This book traces the evolution of human values, attitudes, uses and public policies affecting the Wet Tropics - from exploitative frontier attitudes and policies to longer term rational policies to protective conservation. The Wet Tropics, in miniature reflects Australian attitudes to natural resources management and illustrates periods of "policy succession" as Australians came to terms with their environment and resources. The book is organised in historical sequence to the present explaining the distinct phases of human values and use of the Wet Tropics. It traces Aboriginal occupation and use; the early timber-getters and settlers clearing the scrub for farming; the critical, courageous and far-sighted early steps in conservation and reservation in the early 20th century, multiple use management and the timber industry through to World Heritage listing and emerging debates about the impacts of tourism. It gives most attention to the political upheaval and impacts associated with World Heritage listing and the social, legal and management consequences. Most of the authors of this edited volume were involved in decisions or management of the Wet Tropics - including regional forests managers prior to the World Heritage period, those involved in establishing the WHA and those responsible for current management and planning.

Booming mineral and gas development is also helping to drive the nation’s economic success. At the same time, the south’s conservation sector would like to see much of the north preserved as iconic wilderness. Both conservation and resource development interests alike are often at odds with the interests of the north’s traditional owners, many of whom remain trapped in welfare dependency and poverty. Indeed, to the ire of north Australians, the past five decades of north Australian history have indeed been characterized by these national-scale conflicts being played out in regional and local communities. This book explores these conflicts as well as the many emerging opportunities facing the development of the north, suggesting that a strong cultural divide between northern and southern Australia exists; one that needs to be reconciled if the nation as a whole is to benefit from northern development. The author first explores where these historical conflicts could take us without a clear forward agenda. A story-based personal narrative from his long and diverse experience in the north gives life to these themes. Finally, the book then draws on these stories to help shape a cohesive agenda for the north’s future.

Book excerpt: The Traditional Owners of the Wet Tropics Natural Resource Management region have adopted a unique approach to ensure that their interests and aspirations are considered in the new, Australia-wide Natural Heritage Trust (NHT) funded regional arrangements for integrated natural resource management (NRM). Dissatisfied with the engagement process associated with the development of the Wet Tropics Regional NRM Plan, Traditional Owners made a collective decision in 2002 to develop their own Wet Tropics Cultural and Natural Resource Management Plan (Aboriginal Plan). In doing so, they envisioned that the Aboriginal Plan would inform the content and direction of the Wet Tropics Regional NRM Plan and, in itself, constitute a groundbreaking vision for caring for country and culture in a holistic sense. The Aboriginal Plan took over three years to develop, commencing with the first Traditional Owner regional workshop held in March 2002 to discuss Indigenous involvement in NHT 2. Indigenous groups were largely excluded from the planning process in the first phase of the NHT program (1997-2001), and consequently only a handful of Aboriginal communities Australia-wide received funding support for NRM projects. Determined to rectify this state of Indigenous marginalisation in what is arguably a multi-billion dollar, nation-wide experiment in environmental management and social change, Traditional Owners, government and non-government organisations in the Wet Tropics region attended numerous workshops, meetings and presentations to develop an Aboriginal Plan.
