Available in PDF, EPUB and Kindle. Book excerpt: Among the constitutive elements of the responsibility to protect (R2P), prevention has been deemed by many as the most important. Drawing on contributions from an international group of academics and practitioners, this book seeks to improve our knowledge of how to operationalize the responsibility to prevent genocide, crimes against humanity, war crimes, and ethnic cleansing. The central argument is that the responsibility to prevent should be conceptualized as crimes prevention. The first part of the volume develops a strategic framework, which includes identifying the appropriate scope and substance of R2Ps preventive dimension and distinguishing between systemic and targeted approaches. The second section examines some of the tools that can be used, and have been used, to prevent the escalation of dynamics towards the commission of atrocity crimes (tools such as sanctions, mediation, international criminal justice, and the use of military means), as well as the operational challenges that tend to obstruct global efforts to prevent such crimes. The third and final section draws lessons from actual cases of preventive action, both historical and recent, about the relative success of particular tools and approaches. As the first edited collection of its kind, devoted exclusively to the preventive dimension of R2P, The Responsibility to Prevent intends to inform and shape the growing debate on how to approach atrocity crime prevention and how to build the capacities needed to implement the imperatives at the heart of R2P.

Available in PDF, EPUB and Kindle. Book excerpt: In the wake of its creation in 1948, the state of Israel was confronted with the challenge of establishing foreign relations with key players in the region, in the face of opposition from most of the Arab states. Howard Patten explores the genesis and development of Israel's foreign relations with Iran, Turkey and Ethiopia, known as the 'Policy of the Periphery'. Highlighting the pragmatism and Realpolitik at the heart of this policy, Israel and the Cold War analyses the national interests and mutual concerns which shaped relations and strategy at the United Nations during the critical moments of the establishment of the State of Israel and the following forty years, before the ramifications of the Iranian Revolution became apparent. During this period, Israel made efforts to create pragmatic alliances behind closed doors at the UN, even as ambivalence and hostility reigned in the public sphere. Patten thus examines the implications that the Cold War system of ideological combat had on these attempts to maintain implicit, yet cordial understandings, as world events - such as the Suez Crisis of 1956, successive crises over Cyprus and the Ethiopian and Iranian Revolutions - tested the 'Policy of the Periphery'. 'Israel and the Cold War' traces the development of Israel's relations with these three states, from their initial beginnings to consolidation, then rejection and subsequent efforts to realign. Patten highlights the extensive diplomatic and military reverberations that occurred throughout the region, and the way in which these were played out at the UN. Based primarily on UN documents, this book is a vital primary resource for those researching the period in question and the formulation of foreign policy in the Middle East.

Book excerpt: This book brings into focus the legal status of armed forced on foreign territory within, inter alia, the context of multi-national exercises and a variety of so-called crisis management operations. When it comes to criminal offences committed by military personnel while abroad it is important to know whether such offences fall under the criminal jurisdiction of the Sending State or that of the Host State. The book analyses this question from two different perspectives, namely traditional public international law and military operational law. Taking his readership through two hundred years of international practice the author arrives at the current practice of laying down the status of forces deployed abroad in so-called Status of Forces Agreements (SOFAs). Having looked at SOFAs from the two different law perspectives the author proposes the development of a “Status of Forces Compendium” to serve as a kind of guideline for future SOFAs. The author’s intention in proposing this idea is to instigate further discussion on the subject in public international law and criminal law circles and among armed forces’ legal advisors. Joop Voetelink is an Associate Professor of Military Law at the Netherlands Defence Academy.

Book excerpt: During the early to mid-twentieth century, the Zionist Organization secured a series of political victories on the international stage, leading to the foundation of a Jewish state and to its ability to expand its territorial control within Palestine. The International Diplomacy of Israel's Founders provides a revisionist account of the founding of Israel by exposing the misrepresentations and false assurances of Zionist diplomats during this formative period of Israeli history. By comparing diplomatic statements at the United Nations and elsewhere against the historical record, it sheds new light on the legacies of such leaders as Chaim Weizmann, David Ben Gurion, Abba Eban, and Shabtai Rosenne. Including coverage of little-discussed moments in early Israeli history, this book offers an important new perspective for anyone interested in the history of the Israeli-Palestinian conflict.

Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War, international organisations have assumed a greater importance on the world stage. The United Nations has played a key role in all of the major security issues during this period - increasingly called upon to address other global problems such as poverty and international crime - while the European Union has created a single currency and moved towards the adoption of a constitution. The growing significance of the World Trade Organisation and other economic institutions has led some to talk of the emergence of a structure of global governance; and international non-governmental organisations and social movements are now widely seen as forming a kind of global civil society that both challenges and participates in these developments. Building on the success of the previous edition (Versailles to Maastricht: International Organisation in the Twentieth Century), this book is a valuable introduction to the complex history of modern international organisation. David Armstrong, Lorna Lloyd and John Redmond: - Pay close attention to the League of Nations, the UN and the EU. - Offer chapters on the new regionalism, global governance and international regimes and global civil society. - Adopt a thematic and analytical approach to the subject. - Provide a concise factual account of the rise of the international organisation.
