The most visible dimension of this increased engagement was the establishment of the U.S. Military Command for Africa (AFRICOM). Some critics are skeptical of AFRICOM’s purpose and see the militarization of U.S. Africa policy while others question its effectiveness. Recognizing the link between development and security, AFRICOM represents a departure from the traditional organization of military commands because of its holistic approach and the involvement of the Department of State as well as other U.S. government stakeholders. Nevertheless, AFRICOM’s effort to combine security and development faces formidable conceptual and operational challenges in trying to ensure both American and African security interests. The human security perspective’s emphasis on issues that go beyond traditional state-centered security to include protecting individuals from threats of hunger, disease, crime, environmental degradation, and political repression as well as focusing on social and economic justice is an important component of security policy. At the same time, the threat of violent extremism heavily influences U.S. security cooperation with Africa. In this examination of the context of U.S.-African security relations, Robert J. Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

Recent developments in Nigeria highlight the need to clarify legal and conceptual issues within the existing legal framework for protecting witnesses. Using the Nigerian case study, the book illustrates some obscurities inherent in the concept of witness protection. These are highlighted around five critical areas: the definition of witness protection; the scope of beneficiaries requiring protection; the nature of crimes necessitating protection; the nature of protective measures; and the administrative control of witness protection. Specifically, this book draws from the existing literature and practices of witness protection and adopts two distinct perspectives: the criminal justice perspectives and human rights perspectives as heuristic tools for analysing the concept and to separate the disparate influences that shape how it is construed. These distinctions are utilised throughout the book as an integrated way of conceptualising the concept of witness protection. By discussing the practice of witness protection within the Nigerian context, the book contributes to African conversations on the topic of witness protection. The clarifications made in this book are utilised in making normative proposals for developing a legal framework for witness protection in Nigeria. They are also useful for other African countries interested in developing a witness protection framework as part of criminal justice reform. Book excerpt: This is the first research report to examine the nature and drivers of food insecurity in the northern Namibian towns of Oshakati, Ongwediva, and Ondangwa. As well as forming part of a new body of research on secondary urbanization and food security in Africa, the report makes systematic comparisons between the food security situation in this urban corridor and the much larger capital city of Windhoek. A major characteristic of urbanization in Namibia is the perpetuation of rural-urban linkages through informal rural-to-urban food remittances. This survey found that 55% of households in the three towns receive food from relatives in rural areas. Urban households also farm in nearby rural areas and incorporate that agricultural produce into their diets. The survey showed that over 90% of households in the three towns patronize supermarkets, which is a figure far higher than for any other food source. Overall, food security is better in Namibias northern towns than in Windhoek, where levels of food insecurity are particularly high. However, just because the food insecurity situation is less critical in the north, the majority of households in the urban corridor are not food secure. Like Windhoek, these towns also have considerable income and food security inequality, with households in the informal settlements at greatest risk of chronic food insecurity.

Book excerpt: Social Protection Programs for Africa’s Drylands explores the role of social protection in promoting the well-being and prosperity of people living in dryland regions of Sub-Saharan Africa, with a specifi c focus on the Sahel and the Horn of Africa. Based on a review of recent experience, it argues that social protection policies and programs have an important role in promoting the resilience of the people residing in these areas. Social protection programs, when well designed and carefully implemented at scale, can reduce vulnerability to droughts and other shocks and promote coping capacity. If present trends continue, by 2030 dryland regions of East and West Africa will be home to an estimated 429 million people, up to 24 percent of whom will be living in chronic poverty. Many others will depend on livelihood strategies that are sensitive to the shocks that will hit the region with increasing frequency and severity, making them vulnerable to falling into transient poverty. Social protection programs will be needed in the drylands to provide support to those unable to meet their basic needs. Some of these people will require long-term support, while others will require periodic short-term support because of income losses due to shocks (for example, crop failure following a drought) or as a result of lifecycle changes (for example, loss of a breadwinner). Safety net programs can increase resilience in the short term by improving coping capacity of vulnerable households. Rapidly scalable safety nets that provide cash, food, or other resources to shock-affected households can allow them to recover from unexpected shocks. Scaling up an existing safety net program can be far less expensive than relying on appeals for humanitarian assistance to meet urgent needs. Social protection programs can increase resilience over the longer term by reducing sensitivity to shocks of vulnerable households especially if combined with other development programs. Providing predictable support to chronically poor households and enabling them to invest in productive assets and access basic social services can effectively reduce these households’ sensitivity to future shocks, help them participate in the growth process, and take advantage of the investments made in agricultural and pastoralist activities proposed in the drylands.
