Book excerpt: Today’s high recidivism rates, combined with the rising costs of jails and prisons, are increasingly seen as problems that must be addressed on both moral and financial grounds. Research on prison and jail reentry typically focuses on barriers stemming from employment, housing, mental health, and substance abuse issues from the perspective of offenders returning to urban areas. This book explores the largely neglected topic of the specific challenges inmates experience when leaving jail and returning to rural areas. Rural Jail Reentry provides a thorough background and theoretical framework on reentry issues and rural crime patterns, and identifies perceptions of the most significant challenges to jail reentry in rural areas. Utilizing three robust samples—current inmates, probation and parole officers, and treatment staff—Ward examines what each group considers to be the most impactful factors surrounding rural jail re-entry. A springboard for future research and policy discussions, this book will be of interest to international researchers and practitioners interested in the topic of rural reentry, as well as graduate and upper-level undergraduate students concerned with contemporary issues in corrections, community-based corrections, critical issues in criminal justice, and criminal justice policy.

Available in PDF, EPUB and Kindle. Book excerpt: Over seven million Americans are either incarcerated, on probation, or on parole, with their criminal records often following them for life and affecting access to higher education, jobs, and housing. Court-ordered monetary sanctions that compel criminal defendants to pay fines, fees, surcharges, and restitution further inhibit their ability to reenter society. In A Pound of Flesh, sociologist Alexes Harris analyzes the rise of monetary sanctions in the criminal justice system and shows how they permanently penalize and marginalize the poor. She exposes the damaging effects of a little-understood component of criminal sentencing and shows how it further perpetuates racial and economic inequality. Harris draws from extensive sentencing data, legal documents, observations of court hearings, and interviews with defendants, judges, prosecutors, and other court officials. She documents how low-income defendants are affected by monetary sanctions, which include fees for public defenders and a variety of processing charges. Until these debts are paid in full, individuals remain under judicial supervision, subject to court summons, warrants, and jail stays. As a result of interest and surcharges that accumulate on unpaid financial penalties, these monetary sanctions often become insurmountable legal debts which many offenders carry for the remainder of their lives. Harris finds that such fiscal sentences, which are imposed disproportionately on low-income minorities, help create a permanent economic underclass and deepen social stratification. A Pound of Flesh delves into the court practices of five counties in Washington State to illustrate the ways in which subjective sentencing shapes the practice of monetary sanctions. Judges and court clerks hold a considerable degree of discretion in the sentencing and monitoring of monetary sanctions and rely on individual values—such as personal responsibility, meritocracy, and paternalism—to determine how much and when offenders should pay. Harris shows that monetary sanctions are imposed at different rates across jurisdictions, with little or no state government oversight. Local officials’ reliance on their own values and beliefs can also push offenders further into debt—for example, when judges charge defendants who lack the means to pay their fines with contempt of court and penalize them with additional fines or jail time. A Pound of Flesh provides a timely examination of how monetary sanctions permanently bind poor offenders to the judicial system. Harris concludes that in letting monetary sanctions go unchecked, we have created a two-tiered legal system that imposes additional burdens on already-marginalized groups.

Available in PDF, EPUB and Kindle. Book excerpt: From its beginnings in Seattle nearly fifty years ago, El Centro de la Raza has been translated as “The Center for People of All Races.” In Seattle’s El Centro de la Raza: Dr. King’s Living Laboratory, Bruce E. Johansen, with valuable aid from Estela Ortega, executive director, and Miguel Maestas, Housing and Development director at El Centro, explores how the center has become part of a nationally significant work in progress on human rights and relations based on Dr. Martin Luther King Jr.’s concept of a “Beloved Community” that crosses all ethnic, racial, and other social boundaries. Johansen’s examination of the history of the center highlights its mission to consciously provide intercultural communication and cooperation as an interracial bridge, uniting people on both a small and a large scale, from neighborhood communities to international relations. Scholars of Latin American studies, race studies, international relations, sociology, and communication will find this book especially useful.

For incarcerated individuals and staff alike, the volatility of the jail environment is based in large part on its status as a temporary institution. Unlike prisons, where all incarcerated individuals have been convicted of a crime and are serving long sentences (typically of more than a year), jails overwhelmingly house individuals who are waiting a disposition to their court case (approximately 74%; Sawyer & Wagner, 2020); a minority of jailed individuals are also serving sentences under a year for minor offenses. While a jail is a temporary holding area for persons awaiting adjudication, temporary can mean days or years depending on factors often outside the control of the jailed person. In jails, people charged with violent felonies are often housed alongside citizens arrested for minor crimes as they all await a disposition to their case. Unlike in prison, where incarcerated individuals know the outcome of their case and sentence length, in jail these are unknowns"--
