And 75% of NMEs--new, often-ground-breaking drugs not derivative of existing substances--trace their research to National Institutes of Health (NIH) labs. The American government, it turns out, has been enormously successfully at stimulating scientific and technological advancement. But by 2009, just some months following the Great Recession--the US government, constrained by austerity measures, started disinvesting from its holdings in research fields like health, energy, electronics. The trend is likely to continue, and the repercussions of these policies could wreak havoc on our technology and science sectors. But Mazzucato remains optimistic. If managed correctly, state-sponsored development of Green technology, for instance, could be as efficacious as suburbanization & post-war reconstruction in the mid-twentieth century, and unleash a wide-spread golden age in the global economy. The limitations of natural resources and the threat of global warming could become the most powerful driver of growth, employment, and innovation within just one generation--but to be successful, the Green Revolution will depend on the initiatives of proactive governments. By not admitting the State’s role in economic and technological progress, we are socializing only the risks of investing in innovation, while privatizing the rewards in the hands of only a few businesses. As a result of the joint research in the two countries carried out as part of the project, a similar separate review of the Azerbaijani tea sector was also published under the FAO Investment Centre's Knowledge for Investment (K4I) programme. Tea has a long tradition of cultivation in Azerbaijan and Georgia, dating back to the nineteenth century. The structural changes that followed the collapse of the Soviet Union in the early 1990s led to a dramatic decline of the two countries’ tea sectors. However, interest in tea production in Georgia and Azerbaijan has increased in recent years and, in an effort to revive their once thriving tea sectors, governments have adopted sector development programmes that provide for support to primary tea production. In spite of the long tradition and accumulated know-how of tea production and processing, there is little doubt that investments in both technology and knowledge will be required for the Azerbaijani and Georgian tea sectors to grow in a successful and sustainable way. Production focused on efficiency and quality and mindful of shifts in consumer preferences on global markets, but also of potential environmental risks, will be critical in achieving this goal. This publication is part of the Country Investment Highlights series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Book excerpt: Realizing the importance of the forestry sector’s contribution to climate change mitigation and consequently to the improvement of local livelihoods, the World Bank and FAO-Pakistan launched the Forestry Sector Review in 2017. The objective of the Review is to provide a better understanding of current and potential environmental, social, and economic impacts of the forestry ecosystem in the country. Pakistan is a federation of four provinces; Balochistan, Khyber Pakhtunkhwa (KP), Punjab and Sindh. The country has three special areas i.e. Federally Administered Tribal Area (FATA)1, Gilgit Baltistan (GB) and Islamabad Capital Territory (ICT). Pakistan is a forest poor country with a small area of 4.478 million ha (5.1 percent) under forests. This amounts to 0.021 ha per person, compared to the world average of 1 ha/person. The contribution of the forestry sector to the GNP and GDP as per official estimates seems quite insignificant, primarily due to the fact that a multitude of non-timber forest products (NTFP) and non-tangible environmental and ecological benefits of the forests are not taken into account. This review provides estimates of the total extent of forestry resources and identifies opportunities and hotspots while providing key recommendations for realizing a future sustainable forest system in Pakistan. Appropriate mechanisms and a well-defined strategy are required to address the numerous issues involved in sustainable forest management. The Review also highlights the involvement and contributions of local communities as an essential element for natural resource management and biodiversity conservation.
