Available in PDF, EPUB and Kindle. Book excerpt: A detailed look at the state’s most terrifying and destructive disasters—photos included. Home to hundreds of faults, California leads the nation in frequency of earthquakes every year. And despite enduring their share of the natural disasters, residents still speculate over the inevitable “big one.” More than three thousand people lost their lives during the 1906 San Francisco earthquake. Long Beach’s 1933 earthquake caused nearly $50 million in damages. And the Northridge earthquake injured thousands and left a $550 million economic hit. In this book, historian Abraham Hoffman explores the personal accounts and aftermath of California’s most destructive tremors.

Available in PDF, EPUB and Kindle. Book excerpt: In the first half of the twentieth century, when seismology was still in in its infancy, renowned geologist Bailey Willis faced off with fellow high-profile scientist Robert T. Hill in a debate with life-or-death consequences for the millions of people migrating west. Their conflict centered on a consequential question: Is southern California earthquake country? These entwined biographies of Hill and Willis offer a lively, accessible account of the ways that politics and financial interests influenced the development of earthquake science. During this period of debate, severe quakes in Santa Barbara (1925) and Long Beach (1933) caused scores of deaths and a significant amount of damage, offering turning points for scientific knowledge and mainstreaming the idea of earthquake safety. The Great Quake Debate sheds light on enduring questions surrounding the environmental hazards of our dynamic planet. What challenges face scientists bearing bad news in the public arena? How do we balance risk and the need to sustain communities and cities? And how well has California come to grips with its many faults?

Book excerpt: This SEAOC Blue Book: Seismic Design Recommendations is the premier publication of the SEAOC Seismology Committee. The name Blue Book is renowned worldwide among engineers, researchers, and building officials. Since 1959, the SEAOC Blue Book, previously titled Recommended Lateral Force Requirements and Commentary, has been a prescient publication of earthquake engineering. The Blue Book has been at the vanguard of earthquake engineering in California and around the world. This edition of the Blue Books offers a series of articles, that cover specific topics, some related to a particular code provision and some more general relating to an area of practice. While different than the previous editions of the Blue Books, it builds upon the tremendous effort of those who have forged earthquake engineering practice via the previous half-century of Blue Book editions. The Blue Book provides: insight and discussion of earthquake engineering concepts; interpretations of sometimes ambiguous or conflicting provisions of various codes, standards, and guidelines; and practical guidance on design implementation.

Available in PDF, EPUB and Kindle. Book excerpt: The United States will certainly be subject to damaging earthquakes in the future. Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.

This TCLEE Monograph covers the entire range of fire following earthquake (FFE) issues, from historical fires to 20th-century fires in Kobe, San Francisco, Oakland, Berkeley, and Northridge. FFE has the potential of causing catastrophic losses in the United States, Japan, Canada, New Zealand, and other seismically active countries with wood houses. This comprehensive book on FFE and urban conflagrations provides state-of-the-practice insight on unique issues, such as large diameter flex hose applications by fire and water departments. Topics include: History of past fires; Computer modeling of fire spread in the post-earthquake urban environment; Concurrent damage and fire impacts for water, power gas, communication and transportation systems; Examples of reliable water systems built or designed in San Francisco, Vancouver, Berkeley, and Kyoto; Use of large diameter (5 in.) and ultralarge diameter (12 in.) flex hose for fire fighting and water restoration; and Cost-effectiveness of various FFE mitigation strategies, with a detailed benefit-cost model. Water utility engineers, fire fighting professionals, and emergency response planners will benefit from reading this book.

Book excerpt: California's earthquake risk reduction program, described in California at Risk: Reducing Earthquake Hazards 1992-1996, is developed by the Seismic Safety Commission as required by the California Earthquake Hazards Reduction Act (Government Code Chapter 12, Section 8870 et seq.), passed in 1985. The act calls for a series of five-year programs that specify priorities, funding sources and amounts, schedules, and other resources needed. This document is a progress report on the initiatives - actions that must be taken to reach the act's goal of significantly improving California's earthquake safety - of the second five-year program.

Available in PDF, EPUB and Kindle. Book excerpt: Transportation is the lifeline of any nation, connecting people, supporting the economy, and facilitating the delivery of vital goods and services. The 9/11 attacks—and other attacks on surface transportation assets, including the bombings in Madrid, London, Moscow, and Mumbai—demonstrate the vulnerability of the open systems to disruption and the consequences of the attacks on people, property, and the economy. Now more than ever, it has become imperative for businesses operating in the transportation and transit sectors to develop comprehensive security programs accounting for both natural and man-made hazards and safeguarding people, places, and equipment—while at the same time ensuring operations continuity. Providing transportation managers with the knowledge, skills, and abilities to effectively manage the security of transportation assets, Introduction to Transportation Security examines: Basic theories of security and emergency management The integrated nature of the nation’s critical infrastructure and the threats to transportation in each surface mode Federal agencies working in emergency management and transportation security and their intelligence and response requirements and capabilities The types of disasters that have occurred in the U.S. and selected nations, and their significant economic impacts Cost-beneficial security strategies aimed at preventing catastrophic failures in each transportation mode Effective methods for organizing, testing, and evaluating transportation security across modes and professions The book covers all transportation modes and their interconnectivity—including highway, air cargo, freight and passenger rail, transit, and maritime. It presents learning objectives and discussion questions to test assimilation of the material and case studies to facilitate a practical understanding of the concepts. Introduction to Transportation Security provides essential information for students in transportation management programs and professionals charged with safeguarding the movement of assets within our interconnected transportation network.
