Book excerpt: From the first recorded mention of British ships protecting of fishing vessels in the late fourteenth century through to recent controversies over the change in emphasis to border patrols and overseas deployments, the story of the Royal Navy’s ‘Cinderella Fleet’ involves many dramatic incidents; until now, however, there has never been a book dedicated to the subject. Naval historian Jon Wise’s new work will rectify this omission. Historically there have been two main reasons why protecting fishing vessels was so important: first, fish have always constituted an essential part of the nation’s diet while, secondly, fishermen have been an important source of skilled personnel for the Royal Navy itself. It is claimed that the Fishery Protection Squadron (FPS) is the oldest in the fleet, pre-dating the formal creation of the Navy itself in the early part of the sixteenth century, yet it still remains comparatively little-known. The Squadron’s most famous operations were the ‘Cod Wars’ of 1958–76, but for six centuries it has been engaged in the many important tasks of protection and policing of fishing fleets, though more recently it has turned its attention to patrolling oil and gas fields, overseeing quotas and sustainability, and policing the ongoing disagreements over who can fish where and when. The author covers subjects as diverse as the battles with the Dutch for dominance in the North Sea, the protection of fishing on the eastern seaboard of America, and the role of the Squadron in the two World Wars. Africa possesses 48,000 kilometers of coastline, comprising 38 out of 54 of the continent’s states and several strategic choke points for international shipping, such as the Suez Canal, the Gulf of Aden and the Cape of Good Hope. Nevertheless, post-colonial Africa’s small navies and their relations with the navies of external powers have not received much scholarly attention. Focusing on Sub-Saharan Africa, this collection attempts to address this neglect and stimulate further research by offering original chapters related to historical and contemporary themes around Africa’s navies. The historical chapters cover the origin of the Tanzanian, Ethiopian, Nigerian and Ghana navies during the era of decolonization and the Cold War, the asymmetrical naval campaign fought during the Nigerian Civil War (1967-70), and the activities of the Soviet Navy in supporting African states and movements fighting lingering colonialism and white supremacy during the 1970s and 1980s. Focusing on the contemporary situation, other chapters discuss the engagement of the Indian Navy with Africa, the potential role of the Angolan and Mozambican navies in the Southern African Development Community (SADC), the transformation and development of the post-apartheid South African Navy, and the challenges and capabilities of African navies in the early twenty-first century. The book concludes by discussing the question of whether African coastal countries need navies. The authors start with the proposition that it is hard to hit an invisible target, particularly one in motion. In the nineteenth century, when ships relied upon visual signaling and vessels beyond hailing range were deaf and mute in the dark, night battles at sea were rare and largely accidental. Three inventions changed this: the torpedo, the searchlight, and the radio. These inventions at the end of the nineteenth and start of the twentieth centuries transformed naval warfare by making combat in the dark feasible and in some cases, desirable. The process by which navies used the dark and adapted it into a medium for effective combat was long and difficult, more so for some than others. This book is about that process and about how Russian, British, German, Italian, Japanese and US navies confronted the specific new challenges and adapted to unfamiliar situations and emerging technologies.
