Book excerpt: From the inception of the Near Term Prepositioning Ships (NTPS) in 1980 to the enhanced Maritime Prepositioning Force, MPF(E), and the Army Flotilla, the sea basing idea has been extensively explored but not yet achieved. The refusal of Turkey to allow the 4th Infantry Division to offload and transit their country in Operation Iraqi Freedom has given the sea-basing concept additional impetus. This monograph was written to explore the sea basing concept and assess the future capabilities. There are several alternatives that are being explored that could give U.S. forces a fully functional, joint sea base. Research included investigating the inception of the Maritime Prepositioning Force in the early 1980 's through its employment in Desert Shield/Desert Storms and how its success influenced the DOD to mandate that the Army acquire a preposition capability of its own. Since OIF the sea basing idea has generated significant discussion within the DOD. Attempts to realize the sea bases 19 full potential include constructing a huge Mobile Offshore Base (MOB) and improvements to the current Combat Logistics Fleet (CLF) and the planned advancements to be attained with the future Maritime Preposition Force or MPF(F). The latter course of action promises to deliver the best capability. The United States does not want to have a situation that would prevent its awesome military power from being projected in pursuit of American national interest and the sea basing concept promises to substantially reduce that risk. This monograph concludes that the MPF(F) promises to deliver the best capability.

Available in PDF, EPUB and Kindle. Book excerpt: The availability of land bases from which to launch and maintain military, diplomatic, and humanitarian relief operations is becoming increasingly uncertain because of physical or political constraints. The ability to operate from a sea base, therefore, is likely to become more and more important. The Defense Science Board recently concluded that Sea Basing will be a critical future joint military capability and that DOD should proceed to develop such capability. Following the DSB report, the Navy requested that the National Research Council (NRC) convene a workshop to assess the science and technology base, both inside and outside the Navy, for developing Sea Basing and to identify R&D for supporting future concepts. This report of the workshop includes an examination of Sea Basing operational concepts; ship and aircraft technology available to make Sea Basing work; and issues involved in creating the sea base as a joint system of systems.

Book Synopsis Naval Transformation, Ground Forces, and the Expeditionary Impulse by : Geoffrey Till
Download or read book Naval Transformation, Ground Forces, and the Expeditionary Impulse written by Geoffrey Till and published by Strategic Studies Institute. This book was released on 2006 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reviewing the past, present, and future contribution of maritime forces to the conduct of expeditionary operations, the author concludes that the importance of this contribution is growing. He considers the diplomatic and "good order" roles of maritime forces which enable such operations in the first place. He reviews contemporary naval thinking about the nature and the relevance of sea control, and examines changes in the way maritime power may be projected ashore. Finally, the author analyses the extent to which future sea-basing can enable expeditionary forces can meet the challenges of the 21st century. Using past and recent experience, he demonstrates how important maritime outcomes are to the achievement and, equally important, the consolidation of victories ashore. Accordingly, navies around the world are having to adjust their plans and their priorities in order to meet these challenges.

Book Synopsis Sea Power in the Twenty-First Century by : Charles Koburger
Download or read book Sea Power in the Twenty-First Century written by Charles Koburger and published by Bloomsbury Publishing USA. This book was released on 1997-09-16 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the U.S. Navy enters the twenty-first century, many of the ships, aircraft, weapons, and tactics it employed so successfully during the Cold War will no longer be cost-effective or even effective. Future battlefields will shift the locus of naval action from the high seas into littoral waters, demanding sustained operations in relatively narrow, shallow waters. Naval forces in the twenty-first century must not only meet the traditional requirements of command of the sea—ships, planes, troops, and bases—carrying out forward presence, crisis response, strategic deterrence, and sealift. They must now put these together to obtain the four key operational capabilities of littoral warfare: command, control, intelligence and surveillance, and communication; battlespace dominance; power projection; and force sustainment. The core of the new U.S. strategic concept is power projection, and it envisions naval forces directly leading Army and Air Force elements to influence events ashore, most probably in the Third World. And this navy must be cost effective.
Book Synopsis The Role of Experimentation in Building Future Naval Forces by : National Research Council
Download or read book The Role of Experimentation in Building Future Naval Forces written by National Research Council and published by National Academies Press. This book was released on 2004-12-08 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense is in the process of transforming the nation's armed forces to meet the military challenges of the 21st century. Currently, the opportunity exists to carry out experiments at individual and joint service levels to facilitate this transformation. Experimentation, which involves a spectrum of activities including analyses, war games, modeling and simulation, small focused experiments, and large field events among other things, provides the means to enhance naval and joint force development. To assist the Navy in this effort, the Chief of Naval Operations (CNO) asked the National Research Council (NRC) to conduct a study to examine the role of experimentation in building future naval forces to operate in the joint environment. The NRC formed the Committee for the Role of Experimentation in Building Future Naval Forces to perform the study.

Download or read book Naval Expeditionary Logistics written by National Research Council and published by National Academies Press. This book was released on 1999-02-09 with total page 109 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.
Book Synopsis Navy's Needs in Space for Providing Future Capabilities by : National Research Council
Download or read book Navy's Needs in Space for Providing Future Capabilities written by National Research Council and published by National Academies Press. This book was released on 2005-07-18 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.

This book was released on 2006-05-26 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Book Synopsis Seabasing is Achievable Today Utilizing Existing Connectors by :
Download or read book Seabasing is Achievable Today Utilizing Existing Connectors written by and published by . This book was released on 2008 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: The concept of sea basing is a topic on the resurgence. Originally a Navy/Marine Corps unique idea, the concept of sea basing today has become truly joint. Each branch of the service either has, or is working on, sea basing and high speed connector (HSC) concept documents. HSCs need to be truly joint and capable of interfacing with each of the service's assets as well as being able to carry out service-specific and joint operations. Particularly, these future HSCs are described as being distinguished from other current shipping and military platforms by four features: (1) high-speed maneuver over operational ranges; (2) at-sea, ship-to-ship interface capability; (3) increased littoral access; and (4) multi-mission, high-payload mission deck. This paper discusses these requirements and then demonstrates that assets currently possessed by the military can provide the required capabilities to operate an effective sea base. The author explains that new technology is not always the answer, and that planners need to look outside the capabilities of each individual service to the broader capabilities the U.S. military offers. Finally, the author draws conclusions concerning the current concepts of future HSCs and makes recommendations concerning a better way ahead with regard to the use of available funding and future training.
