient disposal space and statutory capacity at WIPP to dispose of all defense TRU waste, including waste from the dilute and dispose approach. GAO is making four recommendations, including that DOE develop a plan for expanding WIPP’s disposal space that includes a schedule for completing the expansion before existing space is full.

A major objective of this effort is to provide a framework for US efforts to prevent the proliferation of nuclear weapons. This will entail both the elimination of excess highly enriched uranium and plutonium, and the insurance of the highest standards of safety, security, and international accountability. The Office of Fissile Materials Disposition is supporting an Interagency Working Group that has initiated a comprehensive review of alternatives for plutonium disposition which takes into account non-proliferation, economic, technical, institutional, schedule, environmental, and health and safety issues. These alternatives were identified by the development of screening criteria as a guide to the selection of alternatives that best achieve the fissile nuclear material long-term storage and disposition goals of the US Government.

This plutonium exists in various metal and non-metal forms, including pits—the central core of a nuclear weapon. To prevent insidious use of this plutonium, DOE plans to disassemble pits into metal; convert the plutonium metal to plutonium oxide, a powder-like substance; dilute it with inert material; and dispose of it at WIPP. In May 2018, NNSA issued a plan conceptualizing the dilution and disposal of 34 MT of surplus plutonium at an estimated cost of $19 billion over the next 3 decades. Under this conceptual plan, pit disassembly and production of plutonium oxide would take place at one facility and dilution would be performed in another, with both operations expanding over the next decade.This report (1) examines the amount of surplus plutonium in DOE’s inventory that could be converted to plutonium oxide for dilution and disposal and (2) examines DOE’s capacity to produce plutonium oxide.

Book excerpt: The ultimate goal of the Department of Energy (DOE) Immobilization Project is to develop, construct, and operate facilities that will immobilize between 17 to 50 tonnes (MT) of U.S. surplus weapons-usable plutonium materials in waste forms that meet the ''spent fuel'' standard and are acceptable for disposal in a geologic repository. Using the ceramic can-in-canister technology selected for immobilization, surplus plutonium materials will be chemically combined into ceramic forms which will be encapsulated within large canisters of high level waste (HLW) glass. Deployment of the immobilization capability should occur by 2008 and be completed within 10 years. In support of this goal, the DOE Office of Fissile Materials Disposition (MD) is conducting development and testing (D & T) activities at four DOE laboratories under the technical leadership of Lawrence Livermore National Laboratory (LLNL). The Savannah River Site has been selected as the site for the planned Plutonium Immobilization Plant (PIP). The D & T effort, now in its third year, will establish the technical bases for the design, construction, and operation of the U.S. capability to immobilize surplus plutonium in a suitable and cost-effective manner. Based on the D & T effort and on the development of a conceptual design of the PIP, automation is expected to play a key role in the design and operation of the Immobilization Plant. Automation and remote handling are needed to achieve required dose reduction and to enhance operational efficiency.

SRNL manages a broad program of item tracking through process history, laboratory analysis, and non-destructive assay. A combination of analytical techniques allows SRNL to predict the isotopic and chemical properties that qualify materials for disposition through the Mixed Oxide (MOX) Fuel Fabrication Facility (MFFF). The research also defines properties that are important for other disposition paths, including disposal to the Waste Isolation Pilot Plant (WIPP) as transuranic waste (TRUW) or to high-level waste (HLW) systems.

Except for materials that remain in use for programs outside of national defense, including programs for nuclear-energy development, the surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. Some items will be disposed as transuranic waste, low-level waste, or spent fuel. The remaining surplus plutonium will be managed through: (1) the Mixed Oxide (MOX) Fuel Fabrication Facility (FFF), to be constructed at the Savannah River Site (SRS), where the plutonium will be converted to fuel that will be irradiated in civilian power reactors and later disposed to a high-level waste (HLW) repository as spent fuel; (2) the SRS H-Area facilities, by dissolving and transfer to HLW systems, also for disposal to the repository; or (3) alternative immobilization techniques that would provide durable and secure disposal. From the beginning of the U.S. program for surplus plutonium disposition, DOE has sponsored research to characterize the surplus materials and to judge their suitability for planned disposition options. Because many of the items are stored without extensive analyses of their current chemical content, the characterization involves three interacting components: laboratory sample analysis, if available; non-destructive assay data; and rigorous evaluation of records for the processing history for items and inventory groups. This information is collected from subject-matter experts at inventory sites and from materials stabilization and surveillance programs, in cooperation with the design agencies for the disposition facilities. This report describes the operation and status of the characterization program.

The Department of Energy (DOE), including the National Nuclear Security Administration, established protocols for the tracking of this "excess" and "surplus" plutonium, and for reconciling the current storage and utilization of the plutonium to show that its management is consistent with the withdrawal policies. Programs are underway to ensure the safe and secure disposition of the materials that formed a major part of the weapons stockpile during the Cold War, and growing quantities have been disposed as waste, after which they are not included in traditional nuclear material control and accountability (NMC & A) data systems. A combination of resources is used to perform the reconciliations that form the basis for annual reporting to DOE, to U.S. Department of State, and to international partners including the International Atomic Energy Agency.
