Book excerpt: Because of the long dominance of MexicoÕs leading political party, the Partido Revolucionario Institucional, the campaigns of its presidential candidates were never considered relevant in determining the victor. This book offers an ethnography of the Mexican political system under PRI hegemony, focusing on the relationship between the formal democratic structure of the state and the unofficial practices of the underlying political culture, and addressing the question of what purpose campaigns serve when the outcome is predetermined. Discussing Mexican presidential politics from the perspectives of anthropology, political science, and communications science, the authors analyze the 1988 presidential campaign of Carlos Salinas de GortariÑthe last great campaign of the PRI to display the characteristics traditionally found in the twentieth century. These detailed descriptions of campaign events show that their ritualistic nature expressed both a national culture and an aura of domination. The authors describe the political and cultural context in which this campaign took placeÑan authoritarian presidential system that dated from the 1920sÑand explain how the constitutional provisions of the state interacted with the informal practices of the party to produce highly scripted symbolic rituals. Their analysis probes such topics as the meanings behind the candidateÕs behavior, the effects of public opinion polling, and the role of the press, then goes on to show how the system has begun to change since 2000. By dealing with the campaign from multiple perspectives, the authors reveal it as a rite of passage that sheds light on the political culture of the country. Their study expands our understanding of authoritarianism during the years of PRI dominance and facilitates comparison of current practices with those of the past.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Inter-American Development Bank publication The poor in developing countries are particularly vulnerable to adverse shocks. They have little or no access to public social insurance, are unlikely to save in adequate amounts to rely fully on self-insurance or informal insurance, face restricted access to private market insurance or credit mechanisms, and have little or no political voice to demand the protection of safety net programs. In this book, the authors analyze the best ways to help the poor manage risks such as health shocks, unemployment, sudden drops in income, and old age. Unemployment benefits, employment programs, means-tested social assistance, social investment funds, and micro-finance for consumption-smoothing purposes are the leading options considered. The book provides a careful assessment of issues that governments need to address in the process of designing appropriate safety nets.

Available in PDF, EPUB and Kindle. Book excerpt: A historic shift has occurred in the organizational structures through which the lower classes in Latin America express voice and find political representation. With the political and economic reforms of the 1980s and 1990s, networks of community-based associations and nongovernmental organizations replaced party-affiliated labor unions as the predominant organizations to which the lower classes turned. This volume examines the new “interest regime” in Argentina, Chile, Peru, and Venezuela through two extensive surveys—one of individuals and one of associations—undertaken in those nations’ capital cities. Contrary to common perceptions, the new interest regime is neither a vibrant, autonomous civil society nor a set of weak, atomized organizations. Participation in associations is generally high, compared to “direct action” as a strategy for pursuing collective interests, and associations more frequently coordinate and engage the state than has sometimes been assumed. However, various forms of interaction with the state pose a classic trade-off between representation and state control, and the new interest regime is marked by representational distortion, in that the lower classes are less likely to use the new structures than the middle classes. Within these general patterns, distinct national models are emerging. This volume represents the most ambitious and systematic effort to date to examine individual participation and associational life in Latin America and to carry out a cross-national analysis of new forms of political representation.
