This book was released on 2016-04-01 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since devolution in 1999, social policy within Scotland has burgeoned. The Scottish Parliament has a range of powers in relation to key policy areas including social work, education, health, child care, child protection, law and home affairs, and housing. These powers and the existence of a distinct legal tradition in Scotland means that social work practice has developed a distinctive style, attuned to the particular needs of Scotland. Scottish distinctiveness however, has rarely been properly represented in textbooks on either social policy or social work. This innovative text offers comprehensive coverage of the discipline of social policy and its central relevance to social work, social care and related practice in Scotland. Designed to complement teaching and study associated with the new Honours degree in Social Work (Scottish Executive 2003), it fills a notable gap in the literature on this subject and will be essential reading for students, professionals and academics within a variety of health and social care occupations.

Available in PDF, EPUB and Kindle. Book excerpt: School education reform is a dynamic process. It takes place in the context of changing institutional structures including society, economy, politics, legislation, and technology. Yet, there can be poor awareness of risk, particularly social risk, and its management during this process and more widely, during public service reform (PSR). This book aims to promote new PSR understanding about social risk management. It utilizes in-depth case studies comprising two anonymous Scottish councils responsible for providing and reforming school education services. Drawing mainly on risk management and structuration theories with elements of complexity leadership and institutional theories, the book explains contextual issues around the reform of Scottish school education services (SSES). It illustrates that social risks associated with reform can be used to explain emerging threats. Furthermore, it demonstrates that agent-structure duality may be instrumental to the production and management of social risks. The book also shows how the concept of social risk can be used to improve policy making and implementation. Targeted at practitioners, researchers, policymakers, and students, this book will be of interest to those in the fields of public administration, public service management, and risk management more generally.

Available in PDF, EPUB and Kindle. Book excerpt: In 2009-10, public expenditure rose to 48 per cent of GDP whilst income fell to 37 per cent, resulting in the largest deficit in Britain's peacetime history. This Spending Review sets out how the Coalition Government will carry out its deficit reduction plan. Particular focus has been given to reducing welfare costs and wasteful spending. This has enabled the Coalition Government to prioritise the NHS, schools, early years' provision and the capital investments designed to support long term economic growth. Departmental budgets other than health and overseas aid will be cut by an average of 19 per cent over four years. Key areas of Annually Managed Expenditure (AME) in addition to Departmental Expenditure Limits (DELs) for each government department and for the devolved administrations are covered. The Review sets out departmental spending plans for the four years until 2014-15 and further savings and reforms to welfare, environmental levies and public service pensions. The Review protects high value transport maintenance and investment, maintains the science budget, invests in apprenticeships and the low carbon economy and allows universities to increase fees from the 2012-13 academic year. Fundamental reforms will simplify the welfare system and make net savings of 7 billion a year. Social housing will be reformed and social care will receive an additional 2 billion by 2014-15. Public service reform underpins the Review: decentralisation of power; cutting burdens and regulations on front-line staff; improving transparency, efficiency and accountability of local services. Local government will have greater freedom but must work within reduced allocations. Public sector pensions will be reformed in line with Lord Hutton's recommendations. Central government administration costs will be cut by 34 per cent by 2014-15. Government departments will produce business plans later in 2010 detailing reform plans and priorities.

It comprises three linked sections that work through conceptual definitions of gender budget analysis. These sections explore how it can be framed and constructed as a gender equality policy; investigate case studies across Europe; and examine challenges for implementation. The first book of its kind, Gender Budgeting in Europe explores conceptual and methodological variations evidence in practice in Europe and the challenges of adoption and implementation in different political and institutional contexts. It brings together historical and current conceptual developments and tensions; approaches, methodologies, and tools in practice across Europe; activism, actors and agency and the engagement of formal institutions at all levels of government with feminist policy changes and feminist analysis and activists. This text is fascinating reading for students, scholars, policy makers and activists.

This book was released on 2021-02-22 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades, there has been a shift of paradigm in public administration and public sector accounting around the world with the increasing emphasis on outcomes as opposed to inputs and outputs focus. Understanding of how government departments and agencies develop and implement outcomes-based approaches to their services and programs to strengthen public accountability, financial scrutiny and good governance worldwide is limited. Covering a selection of international practices on outcomes-based approaches to government departments, agencies and public higher educational institutions in developed economies, this comprehensive compilation provides an essential reading in the public sector accounting, accountability and performance management field. The contributions are grouped into three jurisdictions: Australasia, UK and Europe, and North America. It incorporates outcomes-based practices in public services from advanced economies and will be of significant interest to global public sector regulators, consultants, researchers, and academic communities as well as academic researchers in public administration and development studies fields. The insights offered by a country-specific practice will also be useful to governments in other countries implementing similar systems and practices and facing similar socio-political environments. This book will also help to gain an understanding of the issues of government accountability from a management point of view as well as from a socio-political point of view.
