With the addition of the core and Surface Warfare sensors and weapons to one of these modular mission packages, the SEA SWAT LCS concept for sea base defense will ensure air, surface, and subsurface superiority during conflict. An advanced electrical power system in conjunction with an integrated propulsion system and zonal power distribution provides sustained combat capability against multiple asymmetric threats. Its enclosed super-structure allows for high survivability in a CBR environment. The paper covers the following topics: analysis of alternatives for ship number, combat systems, and hull design; the design process; propulsion and electrical systems, hydrostatics, combat systems, damage control, CBR systems, manning and habitability, and environmental concerns; signatures, cost, and weight analyses; and threats, including mines, torpedoes, submarines, small boats, unconventional vessels, cruise missiles, UAVs, SAMS, and unguided missiles. It is unknown whether the LCS platform can support open-ocean ASW. This report examines which LCS variant, Freedom or Independence, is more suitable for open-ocean ASW. Initial analysis defines the open-ocean ASW problem space in terms of a threat analysis, mission analysis, current Concept of Operations (CONOPS), and current LCS capabilities. An Analysis of Alternatives (AoA) uses derived functional and operational requirements within a Pugh matrix to decide which variant best performs ASW, and what modifications can improve future designs of the LCS. The analysis shows the Freedom class has marginal advantages in performing open-ocean ASW mission tasks, and establishes three areas for improvement: self-noise emissions, weight, and communication. Potential solutions are explored to address these shortfalls and to analyze their impact on LCS's ability to meet core requirements of the open-ocean ASW mission. The Navy moved to refocus itself to meet the post-Cold War environment in September 1992, when the Secretary of the Navy signed "...From the Sea." This white paper outlined a "fundamental shift away from open-ocean warfighting on the sea toward joint operations conducted from the sea." It was followed in November 1994 by "Forward...From the Sea," another Navy-Marine Corps paper that elaborated on the importance of peacetime forward presence operations. While retaining its ability to maintain strategic dominance in the ocean commons, the Navy was adopting a new, interventionist outlook that focused strongly on what was taking place on shore. This focus on influencing operations ashore drew the Navy into the littoral. The littoral is the area through which an expeditionary military force must pass and in which supporting Naval forces must operate. Operating in the littoral presents a complex collection of challenges. These threats include mines, sea-skimming cruise missiles, and tactical ballistic missiles as well as swarming small boats (armed with short-range missiles or explosives) and diesel submarines. Such systems enable even relatively unsophisticated adversaries to adopt a strategy of anti-access and area denial. The strategic need to gain access and operate in and around the littorals was taken up by the Chief of Naval Operations' Strategic Studies Group (SSG). From 1998 to 2000, the SSG focused on how the Navy should operate in and dominate the littoral. This monograph reviews the evolution of the Littoral Combat Ship (LCS) from the Streetfighter concept to the LCS Program. The Streetfighter concept called for a family of small ships that would be fast, networked, and modular and would make extensive use of unmanned vehicles and off-board sensors. They would also be austerely manned and cheap enough to afford in large numbers.

A number of options are available to meet the requirements of a littoral combatant. Each of these options will be analyzed to demonstrate their merit and determine which one meets the requirements of a Littoral Combat Ship. Book excerpt: The introduction of new technologies force navies to adapt and the introduction of surface-to-surface anti-ship cruise missiles from a large number of small coastal combatants created vulnerability in the Navy's force structure of large, expensive, nonexpendable warships. To counter this threat, the adoption by the U.S. Navy of small, inexpensive, missile bearing vessels is recommended. Four alternative candidate vessels are evaluated using a mathematical simulation. The candidates are a Littoral Combat Ship with a surface warfare module, a National Security Cutter augmented with offensive and defensive weaponry, a "Sea Lance" inshore combat vessel, and a Combat Patrol Craft, a variant of the Cyclone class patrol craft augmented with offensive and defensive weaponry. Equal cost force structures for the four candidate vessels are developed, and then these forces are "fought" in simulated battles against a missile-firing opponent force of variable strength. Additional roles such as maritime interdiction and theater security cooperation are considered and the candidate vessels are qualitatively compared for their ability to perform in these missions. Sea Lance is demonstrated to be the most effective and lowest cost candidate vessel. The driving force behind this is the large number of vessels the equal-cost Sea Lance squadron makes possible by its low procurement and operating costs, a result predicted by Lanchester and Hughes because in naval combat, numerical superiority is the single most important factor in determining the outcome of a battle.

Sea Shield in its current form and as a vision relies on a network of sensors and shooters to protect the Sea Base and becomes a critical vulnerability. While Network Centric Warfare (NCW) and current platform defense systems are optimized against conventional threats, they do no suitably address the seams associated with asymmetric threats. While planners attempt to develop sufficient counters to every conceivable threat, insufficient resources are devoted to increasing staying power--the ability for a platform to physically withstand a hit. No system will ever be guaranteed 100% effective and the enemy, unable to match United States military force directly, will exploit the political effect of capitalizing on a single successful attack. Such an attack may cause a temporary disruption in offensive power projection (mission kill) and probably a longer period of degraded operation if the Sea Base were required to move in response to the threat until the seam could be identified and adequately countered. By building into the Sea Base and other power projection ships the ability to withstand a single USS COLE size attack risk of extensive damage can be mitigated and combat power for the Combatant Commander can be preserved even in the event of a successful enemy attack. Staying power adds a foundation of risk tolerance upon which other defensive systems can be built.
