The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.

Book excerpt: Climate migration, as an image of people moving due to sea-level rise and increased drought, has been presented as one of the main security risks of global warming. The rationale is that climate change will cause mass movements of climate refugees, causing tensions and even violent conflict. Through the lens of climate change politics and securitisation theory, Ingrid Boas examines how and why climate migration has been presented in terms of security and reviews the political consequences of such framing exercises. This study is done through a macro-micro analysis and concentrates on the period of the early 2000s until the end of September 2014. The macro-level analysis provides an overview of the coalitions of states that favour or oppose security framings on climate migration. It shows how European states and the Small Island States have been key actors to present climate migration as a matter of security, while the emerging developing countries have actively opposed such a framing. The book argues that much of the division between these states alliances can be traced back to climate change politics. As a next step, the book delves into UK-India interactions to provide an in-depth analysis of these security framings and their connection with climate change politics. This micro-level analysis demonstrates how the UK has strategically used security framings on climate migration to persuade India to commit to binding targets to reduce their greenhouse gas emissions. The book examines how and why such a strategy has emerged, and most importantly, to what extent it has been successful. Climate Migration and Security is the first book of its kind to examine the strategic usage of security arguments on climate migration as a political tool in climate change politics. Today, many complex global problems are being located within the security logic. From the environment to HIV/AIDS, state and non-state actors have made a practice out of securitizing issues that are not conventionally seen as such. As most prominently demonstrated by the UN Security Council Resolution 1325 (2001), activists for women's rights have increasingly framed women's rights and gender inequality as security issues in an attempt to gain access to the international security agenda, particularly in the context of the United Nations. This book explores the nature and implications of the use of security language as a political framework for women, tracing and analyzing the organizational dynamics of women's activism in the United Nations system and how women have come to embrace and been impacted by the security framework, globally and locally. The book argues that, from a feminist and human security perspective, efforts to engender the security discourse have had both a broadening and limiting effect, highlighting reasons to be sceptical of securitization as an inherently beneficial strategy. Four cases studies are used to develop the core themes: (1) the campaign to implement UN Security Council Resolution 1325; (2) the strategies utilized by those advocating women's issues in the security arena compared to those advocating for children; (3) the organizational development of the UN Development Fund for Women and how it has come to securitize women; and (4) the activity of the UN Peacebuilding Commission and its challenges in gendering its security approach. The work will be of interest to students of critical security, gender studies, international organizations and international relations in general. Natalie Florea Hudson received her PhD in Political Science from the University of Connecticut and is an Assistant Professor at the University of Dayton. She specializes in gender and international relations, human rights, international security studies, and international law and organization.

Book excerpt: This article looks at securitization/humanitarianization dynamics in the EU external sea borders to track and critique the substantial transformation of the role played by human rights in the Mediterranean. Mapping the evolution of maritime engagement up to the 'refugee crisis', it is revealed how the invocation of human rights serves paradoxically to curtail (migrants') human rights, justifying interdiction ('to save lives'), and impeding access to safety in Europe. The result is a double reification of 'boat migrants' as threats to border security and as victims of smuggling/trafficking. Through a narrative of 'rescue', interdiction is laundered into an ethically sustainable strategy of border governance. Instead of being considered a problematic (potentially lethal) means of control, it is re-defined into a life-saving device. The ensuing 'rescue-through-interdiction'/'rescue-without-protection' paradigm alters the nature of human rights, which, rather than functioning as a check on interdiction, end up co-opted as another securitization/humanitarianization tool.

Through visual analysis, the book demonstrates how the securitization process takes place in three different ways. First of all, even if marginally, it occurs through the reproduction of mainstream media and political accounts that have depicted refugees in terms of threats. Secondly, and more consistently, through a representation of Syrian displaced people that, despite the undeniable innovative aesthetic patterns focusing on dignity and empowerment, continue to reinforce a visual narrative around refugees in terms of victimhood and passivity. The reproduction of a securitized account takes also place through the dialectic between what is made visible in the pictures and what is not. At the same time the book identifies visual glimmers and minor displacements in the humanitarian discourse that have the potentiality to produce alternative discourses on refugees and displacement beyond the mainstream securitized ones. By showing how relief organizations’ visual representation contributes to the securitization of the refugee issue, this book provides a great resource to students and academics in migration, visuality, humanitarianism and securitization, as well as social scientists and policy-makers.

In particular, the book examines what happens in the United Nations when the ostensibly ‘low’ politics of global health meet the ‘high’ politics of security, and when the logic of security comes to shape global health initiatives. It offers a critical re-assessment of efforts in the United Nations system to position HIV as a security threat with the hope that this would attract greater attention and resources for the global HIV response. The book advances securitization theory by presenting a new framework for studying HIV as a policy process, uniting several theoretical strands into a single, powerful model for empirical application. It uses this model to draw attention to important, understudied aspects of HIV securitization, including the role played by discourses about Africa, and the evolution of ideas about HIV and security as actors learned over time. On the basis of this empirically grounded assessment of how securitization works as a theory and a political strategy, the book suggests that securitization is inherently limited, and perhaps dangerous, as a strategy for ‘securing’ social change.
