Book excerpt: The Federal Emergency Management Agency (FEMA) is pleased to have the opportunity to sponsor the Program on Improved Seismic Safety Provisions being conducted by the Building Seismic Safety Council (BSSC). The materials produced by this program represent the tangible results of a significant effort, under way for more than a decade, to lessen adverse seismic effects on buildings throughout the United States. This community handbook is a companion publication to the 1994 Edition of the NEHRP (National Earthquake Hazards Reduction Program) Recommended Provisions for Seismic Regulations for New Buildings, and it is one of a series of reports produced to increase awareness of seismic risk and to disseminate information on up-to-date seismic design and construction practices. It is designed to provide interested individuals across the nation with information that will assist them in assessing the seismic risk to their buildings and their community and in determining what might be done to mitigate that risk - whether on an individual basis or through community building regulatory action.

Book excerpt: Provides background information and educational materials to help state officials promote the adoption and enforcement of state and local model building codes that contain the latest seismic provisions. These codes can reduce the damage that will occur when future earthquakes strike at-risk parts of the country. It is intended for state earthquake program managers and hazard mitigation officers in the emergency management agencies of the states and territories prone to earthquakes. It is designed to help you convince your state and local governments that codes are effective, inexpensive, and a good investment for the future of our communities. Illustrated.

Book excerpt: This book presents a unique, interdisciplinary approach to disaster risk research, combining cutting-edge natural science and social science methodologies. Bringing together leading scientists, policy makers and practitioners from around the world, it presents the risks of global hazards such as volcanoes, seismic events, landslides, hurricanes, precipitation floods and space weather, and provides real-world hazard case studies from Latin America, the Caribbean, Africa, the Middle East, Asia and the Pacific region. Avoiding complex mathematics, the authors provide insight into topics such as the vulnerability of society, disaster risk reduction policy, relations between disaster policy and climate change, adaptation to hazards, and (re)insurance approaches to extreme events. This is a key resource for academic researchers and graduate students in a wide range of disciplines linked to hazard and risk studies, including geophysics, volcanology, hydrology, atmospheric science, geomorphology, oceanography and remote sensing, and for professionals and policy makers working in disaster prevention and mitigation.

Available in PDF, EPUB and Kindle. Book excerpt: The United States will certainly be subject to damaging earthquakes in the future. Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.

Available in PDF, EPUB and Kindle. Book excerpt: No place is perfectly safe, but some places are more dangerous than others. Whether we live on a floodplain or in "Tornado Alley," near a nuclear facility or in a neighborhood poorly lit at night, we all co-exist uneasily with natural and man-made hazards. As Mark Monmonier shows in this entertaining and immensely informative book, maps can tell us a lot about where we can anticipate certain hazards, but they can also be dangerously misleading. California, for example, takes earthquakes seriously, with a comprehensive program of seismic mapping, whereas Washington has been comparatively lax about earthquakes in Puget Sound. But as the Northridge earthquake in January 1994 demonstrated all too clearly to Californians, even reliable seismic-hazard maps can deceive anyone who misinterprets "known fault-lines" as the only places vulnerable to earthquakes. Important as it is to predict and prepare for catastrophic natural hazards, more subtle and persistent phenomena such as pollution and crime also pose serious dangers that we have to cope with on a daily basis. Hazard-zone maps highlight these more insidious hazards and raise awareness about them among planners, local officials, and the public. With the help of many maps illustrating examples from all corners of the United States, Monmonier demonstrates how hazard mapping reflects not just scientific understanding of hazards but also perceptions of risk and how risk can be reduced. Whether you live on a faultline or a coastline, near a toxic waste dump or an EMF-generating power line, you ignore this book's plain-language advice on geographic hazards and how to avoid them at your own peril. "No one should buy a home, rent an apartment, or even drink the local water without having read this fascinating cartographic alert on the dangers that lurk in our everyday lives. . . . Who has not asked where it is safe to live? Cartographies of Danger provides the answer."—H. J. de Blij, NBC News "Even if you're not interested in maps, you're almost certainly interested in hazards. And this book is one of the best places I've seen to learn about them in a highly entertaining and informative fashion."—John Casti, New Scientist
