Implementing traceability systems across the food supply chain is seen as crucial for increasing food quality and safety, for optimizing production or for documenting sustainability. However, implementation of traceability systems in the seafood sector seems to be stagnating. Against this backdrop, the main objective of this study is to define and analyse in detail seafood traceability benefits related to regulatory compliance, supply chain management improvements, market access facilitation, and risk mitigation. To support this objective, the study collects and compiles policy incentives from governments and industry associations to encourage the establishment of company seafood traceability. In addition, this study updates information regarding existing traceability standards and norms serving various purposes in the seafood sector. Based on a thorough analysis of speciality literature and the extensive experience of the authors, this study formulates several recommendations that are relevant for a wide range of stakeholders in the seafood sector.

Book excerpt: This book analyses a selection of challenges in the implementation and application of the 1982 UN Convention on the Law of the Sea (UNCLOS), focusing on several areas: international organizations, fisheries, security, preserving marine biodiversity, dispute settlement, and interaction with other areas of international law. UNCLOS has been described as the Constitution for the Oceans. It sets out the fundamental rights, obligations and jurisdictions of States regarding the access to, uses and management of the oceans and seas and their resources. It balances States’ diverse and sometimes conflicting interests, such as conflicting uses of space, against navigational interests and the protection of the marine environment. UNCLOS is the first global treaty to include comprehensive obligations on the protection and preservation of the marine environment, including the conservation of living marine resources. These are often common or cross-border challenges, which can only be addressed through international cooperation. The book is divided into three thematic parts. The first concerns the role of international organizations in ocean governance. It includes twelve chapters covering a very diverse set of issues, both materially and geographically, that demonstrate the importance of coordinated actions on the part of multiple States for obtaining harmonized solutions regarding the pursuit of activities in maritime spaces (in connection with e.g. navigation, fisheries or maritime security). The second part concerns the relevance of dispute settlement mechanisms for understanding the international law of the sea and the international legal framework within which the actions of the great maritime powers take place. It is composed of three chapters, examining stakeholders’ role in dispute settlement, the position taken by China and the Russian Federation regarding international litigation in maritime spaces, and how the South China Sea Award may be relevant to the debate on the international legal concepts of rock and island. In turn, the third part addresses current discussions on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. Its seven chapters report on the status quo of the ongoing negotiations for a new international legal regime of the high seas, and the establishment and operationalization of environmental regimes for international maritime spaces.

Book excerpt: This paper discusses the potential value of catch documentation schemes (CDS) in deep-sea fisheries, and the implementation aspects that have to be taken into account to ensure the effectiveness of this trade-based tool to combat illegal, unreported and unregulated (IUU) fishing. The paper argues that the schemes are indeed useful for addressing IUU fishing practices known to occur in deep-sea fisheries, and that their adoption would improve compliance with fisheries management requirements. Key infringements that could be directly detected and addressed include - but are not limited to - violations of closed areas harbouring protected vulnerable marine ecosystems in the deep ocean, and quota overfishing. The paper also establishes the notion that partial coverage of given species through a CDS at the level of regional fisheries management organizations is incongruous. Given that most deep-sea fisheries species have broad distributions that straddle many regional organizations, the most suitable implementation model appears to be a centrally operated electronic CDS platform - called a super-CDS - shared by a plurality of institutional and state players.

One of the primary focuses of the IMCSNET is to increase fisheries MCS cooperation and collaboration between Member countries, especially with and between developing country Members The virtual conference included participants from both developing and developed nations as well as stakeholder organizations involved in fisheries MCS. The overall theme of the virtual GFETW was “Illuminating the Unknowns – Global Cooperation to Eliminate the “U’s” from Illegal, Unreported, and Unregulated (IUU) Fishing”. The GFETW focused on an interactive format highlighting three interactive panel discussions on emerging MCS areas of interest or challenges. The event also included MCS papers, presentations, and short videos relevant to one of the following four GFETW themes: cooperation and partnerships, risk assessment and analysis, technology as an enabler, and transparency.
