L'ouvrage cherche à montrer comment il est possible, à partir des tendances actuelles de la mobilité urbaine et de ses enjeux en termes spatiaux, sociaux et environnementaux, de définir les objectifs d'un SCoT dans la perspective du développement durable. Il applique donc les principes définis dans l'article L.121-1 du code de l'urbanisme, d'équilibre entre renouvellement et extension urbaine, diversité urbaine, mixité sociale, gestion économe des sols, maîtrise des besoins de déplacements et de la circulation automobile et préservation de la qualité de l'air. Il complète ainsi l'ouvrage général sur les SCoT, paru en 2003. Cet ouvrage propose des éléments de méthode pour élaborer un diagnostic à partir de la problématique des déplacements puis pour utiliser la prospective en vue de définir le projet d'aménagement et de développement durable (PADD) ; en effet ce point fort des schémas de cohérence territoriale doit intégrer notamment la nécessaire articulation entre urbanisme et déplacements. Il porte également sur la réalisation du document d'orientation et sur l'analyse des incidences environnementales du projet, ainsi que sur sa mise en œuvre et son suivi. Il s'adresse donc en priorité aux équipes en charge de l'élaboration des SCoT, dans les collectivités et les agences d'urbanisme mais aussi à tous ceux qui seront associés à ces démarches, dans les services de l'État, les villes, les conseils généraux et régionaux, les associations... Enfin, il invite chacun à participer à l'expérimentation de ce nouvel outil qu'est le SCoT en contribuant à la modernisation des méthodes et des organisations, pour que l'ambition du développement et de la mobilité durables des territoires puisse se concrétiser progressivement.
